Memorie.al /publishes some archival documents extracted from the Central State Archive in Tirana, (the fund of the former Central Committee of the ALP), which were extracted from a voluminous file labeled “Top Secret” that belong to the year 1975. where the Albanian ambassador in Beijing, Behar Shtylla, by means of an information report sent to the Ministry of Foreign Affairs in Tirana, the Ministry of Trade and for notification to the Foreign sector at the apparatus of the Central Committee of the PPSh, informs them about, the meeting held at the commercial representation in Beijing, related to the analysis made at the Ministry of Foreign Trade in Tirana in August 1975. The full report-information of Ambassador Behar Shtylla, related to the discussions held at the meeting of the commercial representation Albanians in Beijing, held on October 27 and 28, 1975, where, in addition to Ambassador Shtylla, Musin Kroi and Abdulla Dautaj, as Deputy Secretary of the Party’s Basic Organization, took part. Among the many discussants at that meeting, Hysni Hoxha, Ilia Pulluqi, Skënder Tholõmi, Sotir Doraci took the floor, who criticized and threw accusations at several ministers such as: Abdyl Këllezi, Koço Theodhosi, Kiço Ngjela and Vasil Kati, and also also towards some cadres and officials of the Ministry of Foreign Trade, such as Andrea Manço, Sami Muhameti, etc., considering their work and activity as hostile, which had brought great damage to the Party and the people.

Attached we send you information on the meeting of the Trade Representation in Beijing, regarding the analysis of Foreign Trade that was made in August 1975 at the Ministry of Trade in Tirana.

On the collection of the analysis of the Commercial Representation in Beijing.
The meeting took place on October 27-28, 1975, under the spirit of the decisions of the 7th Plenum of the K.Q., and on the analysis of Foreign Trade in Tirana on August 27-28, 1975.
All the employees of the commercial representation sh. Behar Shtylla, sh. Musin Kroi, and the Deputy Secretary of the Basic Party Organization, sh. Abdulla Dautaj.
A few days before the meeting, all employees of the representative office were familiarized with the tasks “On foreign trade”, sent by the Ministry of Trade.
Comrade Theohar, informed the members of the representative office, on the development of the meeting in Tirana, pointed out the high critical and self-critical spirit and with sound ideological content, with which it was developed.
She strongly condemned hostile work, serious mistakes, and major defects in work, because in Foreign Trade, enemy elements and agents had been gathered, which Kiço Njela had taken under his umbrella.
Comrade Theohar listed facts on the mistakes and faults of Kiço Njjela and Vasil Kati, which emerged from the discussions at the meeting, and the damage they have brought to the people and the Party, in all areas.
He repeated the self-criticism even in front of the Foreign Trade comrades, and although he was not aware of the proven mistakes in this sector, in the light of the teachings of the 7th Plenum and Comrade Enver, he sees things more clearly, he feels responsible for these mistakes because he lacked proper vigilance, he could not catch them in time and tell the Party, but he has reflected deeply and will constantly reflect.
He asked all of you to reflect and help the Party, as far as they know about the hostile work discovered in Foreign Trade, to issue tasks for now and for the future, for themselves and for the entire trade representation.
He also pointed out the orders given by the analysis of the meeting in Tirana; regarding the tasks that all the employees of the Foreign Trade have, to fix the consequences of this hostile work, in the shortest possible time. The following things emerged from the discussions among friends:
- Hysni Hoxha
He said that Kiço Ngjela had collected a certain taraf that kept him. He did not self-criticize about the deficiencies and shortcomings in Foreign Trade, and covered them up by putting artificial obstacles in front of him, and blamed the revisionist blockade to overcome the situation.
In the Ministry of Trade, only Kiço Ngjela had imposed authority. The basic organization did not speak its word, and this is exactly where the sick work in Foreign Trade has its source. For the realization of the plan, he lied to the Party and the Government.
While Vasil Kati had an unyielding spirit. For the Bistrica-Konispol line, a meeting was held led by Vasil Kati. There, Mançoja raised his voice the most of all.
Kat was impressed by the liberalism and lack of discipline of Manço and some other employees who fought over who should go to Greece for this job. Vasil Kati could not lead the meeting, did not provide a solution to the issue, and no decision was made there.
In Beijing, the friends of the representative office have tried and caught many issues that have become a problem. But, he says, he should have been more mature. For example, secret materials, letters, and drawings were being sent through Moscow and it should have been a problem. Koço Theodhosi was formally responsible for the trainees, which was unbecoming of a person of his rank.
Some actions that could compromise relations with China should be caught faster, such as the issue of the 3-4,000-ton oil tanker, for which the Chinese comrades were begging to be loaded. This issue was resolved only when the Prime Minister was notified.
Regarding the work at the representative office, he emphasized that the economy expects a lot from all of us. Therefore, he makes it his duty to be more attentive, to be more connected with the problem of the works for the objects, especially the Metallurgical Combine, because he feels that there are gaps. In the same way, Tirana should show more caution and not delay the data that the Chinese side is looking for.
Regarding the savings, he said that something has been done, as free drawings and projects have been sent by plane, with the help of the returning groups, and that in this direction, even more should be done. The Party teaches us to be more demanding of ourselves, to control our work better, and to always increase vigilance on the Party’s path.
It stands in solidarity with the measures taken at the analysis meeting in Tirana, against Kiço Ngjela and Vasil Kati.
- Ilia Pulluqi
He said that, from the analysis of Foreign Trade in Tirana, new things emerged. That Kiço Ngjela and his team have done hostile work on purpose. He agrees that Kiço Ngjela and Vasil Kati should not even be members of the party anymore, but should get a job to re-educate.
He said that, during the time he worked in Foreign Trade, he found that ideological work was missing, that in the Ministry of Trade and in Import Cars, problems were not handled in a party spirit. He, here in Beijing, is observing how a party member should be, how I should see things. And for this, he has learned a lot from friend Behar.
There has been conservatism in the Ministry of Trade because Kico Ngjela kept some cadres close to him, who kept him safe and did not care about others. He kept around incompetent people like Sami Muhameti who barely knew how to write, he protected people who lied, but who left a bad impression on foreigners as well, which discredited the state and the Party.
He self-criticizes that he did not raise his voice about the identified flaws, that Kiço Ngjela and Andrea Manço were dominated by arrogance, that Andrea Manço was not preceded by anyone, that he had Kiço Ngjela by his side, that he shouted at Vasil Kati as well others.
Kiço Njela had introduced a liberal spirit to the work; no notes were kept on meetings with foreigners, information on meetings in the sense of what the Ministry of Foreign Affairs keeps or like what we keep here at the embassy, was not kept at all.
Kiço Ngjela, melted the sectors of conjecture, the prices of goods were set without going into depth and without consulting. He regretted that the Ministry of Trade was divided into two departments, as he was afraid that Foreign Trade would be out of his hands and with it the gifts.
Regarding the tasks in China, he said that all comrades try with high conscience to do the work. But there is still more to do. For this, we need to strengthen our working ties with our Chinese colleagues, have more frequent meetings with them, as well as find more operative and efficient forms of work, visit more ports and production centers, organize and meetings with company leaders, etc.

He said that the analysis of Foreign Trade shows the strong spirit of the 7th Plenum and Comrade Enver’s predictions that further analysis would bring to light new facts about the methods used by the enemy to harm us. Kiço Njela had enemy elements around him, but the enemy elements have also had him around him.
They gave him great praise and the latter puffed like a rooster. Kiço Njjela relied on the element that he liked for comfort. He was a fox and got out without getting wet from the situation. With his arrogance and prepotence, he made sure that no one criticized him; he blamed the difficulties of the market on the blockade and the revisionists.
Vasil Kati had started to degenerate and became indifferent. When the nitrous compressor burned out, he didn’t crack his head at all, and he didn’t even think to give us a solution. You had to say two words to your friend Mehmet for Vasili to untie the bag.
He agrees with the proposal that neither Kiço Ngjela nor Vasil Kati should be party members anymore. Comrade Theohar, as a senior staff member in Foreign Trade, also bears his responsibility. The self-criticism he made shows that he has reflected correctly on the issue of responsibility.
Looking at the work, in this prism, Comrade Skënder said that: all of us must draw conclusions to improve the work, and not to leave a path for the enemy element to harm us, but to apply the “trust and control” principle.
He also adds that, in the sector of facilities where he works, we must sharpen our vigilance so that the enemy element does not harm relations with China. Thus, many materials were requested from the investors which could be provided locally, but they were requested under the pretext that the Planning Commission or the Industry do not give them to us.
- Sotir Dorac
He said that he agrees with the measures proposed for Kiço Ngjela and Vasil Kati. From this analysis, he learns that political work is the main one, and that everything should be seen in the political prism. From the analysis in Foreign Trade, it seems that the class war was not developed properly, even as if there was no class war there at all.
He did not work in Trade but in the base, however he heard that Kiço Ngjela was removed and considered infallible. The task he issues is that every flaw contrary to the Party line must be fought. He faces great tasks as relations with China are implemented through all of them.
He adds that the fact that there are still uncontracted goods shows once again about his insufficient work. He pointed out the problems that have arisen, related to our export goods, especially chrome, raised by the Chinese side to be resolved. Memorie.al
