Memorie.al/publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to the year 1982, where there is a file with relations, reports, instructions, information, letters, minutes of meetings of the Political Bureau, the Secretariat of the Central Committee, etc., regarding the “hostile activity” of the member of the Political Bureau and the Minister of People’s Defense, Kadri Hazbiu, as well as some of his closest collaborators, such as : Feçor Shehu, Mihallaq Ziçishti, Llambi Peçini, Zoi Themeli, etc., who were accused by Enver Hoxha, as “the main collaborators of the police agent Mehmet Shehu”. In the file in question, there is also a document with Kadri Hazbi’s self-criticism, dated September 27, 1982, sent to Enver Hoxha and the Political Bureau of the Central Committee of the PPSh, regarding “his poor work at the head of the Ministry of of Internal Affairs and the lack of vigilance, for not detecting hostile groups, all of which the party and Comrade Enver had discovered”. In this document, the former head of the Ministry of the Interior writes: “From the beginning of September, when I was getting my hair cut, a driver who works with the transport lines abroad came to me and told me that, returning from abroad, the drivers they had spoken badly about my fate. I didn’t ask him what he had been told, but I told him to go and report it where it should be. He added in more detail that he had spoken to the companion who stays with me, which I ordered him to report. He told me that he had done this. I don’t know whether I told him about this case or not, friend Hekuran. After a few days when I returned from a 3-4 day service, my family told me for the first time that they are taking us on the phone and so on, in meetings they ask about you, where are you and how are you, because we have heard things not good, as if we have escaped as a family abroad, as if I have been dismissed from my position as Minister of Defense, etc. I told you that anyone who asks about us, you say we are fine and don’t engage in further conversation. I emphasize that these things have spread so much that even one of the workers who serves in my family left without expecting that something is happening with me and my family. All these things, I told my friend Ramiz, together with my opinion that there is not enough fight against these harmful slogans and that they are spreading from Tirana in the first place”. Likewise, the document in question also contains the minutes of the meeting of the Political Bureau of the Central Committee of the PPSh, held on October 8, 1982, where the “hostile activity of Kadri Hazbi” from the period after the war when he was in the position of Chief of Army Security, which has brought fierce debates, they all discussed, starting from: Adil Çarçani, Hekuran Isai, Simon Stefani, Manush Muftiu, Rita Marko, Prokop Murra, Photo Çami, Lenka Çuko, Pali Miska, Besnik Bekteshi, Muho Asllani and Llambi Gegprifti. Even the debates and strong tones in that meeting were not absent between Enver Hoxha and Kadri Hazbiu, which continued throughout the meeting, for several sessions. The meeting was opened and led by the first secretary of the Central Committee of the PPS, Comrade Enver Hoxha.
Discussion on the serious crimes of comrade Kadri Hazbiu.
COMRADE LLAMBI GEGPRIFTI: Enemy Mehmet Shehu wrote to Comrade Hysni in response to the letter he had received from him regarding the list of our collaborators who were subordinate to the local Operative Worker in the Soviet Union, that Kadriu made a mistake in giving him foreign agency, our agency. This assertion was made by this chief conspirator, the leader of this extremely dangerous gang for our Party and People, in 1975. So this snake is removed as if it knows nothing about this grave crime and the great damage they have brought to our Security, the actions performed by Kadriu whom he charges and with responsibility. Now the problem is clearer. The enemy, Mehmet Shehu, was not only fully aware, but he was also the organizer and leader of all that activity.
On the state road, you were in contact with the enemy Mehmet Shehu. You affirmed this truth yourself in your self-criticism, so you would do well to tell us what order, what task, and what instructions you received from this enemy for these problems we are discussing, and why you have not inform friend Enver about them?! Why were these actions done behind the Party’s back?! Regarding the list of our students, who were collaborators of the Security and who were known and even kept in touch by the Soviet Security; say that in 1962, in addition to the traitors, you also raised this issue with the relevant Secretary of the Party Central Committee.
Even the movements of the enemies that were made from one place to another, according to the interest of the chief agent Mehmet Shehu, let all the responsibility fall on me, you say, but add that some comrades Secretaries of the Central Committee who covered the Ministry are also responsible for this of Internal Affairs and the framework. With this you try to avoid responsibility, being convinced that for all these mistakes of yours, the responsibility falls on you. You, the Party had appointed you the Minister of Internal Affairs, and you had your basic duty to detect any hostile activity, to protect the Party, the People, and its leadership from this activity.
You charge Comrade Hysni with responsibility again, saying that you disclosed the list of our collaborators of the Soviet Security to him and to the enemy Mehmet Shehu. From you and from the department that you led, the Party did not ask for either wheat or oil, but the discovery of the enemies of the Party, the People, and our country. Undoubtedly, the non-realization of the oil and corn plan harms our economy, but they are still compensable in overcoming other items. However, the non-performance of the duty and the non-implementation of vigilance by the bodies of the Ministry of Internal Affairs have serious consequences and irreparable consequences for our Party and People.
You that you did your duty as the Minister of Internal Affairs, although in the actions and conversations you had, they let you understand that you were a talented master of affairs in the Security, and formed your cult in this function. You often said that, in Insurance, we look at things with our feet up, but now we are seeing that all this was just talk. You did not arouse even the slightest suspicion from the many enemies that surrounded you. You, as the Minister of Internal Affairs, became a bridge for the development of this hostile activity that is so harsh and dangerous for us, and for this you bear great responsibility.
Now that the communists have become familiar with the words of Comrade Enver, in the “Synoptic Table for the Agent Activity of the Enemy Mehmet Shehu”, they have all come to the conclusion that only the Party and Comrade Enver are the discoverers of this activity and the saviors of our people from the powers that be imperialist-revisionists, and not the State Security bodies and you personally, although they have had great faith in you. We, as communists, do not believe in fate, many communists in Gramsh say, but Comrade Enver’s skill was also the fate of our people that saved us from this great evil.
For what we talked about above and I, like my friends, propose that Kadri Hazbiu be dismissed from the position of member of the Political Bureau of the Central Committee of the ALP, and from his position as Minister of People’s Defense, while his case be raised in the basic organization of the Party. From this analysis I draw many important lessons and conclusions which I will always keep in mind for my work in the future.
FOTO CAMI FRIEND: In February, I will also speak after my friends told me a lot of things. It is clear that Comrade Kadri, having been the Minister of Internal Affairs for a long time, bears a great responsibility for all that has happened in this department. For us, it turns out that the State Security, instead of being a powerful weapon of the Party and the Dictatorship of the Proletariat, to fight the enemies, it had turned into a nursery of enemies at the service of foreigners, against the vital interests of the country. And the bad thing is that these people have acted here not for one or two years, but for a very long time, bringing great damage to our country.
Then these were not one or two simple employees, but they were a whole bunch of enemy elements in leadership positions and with a lot of responsibility, and in direct connection with Comrade Kadri. For all this, it is a little to say that we are dealing with a lack of vigilance, with a spirit of familiarity, or with certain euphoria, as Comrade Kadri tries to explain in his self-criticism. In the events we are analyzing, several things attract attention.
How can it be explained that the most dangerous enemies of the Party and the People were discovered by Comrade Enver, while the State Security bodies, specialized for this purpose, were not felt at all?! How can one explain the very weak work of these bodies, for the detection of foreign agencies, Western or Eastern, the very shallow work of the investigator, and the concealment of facts on her part, especially the connections with the coup plotters in the military and economy?! But how can it be explained, all this close friendship with these people, that today all agents of foreigners who wanted to make the grave of Albania are coming out?! All these considerations, evaluations, and proposals, to hold these enemies responsible, as in the case of Feçor Shehu, to make him a minister, what does it show?!
No, these things cannot pass so easily, as Comrade Kadri is trying to do. It is not at all credible that Comrade Kadri was not aware, that there was no notification about all that happened in the Ministry of Interior, about which he should have immediately informed the leadership of the Party. Which he didn’t do, and for that he has to explain. Let us now come to the other problem, to the giving of secret documentation and of our agency to the Soviets. Let’s accept this practice, in the first years after liberation, during Stalin’s time, when the hated enemy Mehmet Shehu was in charge of the Ministry of Internal Affairs, but how can the continuation of this practice be explained until 1960?!
You are not convinced at all by what is said in the self-criticism of friend Kadri that this was done for tradition, that this is how I found it and this is how I left it, etc. First, as it turned out here today and after your arrival at the Ministry of Internal Affairs, Comrade Kadri, changes were made where the Soviet advisers went from 7-8 people to 40-50 people. Second, all these things and all these secrets were revealed to the Soviets after Khrushchev came to power, when many changes and contradictions had taken place between our country and the Soviet Union.
For ordinary people, these things might not be known, but for Comrade Kadri, such facts were not unknown, such as the objections of our Party regarding Khrushchev’s visit to Yugoslavia and for the rehabilitation of Tito, for the line of the 20th Congress of P.K. of the USSR, for the condemnation of Stalin, for the assessment and attitude of the Khrushchevites regarding the counter-revolution in Hungary and Poland, for the pressures that the revisionists put on us in the III Congress to rehabilitate Koci Xoxen, that during Khrushchev’s visit to Albania, one should not speak ill of Tito, etc.
In these circumstances, it cannot be understood how all the doors of the State Security could be opened to the Soviets, all the secrets of our state could be given to them, these dangerous actions, which directly affect its security. Even more so when all this was done without the knowledge of the Central Committee of the Party and Comrade Enver Hoxha. It is difficult to accept the reasoning of Comrade Kadri that he was completely convinced that the Central Committee knew about these things. If he saw these anomalies, then why did he never raise his voice in the Party?! The fact is that comrade Kadri’s self-criticism is not convincing.
It is more of an effort to justify than to say things openly to the Party. What happened in the Ministry of Internal Affairs is tragic, shocking, and cannot be explained in passing as a working method and style. Events, facts, and sound logic speak otherwise. Therefore, friend Kadri must tell us more clearly, otherwise his responsibility becomes more serious. But also from what became known in Comrade Enver’s speech, in the 4th Plenum, about the hostile activity of Mehmet Shehu from the materials we read and from these few things we heard here today in this meeting, the conclusion is quite logical that Kadri Hazbiu , in no way can he stay in the positions he has in the Party and the State. Therefore, I agree with the proposal of my friends.
COMRADE QIRJAKO MIHALI: As it became clear, Mehmet Shehu, being in the service of several foreign Intelligences and for a long time, acted to the detriment of the Party and the People with ferocity, and by camouflaging himself quite well. In the coverage of Mehmet Shehu’s activity, several important cadres of the Ministry of Internal Affairs, where Mehmet Shehu headed for a long time, and since 1954, Kadri Hazbiu, have helped by becoming friends with him. Without denying the work done in this department, to fight the enemies, we note that the lack of vigilance, the failure to develop the class war properly, has led to the protection of Mehmet Shehu’s hostile activity.
As elaborated in Comrade Enver’s Synoptic Table, this long activity has been developed mainly, behind the Party’s back, to hit its line in the economy and the army. From the analyzes that have been done, during the discovery of these groups, it has been said that there was no alert from the State Security. This should have made friend Kadri to analyze his activity and that of his friends with vigilance. This is not done, and no in-depth explanations are given for it. In this deepening, the euphoria and familiarity, the lack of courage to face the attitudes, norms and laws of the Party have hindered. The party, from us communists, definitely wants these, but continuously and at the right time.
Every cadre communist has the duty to sharpen vigilance and signal the Party when he sees that things are not going well here or there, that this or that person is doing this or that action that is contrary to the norms of the Party. In the task assigned to you by the Party, you had double this task and you did not perform it properly. I think that in this direction, if nothing else has hindered you, your excessive familiarity with them has exerted its great influence, and you must give deep explanations to this. You say that there were times when you opposed Mehmet Shehu. I don’t know where, but in the government meetings I have not seen any opposition from you, which distinguishes you from others.
Even any remarks you made to him had more to do with some advice so that he would not continue his opinion anymore, because others would oppose him and thus he himself would be put in a difficult position. Even for what you say that an opinion was created, that I was one of those who gave more facts and who criticized Mehmet Shehu more severely, I don’t know who had this opinion and who created it, but some of those the facts you gave were given to you by Feçor Shehu, so you have to draw the conclusion here as to why he came to tell you that Mehmet Shehu suspected that we were tapping his phone. The lack of provision of data at the appropriate level, for any but the others, (for these others it does not give explanations of what they are) is related to the pressure exerted by your assistants, Mehmet Shehu and Beqir Balluku, so that the violations were not looked at and illegal actions of high cadres, lest they fall into Trotskyism.
If this is accepted, then the question arises: What kind of Trotskyist activity did they find in you and other comrades to put pressure on. After all, as we know from the Party’s experience, the enemy puts pressure where he sees weakness. You should have given an explanation for this, because it is not enough to say that “I unconsciously fell into this mistake, and it has seriously damaged me”. Then why should the ideology of the Party, the teachings of Comrade Enver, not affect you for this problem, but the pressure of these enemies?! How is this explained?! You say that you had opposing opinions on many issues with your enemies Mehmet Shehu and Beqir Balluku. Memorie.al
