Memorie.al publishes a document with the logo “Top secret” of 1968, where the Director of Political Intelligence, Jonuz Mersini, informs the Minister of Foreign Affairs, Behar Shtylla, regarding the preparation that the American CIA was making to four Albanian political emigrants, in USA, (Pal Biba, Marash Marku, Mark Deçka and Nikoll Shkoza), who after preparing for a special course in Bari, Italy, would once again go to a special two-month pre-school course in California and then wait for it landed in Albania…
An archival document with the initials “Top secret” is published in full, which deals with a report of the Directorate of Foreign Intelligence of the State Security, (which operated in camouflage at the Ministry of Foreign Affairs in Tirana), signed by its director, Jonuz Mersini, in the address of the Minister of Foreign Affairs in Tirana, Behar Shtylla.
The document in question, which sees the light of publication for the first time, clearly shows the activity and activity of the Secret Services of communist Albania, in the process of full surveillance and control that that service with its respective structures would place on the main leaders of political emigration. Albanian anti-communist in the US, Australia and Western Europe.
The tactics of constant surveillance, use of blackmail, pressure, intrigue and various threats, related to the disruption and subsequent complete usurpation of this political diaspora would be extremely effective and more successful for the Directorate of Intelligence, e which was one of the “tentacles” of the State Security, to which special attention was paid.
Already known to the Albanian public is the fact of sending many Security agents and their maneuvering in the ranks of Albanian anti-communist political emigration such as. the case of Isuf Mullai (alias Cufe Mullai, nicknamed Dushku), who would infiltrate the ranks of Ahmet Zogu’s Royal Court in France and Belgium.
Or Halit Bajrami, who was a resident of the State Security in New Zealand, who landed and somehow prepared the trap for the liquidation of the so-called Xhevdet Mustafa gang.
The ongoing political divisions and quarrels between the leaders of “Ballit Kombëtar”, “Legality”, “Bllokut Indipendent”, as well as other Albanian political emigration organizations, instigated and skillfully used by the State Security, would have a tremendous effect on the weakening and in the disappearance of almost any concrete and serious form of a real opposition, even outside the borders of Albania to the communist system of Enver Hoxha. The biggest activity was of the Albanian political diaspora in the USA, which had the support and financing of the American CIA.
Among the most important of this diaspora in political activity, were: Leka Zogu, Abaz Kupi, Abaz Ermeni, Luan Gashi, Selim Damani, Eduard Liçaj, Asim Jakova, Shefki Miraka, Agim Karagjozi.
While as its armed wing that the American CIA was preparing in special landing courses to land in Albania, there were four groups (their names are not in the report of the Intelligence Directorate), which had as their commanders: Pal Bibën, Marash Markun, Mark Deçkë and Nikoll Shkoza.
The document we are publishing in this article, we have given with abbreviations, as it is part of a very long report of the Directorate of Intelligence, which provides information on some of the European countries, of which the communist regime of Tirana was afraid to conspire to his detriment.

III. ON THE SUBVERSIVE ACTIVITY OF ENEMY DISCOVERIES
A source of ours in the USA in a conversation he had with an Albanian who participated in the reconnaissance course opened by the CIA in Bari, Italy and about which we informed in our information of March 5 this year, the latter , among other things, told our source that in the conversations they organized in the course with the American instructors, talking about the situation in our country, they were told the following:
– The internal situation in Albania, currently in the northern areas, is unfavorable for the government and convenient for action, even for organizing an uprising by the Americans.
They explained that the masses of the people in the North are dissatisfied and silently do not accept the measures taken by the Albanian government regarding the collectivization of mountainous areas and the fight against religion.
However, they added, we cannot act for the time being, because any step in this direction could create a very tense situation in Europe and this could have irreparable consequences for America and its allies.
- We, the American instructor explains, take all the measures right now (although we do not act at the moment) in order to be ready to act immediately as soon as the situation in Europe allows us, because the same thing against Albania the Soviets will do as soon as the situation allows, because they want at all costs to go to the Adriatic coast and their favorite place is Albania.
Regarding the discovery course in Bari, we are informed from our sources that:
- a) The course participants, after finishing the courses, have retired to the USA and there are now waiting to be taken once again to the two-month parachuting course at the Monterni base in California.
- b) That the members of the course have divided into four groups that when the conditions are created to be sent to Albania, to operate in the following areas: In Mirdita responsible Nikol Shkoza, in Puka responsible Pal Biba, in Dukagjini responsible, Marash Marku and in the Shkodra Highlands in charge, Mark Deçka.
The other members of the groups, according to them, are preparing in West Germany. We are in pursuit for further verification of their activity and movement.
- FOR THE SOVIET UNION
From a source of ours in contact with the military districts of the RAB informs us that the Soviet Navy in the Mediterranean has its bases in the Egyptian ports of Port Said and Alexandria.
The Soviets had initially set Sidi Baran as their base, but recently abandoned this and found the SALUM natural bay, a few kilometers from the border with Libya, more suitable.
In the latter, although so far there are no signs of adoptions, some units of this fleet have been anchored and for camouflage there are also some RAB warships.
At Port-Said and Alexandria bases, the Soviets also built bases for launching surface-to-air and surface-to-surface missiles to protect their fleets.
In order not to reveal the power of the Navy of any base, the various ships are always in circulation from one base to another, continuously.
According to the source, this fleet consists of about 50 submarines of different types, while the submarines are not known.
Recently, the same tactic of continuous movement of aircraft from one base to another is followed by the RAB in the aviation weapon, so as not to reveal their quantity and not to be found by surprise.
In March and April 1968, the RAB Aviation Command sent several aircraft units indefinitely to the airports of Iraq and Jordan to escape any sudden blows that could be dealt to the air bases of RAB on the part of Israel.
- According to the same source, about 150 senior officers of the RAB army were released two weeks ago. They were addressed by the Minister of Defense, Fauzi, and it was said that this measure is taken in the framework of the two-year Nasserite plan for the renewal of the army (for which we had data in January this year), so they should remain friends and supporters. of President Naser.
But their firing on the release – the source points out – is more because recent quarrels have broken out between RAB advisers and the Soviet military (which are numerous) and these retired officers have been charged. as inspirers of these quarrels.
The quarrels, the source points out, have become so great that they have preoccupied Nasser himself, who recently issued an internal circular to officers, saying that Soviet advisers had called on him to help strengthen the defense of the homeland…
- FOR GREECE
From a Greek diplomat source, who three weeks ago was in Greece where he had contacts with civilian and military personalities, we are informed:
- The internal situation in Greece, although slowly, is stabilizing, despite some weak resistance from opponents, who are moving towards decomposition. Today’s government, through some administrative and economic measures taken internally, is gradually achieving the goal by gaining the sympathy and support of the people, especially the middle and poor, by opening construction jobs, relieving rural masses from taxes, etc. and forcing large and medium-sized capitalists not to conflict with the working class.
In this way, today’s Greek leaders want to be presented by deeds as the “most worthy” and “consequential” defenders of the interests of the masses. They strongly proclaim that they want to achieve in Greece, “social justice” and “the distribution of national income fairer than in any other country of the capitalist system”, without compromising private initiative, but only by strictly controlling it, in order to to “close the way to communism in Greece once and for all.”
In this regard, the government is determined not to tolerate and will even oppose by all means any possible external interference from wherever it comes from.
According to government sources, these measures are part of a broad and very long-term plan, “for the revival of Greece”, a plan which cannot be realized, except by its creators, i.e. from those who carried out the coup d’etat of Jonuz Mersin’s document related to the activity of Albanian anti-communist emigration in exile last year, or from the “leaders of the Greek revolution”, as they call themselves.
For these reasons they are determined to retain power forever …?! As for the attitude towards our country, the Greek leaders, in the general foreign policy plan, do not want to differentiate, they will be cautious, they will not incite chauvinist calls and demands that would further aggravate the situation, but on the other hand, one should not expect the fact that it will openly take, at least in the near future, steps towards the establishment of diplomatic relations, ignoring the problem of “Northern Epirus”.
Greek leaders admit that this problem cannot be solved with Albania, neither for better nor for worse.
The Greek government has no intention of creating incidents and tension, but will leave the issue in silence, so as not to create discontent among the people, although the people are no longer drawn to the chauvinistic sentiments.
The Greek government is convinced that in the future ethnic problems will play a role in the relations between the states: they are greatly influencing the relations between the Eastern states, such as Hungary and Romania, Bulgaria with Romania and the Soviet Union, Bulgaria with Yugoslavia, etc. , not to mention – say the Greeks – the relations between China and the Soviet Union, although these countries are inspired by the “communist ideology”, which until now artificially ignored the ethnic problem. Therefore, – they say – although the world is full of these kinds of problems, Greece will not be the first to seek to solve this problem by force./Memorie.al
