The alarm of the Minister of Interior, Feçor Shehu, who called for an urgent meeting, all the main directors of the department he headed, and after making clear to the “Commander” the great concern, lest that event would create a diplomatic incident with several countries, Within 24 hours, the State Security organs and other structures of the Ministry of Internal Affairs managed to discover the perpetrator of the “crime”, Prendushme Deda, an employee of the Municipal Enterprise of the capital, who was working on cleaning the streets, which was caught in flagrante delicto in front of the “Dajti” Hotel while packing the tires of some of the vehicles of the diplomatic corps in Tirana. Rare testimony of the former Director of the Central Forensic Laboratory of the Ministry of Internal Affairs, Neshat Tozaj, given shortly before he passed away, regarding the heated debates and his clash with Minister Feçor Shehu, after he , as the head of the laboratory he led, refused to sign the expert report, to consider the cutting tool as a “cold weapon”, with which the cleaning worker had broken the tires of some of the vehicles with “CD” license plates! Feçor Shehu’s threat to his subordinate who immediately fired him, sending him as a screenwriter to the Kinostudio “Shqipëria e Re” and Tozaj’s long odyssey, to restore his honor and dignity, sending him letters complaints of the Prime Minister Mehmet Shehu and then Enver Hoxha, which became the cause of the cooling and the first clash between the two highest leaders of communist Albania, of that time! - PRENDUSHE DEDA, daughter of Zefi and Marie, born on 16.6.1941 in Shkodra and resident in Tirana, Neighborhood No. 1, Labinoti Street, Building 58, working at N.SH.K. Apartment, (area no. 5 Tirana), of working origin, of Albanian nationality and citizenship, with secondary education, unmarried, with two children, without party, sentenced to six months of re-education through work, for minor injuries , intentionally, arrested on 26.10.1980.
- GAVROSH LASKA, son of Marie born on 11.3.1952 in Tirana and resident in Tirana, Neighborhood Nr. 9, Rruga “Ylbere Bylykbashi”, Pallati 24/1 Shkalla 4. Ap. 9. with work at the Combine of Autotractors “Enver Hoxha”, blacksmith department, of origin and working condition, with Albanian nationality and citizenship, with military service performed, married with a child, with primary education, without party, i unpunished, arrested on 26.10.1980.
- LEFKOTHE LASKA, daughter of Christos and Aspasia, born on 1.7.1952, in the village of Çorraj in the district of Saranda and resident in Tirana, Neighborhood Nr. 9, Rruga “Ylbere Bylykbashi”, Pallati 24/1, Ap. 9, with work, worker at the Stalin Textile Factory, Cotton Tezgjahut department, of poor rural origin, in working condition, married with one child, with 8-year education, unpunished, without party, arrested on 26.10.1980.
Accused: defendant Prendushme Deda, for: criminal offense of agitation and propaganda against the state, for provoking war or severing diplomatic relations with the Socialist People’s Republic of Albania, for possessing a weapon without the permission of the competent bodies, crimes provided by articles 49, 55/1 and 224 of the Criminal Code.
Defendant Gavrosh is charged with the criminal offense of non-escalation of crime and misappropriation of socialist property, provided by Articles 112/2 and 63 of the Criminal Code, while defendant Lefkothe Laska is charged with failure to report a crime and unlawful failure. provided by Articles 112/2 and 178/2 of the Criminal Code.
The court after reviewing the materials of the Investigation, the evidence taken during the trial, after hearing the Prosecutor, who requested the sentencing of the defendant Prendushe Deda, with 15 years of imprisonment, for the defendant Gavrosh Laska, with 2 years of imprisonment, for the defendant Lefkothe Laska, with one year of imprisonment, as well as after hearing the defense and the last word of the three defendants, who asked for mercy:

From the administration of evidence during the trial, it was confirmed that the defendant Prendushe Deda, was employed as an employee at the Enterprise of Municipal Services, Housing in area no. 8 Tirana. Her attitude at work and in society has always been negative, contrary to the norms of our communist morality. She, at a young age, has entered the path of degeneration and moral depravity.
Being such a woman and being infected by the bourgeois-revisionist ideology, she has gradually fallen into the lap of the class enemy, embarking on the path of hostility and hatred against popular power, the Party leadership and the general line it has followed and pursues our Party in all fields, political, ideological, economic and military.
Being an enemy, it has launched an openly hostile activity against the main leadership of the Party, against the People’s Power, the socialist order and the Party line, for the development of the class war, in all directions, slandering and commenting that the alleged economy of our country is backward, that the level of welfare of the people and our working class is low, that we live poorly and receive low wages, while in bourgeois-revisionist countries, living is good, the economy is advanced, that there workers are paid very well and have abundant incomes.
These dissatisfactions that the defendant Prendushe had, against the leadership of the Party, the People’s Power and the socialist order, she did with different persons during the period 1979-1980, in the field of agitation and propaganda. This is how she talked to the witnesses: Natsha Elezi, Marjeta Qeleshi and Lindita Beka.
The hostile activity, in the form of agitation and propaganda against the state, carried out by the defendant Prendushe, was proved during the trial with the statements of the defendant Prendushe, with the statements of the witnesses, Natsha Elezi, Marjeta Qeleshi, made to the Investigator and in the court session, as well as with the statements of the witness Lindita Beka, made to the Investigator.
In these circumstances, it is fully proven that the defendant Prendushe, has committed the criminal offense of agitation and propaganda against the state, a crime provided by Article 55/1 of the Criminal Code.
In addition to the above, the defendant Prendushe, being an enemy against the Party and our socialist state, does not only do agitation and propaganda against the state, but is thrown into open activity against him.
Thus, in October of last year, after securing a knife, through the witness Lindita Beka, a knife which according to the technical expertise act no. 146, dated 29.10.1980, is considered as a cold weapon, damaged with on its side 24 pieces of car tires of foreign embassies, accredited in our country, as well as foreign citizens who have come to visit our country.
Thus, on 12.10.1980, it operated with the car of the Bulgarian representation, which broke the tire of the first wheel, the Greek one, which broke two tires, and on 14.10.1980, it broke four tires of the car Czech and Greek, which were located in front of the building of “Voice of the People”, while on 19 and 21.10.1980, damaged (cracked), in front of the Hotel “Dajti” four tires of cars of French, Greek and Danish representations.
Located on its hostile path to bring as much damage to our state and in order to cause the breakdown of diplomatic relations, between the People’s Socialist Republic of Albania between foreign countries that have relations with us. The defendant, though she knew such a thing and is informed that the organs of the dictatorship had been put in pursuit to apprehend the wrongdoer, not only does not give up her hostile activity, but intensifies it further.
Thus, on October 22, 1980, in the late hours of the night, she woke up and went near the “Dinamo” Stadium, in the territory where the families of foreign diplomatic missions live, and plowed 12 pieces of tires, of six cars of Czech, Hungarian, Polish and Bulgarian diplomatic missions.
She also acted on October 26, 1980, when she blew a tire on a Bulgarian car and was caught red-handed by witnesses Fatmit Baci, Veli Xhenga and Nazar Ymeri, who, after catching her, took her to The Directorate of Internal Affairs and against it has started criminal prosecution for the criminal offense of provoking war or severing diplomatic relations with the Socialist People’s Republic of Albania, a crime provided by Article 49 of the Criminal Code.
Asked about the above accusation, the defendant Prendushe, both at the Investigator and during the trial, admitted it in full. She admitted that she committed this criminal offense with the intent to undermine and worsen diplomatic relations between the Socialist People’s Republic of Albania and foreign countries, with which we have diplomatic relations.
In addition to the allegations of the defendant, the charge against her, for the criminal offense provided by Article 49 of the Criminal Code and against the criminal offense of possession of weapons without the permission of the competent authorities, provided by Article 224 of the Criminal Code, was proved by trial. – the minutes of the inspection of the scene and the respective photograph, with the minutes of the arrest of the defendant in flagrante delicto {Prendushe and the knife that was found with him, with the technical expertise and with the statements of the witnesses: Nazar Ymeri, Shaban Hoxha, Veli Xhafa, Driti Mato, Gavrosh and Lefteri Laska, as well as the statements of Lindita Beka, made to the investigator.
From what was analyzed above, the defendant Prendushe Deda, must answer criminally, for the criminal offenses provided by Article 55/1 of the Criminal Code and for the criminal offense provided by Article 224 of the Criminal Code.
The judicial investigation also proved that the defendant Prendushe Deda, while carrying out her hostile actions by tearing the tires with a knife on the cars of foreign embassies accredited in our country, has informed about such a thing and two the other defendants, Gavrosh and Lefkothe Laska, on 13.10.1980, at which time she had damaged only two tires.
Defendants Gavrosh and Lefkothe, although aware of such a thing and understood that such an action, made by the defendant Prendushe Deda, could bring serious consequences up to the breakdown of diplomatic relations of our state, with the states of others who had relations with us, have not taken any action to denounce it to the competent bodies, but have remained silent.
From the non-denunciation and indifference shown by the defendants Gavrosh and Lefkothe, it has resulted that the defendant Prendushe, to continue her hostile activity, damaging (cracking) 22 other car tires of foreign embassies in our country. Memorie.al
