Memorie.al publishes some archival documents labeled “Secret” taken from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to 1976, where there is a file with long correspondence ( with letters, relations, reports, instructions, information, etc.), between the Ministry of Foreign Affairs in Tirana, our diplomatic missions accredited in different countries of the world and the Directorate of Foreign Relations, near the apparatus of the Central Committee of PPSh- of, regarding the issue of work in those embassies. In the file in question, there is also an information report, dated 3.10.1976, compiled by the Consul General of Albania in Istanbul, Rakip Hoxha and the secretary of the party organization of that diplomatic representation, Hidajet Xhanaj, sent to the Central Committee of PPSh, regarding the “moral figure” of the diplomat of that consulate, Ali Ymeri, who, among others, had accepted bribes in money from his foreign diplomat counterparts, accredited in the Turkish capital. In that document, among other things, it is stated: “Discussing in the spirit of the letter above, both in the organization and in the collective, it turned out that comrade Ali Ymeri, when he moved to the homeland, did not act correctly with the symbolic gift, given by the consular body here, as is done in a standard way, with all foreign diplomats. He did not receive it in the form of a symbolic gift, as was the tradition, but he received it in monetary amounts, which reached up to 3,500 Turkish liras.

We worked in the basic organization as well as in the collective, the letter “On some appearances and foreign influences that are noticed in some communists and workers abroad”. We attached great importance to the work of this letter.
Thus, in addition to the individual reading that was done by each communist, the discussion at the meeting of the basic organization, informing the discussion in the collective, it was broken down and worked on in two meetings of the collective by comrades Ulvi Lulo and Rakip Hoxha.
From the analysis and discussions made, it turned out that the situation in the ranks of the organization and our team in general is good and therefore we have no worrying problems. However, looking at the issues raised in the letter above, it is our duty to work better than we have done so far.
Knowing that the source of all the flaws and evils lies in the lack of continuous ide political rise, in the first place we stopped and issued tasks to do a more dense political work, so that the materials of the Party and Comrade Enver, to understand them, to adopt them, and to put them to better use in life.
Strengthening the political work, we should connect it more with the problems that preoccupy our collective, with our concrete conditions here, applying forms and working methods that give us results.
We also stopped extensively in terms of the correct understanding of the issue of democracy and discipline. Even in the ranks of our collective, who more and who less, there were and are flaws in this regard.
Being careful in the implementation of all Party materials, we promise that we will also adopt the regulations of the representative office in an exemplary manner.
Regarding the issue of progress and unity in the ranks of our team, there is nothing to worry about.
But acting according to the orders of the Party, we will act in time to not allow any case, no matter how small, to harm our unity.
Even with vigilance, we have more work to do with it. In this regard, although there are no defects that damage the work, here and there are errors that we should pay more attention to.
We will try to implement the issue of vigilance, not only in a personal sense, but in a much broader sense.
We will pay the main attention to the work of performing the tasks assigned to us, as well as taking care of the moral figure.
Discussing in the spirit of the above letter both in the organization and in the collective, it turned out that comrade Ali Ymeri, when he moved to the homeland, did not act correctly with the symbolic gift given by the consular body here, as is done in a standard way, with all foreign diplomats.
He did not receive it in the form of a symbolic gift, as was the tradition, but he received it in monetary amounts, which reached up to 3,500 Turkish liras. Similarly, there were cases when friend Ali did not adhere to the instructions for accepting gifts, but accepted them, as was the case of his departure.
Both the Secretary of the Organization and other friends criticized him for these mistakes, but he did not listen to them. In this case, we think that the acceptance of the gift by the holder (in the case of its transfer), should also be looked at by the Ministry, whether it is in place or not.
We think that it should not be taken since the money, in the event of the departure of the holders of foreign representative offices, is given from the treasury of the representative office and not from personal funds.
Based on this, we think that the money should not be taken from the owner, but should go into the agency’s coffers.
In the spirit of the letter above, we will always have the issues in the center of attention, so that our collective here has as many results as possible in all directions.
We will make efforts to mobilize to work as revolutionaries, as well as to keep the moral image clean to represent our country decently. Memorie.al
