Memorie.al publishes a voluminous archival file issued by the institution of the Authority for Information of Former State Security Files, where there are hundreds of documents with the logo “Top secret” belonging to the former political prisoner, Xhavit Qesja, originally from the city of Kruja, whose family during the period of occupation of the country, 1939-1944, was closely associated with the Anti-Fascist Movement, being one of its main bases and made available all the wealth it had, as Xhavit was one of the first members of the Albanian Communist Party for the Kruja district, leading the Kruja-Ishëm partisan battalion and the 22nd Assault Brigade. Xhavit Qese’s political career after the end of the War, where he was appointed and served in senior positions in the Albanian Army, the apparatus of the Central Committee of the ALP, and several districts of the country, from where he was sent to study in the Soviet Union, where he stayed until 1957, when he was announced to return to Albania urgently, after openly expressing his views in favor of the political line being pursued by the main Kremlin leader, Nikita Khrushchev, condemning the Stalin cult. Enver Hoxha’s conversation with Xhavit Qesen in his office in the Central Committee, where he sharply criticized him for the wrong views he had expressed during his studies in Moscow, urging him to reflect and make self-criticism, but Xhavit rejected the suggestion of the first secretary of the Albanian Labor Party, which caused him to no longer be allowed to go to the Soviet Union to complete his studies, but to be sent to work as deputy chairman of the Elbasan Executive Committee, from where a year later, he was expelled from the Party and exiled to Zvërnec Island, where the communist regime kept isolated some of the former senior party and state cadres whom he had condemned for their anti-party views. Xhavit Qesva’s long ordeal and persecution from 1957 to 1990, where he spent a full 32 years in prison and internment, being one of the few convicts in Burrell Prison who went on long hunger strikes in protest of the treatment and savage attitude that the communist regime of Enver Hoxha was holding towards him. The complete form, investigative and judicial file in charge of Xhavit Qeses, which is published for the first time by Memorie.al, which contains the documents of the former State Security that reflect the prosecution and wiretapping against him, the reports of Security collaborators with pseudonyms their correspondence with the letters he sent to the highest party and state instances, as well as the highest leaders of the ALP, until 1991 when he was released from prison!

The next day that Halim Ramohito came to the prison to visit, with the prosecutor we found out, through Adem and Gjergji of the kitchen, Maqua commented on this visit with these words. “In case of aggravation, the prison is taken over by the army.” So as a result of Halim’s visit, does that mean we are dealing with the aggravated situation? In conversations attended by apart from Maqo, Michua, Kini and Xhaviti, Michua raised the mentality of an amnesty for political prisoners in November, explaining this in the interests of its leadership.
Maqua vehemently opposed such a possibility saying that: if we are to accept this, then we must accept that these are strong both inside and out, then when he enters inside Maqua, he told Xhavit and Kin separately besides, that even if they make an amnesty and release half of Burrell prisoners, they do so only to free the prison, to bring in those they can arrest (or have on the red pencil list), in case of a crisis! This was a great folly, and even Kini bluntly told him, wondering how he could make such a naive assumption.
On May 8-9, Halimi received a letter from his son in which he told him, among other things, that Zhani (the eldest son of Kin) had become a good boy and was living with his grandmother and had gotten a job. After analyzing this, we came to the conclusion that: as he now fled to Yugoslavia and was returned by the Yugoslavs, and after keeping him in the Investigator, they decided not to punish him, released him and put him to work. China, after reaching an agreement with Maqon and Xhavit, wrote a letter to the Minister of Interior, asking him to find out about the condition of the children, as well as the woman who did not bring the children to see them.
Although he told me that he would read my letter before leaving, he tore up the copy and did not even read it to Maqos, telling him that he had torn it up by mistake. Maqua got angry but said nothing to him. This is the most delicate point of Kin (children) and if this wish is fulfilled in one way or another, he would be very grateful to the organs.
Think about this. In addition, Kini hoped in the event of an amnesty in November and could be released, although he did not show this with Macedonia. He told him that the release of the boy and his placement in work in Tirana, are not simple, but also reflect the consideration of the organs towards you and are a good sign.
On May 15, Vangjeli, Halimi and Qamili took the initiative and drafted a letter to the district party secretary and the prosecutor, to intervene to send Iljaz Spahiu to the hospital as soon as possible. They gave it to other friends to read and sign, all agreed except Xhavit and Dulla, whom they did not read to you at first.
Knowing that they would not sign it, he intervened with Miço to read it to you and propose that he sign this humanitarian act. The aim was that by rejecting this humanitarian act, they would arouse the indignation of all and would give the opportunity to him under the banner of unity, to eliminate all the quarrels that existed between Halim, Maqos, him, and others and so on happened.
Maqua went to them and communicated that he was reading to you, Xhavit intervened saying. Xhavit Qesja refuses to sign, along with the saboteur, the traitor to communism, the agent, Maqo Çomo, and other criminals and spies who are in our room, others. The same attitude was held by Dulla, Xhaviti said that I wanted to leave this room, that none of the ideological or political views have anything to do with you, except Avdullaj.
Miçua transmitted these words to everyone separately and a deep indignation arose in the room towards them both, even Koço Prifti was liquidated. He then summoned Maqon and Miço to bed, and with Koço, talked separately and proposed that a common position be held, that a stronger response be given to the provocateurs, and most importantly, that we unanimously intervene and to eradicate all our disagreements and to create such a unity as to infuriate them.
We both had to declare openly to them through Miço that from now on we have nothing to do with them, neither of their own volition, nor of their own accord, and to do everything themselves. Maqua agreed with that. Micua engaged to talk to Vangjeli and Halimi, to resolve the disagreements. He undertook to talk to Gramoz, to agree to be completely detached from them.
The next morning, May 16, when Dulla and Xhaviti and some others went to shave, we stayed in the room, he, Koçua, Halimi, Maqua, discussed this openly and agreed with my proposal. The night before, Miçua called Halim and transmitted Xhavit’s answer, in order to add Xhavit’s own words, that there are criminals here, like “Halim Xhelua”, in order to have as many contradictions in the room, a quarrel broke out and that us to complain above.
Avdulla Sallaku and Xhavit Qesen say: “There are spies in the room and they are spying on us, keeping their eyes on Vangjel Xhomaka, the source tells Xhavit what these nonsense they are doing, Avdullai tells the source, that you’re going to Tirana and entering in the dungeon, let me very much doubt why you did not have the operation when you were in Tirana, or you went for a job that you know yourself! The source gets angry and tells Avdulla. You yourself have stated that when you were free you were a collaborator of the Security and they operate in legations, my opinion is reinforced by Maqo Çoma, then who assures us that you, too, have not given up as a spy, you have been imprisoned and have issued prematurely.
The room was silent, Avdullai __________ did not rest, Xhavit addresses the source and says, Avdullai is not directly with you, he hurried. Xhaviti and Avdullai are doing everything possible to leave the room and have even written a letter to the Central Committee. Absolute silence reigns in the room, the source enjoys the full sympathy of the room, with the exception of Xhavit Qeses and Avdulla Sallaku. Halim Xhelua has become impatient and offends the leadership for days.

Note: The last part of the report was written by me (P.Op.), for the fact that it was on pieces of illegible paper, did not sew into the file, and was copied as after the original sayings of B.p. In reports B.p. mentions his name, made corrections to you, marking it in such a way that it is not understood.
As it turns out from the reports, the first one and this one turns out that the hostile anti-party element acts on the greatest hatred in hostile activity. Doubts in B.p. are on the side of the convicts, though this dubious.

On May 7, 1970, Xhavit Qesja sent a letter to the former Chairman of the Internal Affairs Branch of the district, Comrade Fahri Kraja, in the content of which he had low and insulting expressions towards the Ministry. He started the letter from a meeting we had organized with him, where various issues were discussed, especially the reasons why he had left the room of the anti-party element and remained isolated.
The purpose was to provide some evidence against Halim Xhelo, as we had gathered material to take criminal responsibility. During the conversation with him, our purpose and interest in Halim Xhelon was not exposed. He considered this action a provocation, and on this basis I compiled the letter.
Meeting this enemy became not well studied, to organize it only when we were fully convinced of the attitude it would hold towards the element it had to do.

PLAN OF OPERATIONAL AGENCY MEASURES TOWARDS PRISONER XHAVIT QESJA
From a letter found in the mailbox it appears that the prisoner Xhavit Qesja, continues the hostile activity expressed in slander and hatred, a letter addressed to the Ministry. In order to collect data both illegally and legally and to be able to retry it, we intend to take the following operational agency measures:
- Xhaviti was in the Zvërnec camp in Vlora together with other anti-party elements, such as Nuri Huta, Pëllumb Dishnica, Rasim Tahiri, Xhafer Vokshi, Gjovalin Vuka, Peço Fidhi, where he talked to them. The above corresponds to the Vlora Branch where these are located, if any is b.p. our bodies, if the operative interest allows, to come to Xhavit for a meeting, or to be instructed to write letters to him.

- Even the work of B.p. The “parachutist” of the P. Interior Branch of Elbasan, dated 16.4.1968, is important. The above corresponds to the Branch in question, if kept in connection this B.p. we can act in the direction of Xhavit Qeses. Also to act with B.p. “Skëndi” of the Elbasan Branch.

- If Xhaviti wants to join the anti-party convicts or any other part of the prison, let this situation be seen, by taking measures either in organizing and directing the agency and in providing any material with legal effect.

- Xhaviti is financed with money and food from his family and relatives in Durrës, to see this opportunity by cooperating with the Branch of the Interior Ministry of Durrës, that it can be signed by any of his connections and that we do not need.

- To thoroughly check his correspondence, whether it comes from abroad (families, relatives or friends) and those sent by Xhavit and to act on them according to the operational interest.

- To check all the literature of Xhavit Qeses in prison, in order to be able to provide any material with legal force, with which he deals with writings.

- The guard officers will be instructed to inform me immediately about the persons who will come to meet Xhavit, and we will take measures by listening to them with T.O.
