Memorie.al / Genc Leka, from the age of 18 until his death, followed by the Internal Affairs bodies. (In the first documents of the pursuit and civil status acts, it turns out that it is written under the name “Gjençi Leka”). A file with many pages, spanning years, from which, after analyzing and confronting the facts, it is not difficult to understand his innocence. On 16.3.1959, being a student at the Pedagogical High School “Luigj Gurakuqi” in Elbasan, with the proposal of the operative Adem Demiri, approval of the head of the Section, Avni Mehmeti and the head of the Department of Internal Affairs, Elbasan, Shim Kolli, Genc Leka is pre-processed. His stay at school had been “indifferent, but very suspicious”, because he was in contact with his father, who escaped in May 1951 (died on 12.8.1968 in Prizren) and his friends in the USA and Australia.
Apart from the suspicions based on Genci’s autobiography, there was nothing that could justify the release of the processing. His mother was interned in the years 1952-1956. For a short time, on 13.4.1960, with the proposal of operative Fetah Veizi, approval of the two aforementioned persons, 2/B was put under operative control. During school time, the “Goditja” agent reported that Genci read banned books, while the operative emphasized; their “bourgeois nature”.
After finishing school, on 6.8.1960, his file was transferred from the Elbasan Internal Affairs Branch to the Librazhd Police Department. Genci worked for 6 years as a teacher. On 13.7.1966, his file was moved to the DPB Elbasan, near the ward where he performed his mandatory military service. The processing is consistent with the fact that the father is a fugitive.
The deputy head of the Department of Internal Affairs, Librazhd, Emro Kondi, informed the department of Genci that the mentioned man’s wife and sister had been fired from their jobs, for “bad political attitude”, and therefore Librazhd had to be notified when they would give them leave. .
During the time of the army, Genci was followed as the object “Llafazani”. As “Shqiponja” reported, the operative technique is used, but nothing claimed comes out of the processing. After the end of the army, on 29.3.1968, with the proposal of the operative Razi Çino e, approval of the head of the Security Section, Department no. 3202, and the file was moved to the Librazhd Internal Affairs Branch. The “student” through the operative, Lavdërim Kurti, reported on 19.8.1968, that; “Genci suffered a lot economically and was protected from gossip”.
According to a note from 1969, from the 10-year control, no material of operational value had emerged. During this time, Genci developed a correspondence with Bilbil Canin (from Tërbaçi i Peshkopija), former internee, teacher in Hysgjokaj. Three papers were suspected because they were “enemy elements” and “conducted hostile activities”.
For this reason, with the proposal of the heads of the Internal Affairs Branches of Lushnja and Librazhdi, namely Emro Kondit and Thanas Gaba, the head of the 10th Branch, of the First Directorate in the Ministry of Internal Affairs, Dhimitër Bonata and approval of to the deputy director of this directorate, Hajrulla Topollaj, on 16.12.1969, the plan of agenturial-operative measures was approved; “Era”, which was basically directed against Bilbil Can and Genc Leka.
This time also marked for Genci the active processing of 2/A, already suspected of agitation and propaganda. “Dream and stars…road and stars. This refrain echoes in the depths of our soul every day and wakes us up again with pain, the clearest memories of twilights full of whispers” – it is written in one of Genci’s letters to Biblili e Reka. The processing of Genci continues with interception in this direction.
From the reports, nothing else emerges, except for the bad economic situation of Genc, who worked on the Karkavec farm. On the occasion of the 30th anniversary of the formation of the APS, another plan of measures was drawn up. But nothing comes out of this either. For this reason, with the proposal of the Operative Worker, Vesel Gjorga, the head of the II Section, Nevit Kasa, and the approval of the head of the Librazhd Internal Affairs Branch, Emro Kondi, on 10.7.1972, he decided to reduce operational control 2 /B.
“From our side, it was followed with a plan of measures, but nevertheless, we have not been able to prove any significant activity, with the exception of the letters that he sends to his brother-in-law, Bilbil Cani” – it was said in the reasoning of the decision.
On 17.4.1976, operative Merdar Hasa, from the study of the file, notes that; “Genci is the enemy of the class, predisposed to act against popular power”, and according to him, “he should have been struck in time and actively processed, because he develops his activity in an allegorical form”.
For this, the operative Hasa requested the active processing of 2/A, as well as the receipt of 2-3 data for agitation and propaganda, to cooperate with the actions for Bilbil Canin, in Lushnje, to study the file of Bardho Leka, etc. . It was estimated that; “this and Vilson Blloshmi are the axis of the hostile activity in Bërzeshte, so they should be pursued in the complex”. In the end, it is also what would be realized later: “We will hit Wilson first, but you have to put us in the light, for hitting Genci”. As can be seen, in the absence of elements that justified the processing, by order of the party, something had to be invented.
Two weeks before the arrest, 2/A was taken into active processing, at the proposal of the operative Xhevat Karriqi, with the approval of the head of the Department of Internal Affairs, Merdar Hasa. Despite the fact that no evidence came out, it would not be processed for agitation and propaganda, or escape attempts, but how; “possible Yugoslav intelligence agent”. The corresponding plan of measures is proposed by the operative in question and approved by the deputy head of the DPB, Spiro Lera.
From looking at this plan, there is nothing where the “Yugoslav agent”, Genc Leka, could be discovered. The plan was drawn up by December, while Genci was arrested a few days later. It seems that the hand of the party encouraged other actions. Since the element of the “Yugoslav agency” was failing, the ordinary element of alleged sabotage in the cooperative was introduced, in order to instill in the villagers there the belief that; “the enemy was working to destroy their economy”, which was actually destroyed, due to the mismanagement of its leaders. Genci was arrested on 31.8.1976 and was processed in the dungeon, by “Shjeta” and then “Lundronjesi”.
From his reports, on 30.10.1976, the Departments of Internal Affairs, Lushnje and Librazhd, with the approval of the mayors, Tahir Malo and Merdar Hasa, draw up a joint plan of measures, for the centralized problem “Gaforrja”, against Bilbil Cani and Genc Lekas. It was intended to divert the issue, leaning towards the “theft of socialist property”, to give the “group” an organized character. Operatives Sabri Musai and Xhevat Karriqi were working in Librazhd.
Later, on 10.5.1978, the operative Xhevat Karriqi, the management officer, Bujar Pajenga, analyzed that; “the processing had achieved its goals, releasing the hostile activity, to sabotage the popular economy”. They forgot the accusations of escape attempts, agitation and propaganda and “Yugoslav agent”. On 10.5.1978, the form file, with file number 240, was archived in the Archive of the Ministry of Internal Affairs, where it received the archive number, 840/1.
