Memorie.al publishes some archival documents issued by the Central State Archive in Tirana (fund of the former Central Committee of the ALP), which belong to 1974, where Peçi Orgocka and Sezai Shyti, party officials at the Ministry of Works in Tirana, through some reports-information sent to the Central Committee of the ALP, inform, regarding the holding of meetings of 12 basic party organizations in the Albanian diplomatic missions accredited in several countries of the world, where the Bulletin was discussed No. 3, regarding the letter of the Central Committee, “On the hostile activity of Beqir Balluku”. Full report-information of Peçi Orgocka and Sezai Shyti, regarding the meetings of the basic organizations of the Albanian embassies in Beijing and Bunes Aires, where some discussants, such as: Jovan Andoni, Qazim Kapisyzi, Fadil Haxhiraj, Përparim Sinani, etc., discussed the hostile activity of Beqir Balluku, Petrit Dumes and Hito Çako, in solidarity with the letter of the Central Committee of the ALP, where among others, Jovan Andoni, said: “In 1972, a military delegation of friendship, headed by Beqir Balluku. The delegation came from Albania, with a special Chinese plane, while it returned to Albania with the plane of the French line. From our Ministry of Foreign Affairs, a message came for the plane to land directly in Tirana, to avoid going to Paris. “But this instruction was not taken into account by Beqir Balluku, and he passed through Paris”.

I N F O R M A T I O N
On some issues that have arisen in the basic organizations of representations abroad from the drafting of the letter of K.Q. of the ALP “On the hostile activity of Beqir Balluku”.
The letter of the Central Committee “On the hostile activity of Beqir Balluku”, has been worked and discussed so far in 12 basic organizations of representations abroad. According to the instructions, the letter was read individually and silently by all the communists in the special room, and each of them prepared and submitted in writing his discussion.
The study of the materials of the basic organizations that have come to the external sector shows that the letter of the Central Committee has been carefully worked and discussed. Almost all communists took part in the discussions.
The basic organizations and communists of these representations, with complete anonymity, have approved the decision of the V Plenum of the Central Committee and have condemned with great hatred the hostile activity, anti-party, anti-state, anti-national, capitulated, of Beqir Balluku.
Through discussions the communists have expressed great love for the Party, the Central Committee, and Comrade Enver. They have demanded that the betrayal of Beqir Balluku be prosecuted, tried, and punished, without mercy by the justice authorities.
In the meetings of the basic organizations of the representations abroad, the communists not only fully expressed their solidarity with the decisions of the V Plenum of the Central Committee, but at the same time lessons and tasks were learned to further develop the role of their organizations in the activity of the representations. to strengthen the unity of thought and action, to sharpen the revolutionary vigilance, and to take a series of measures concerning the raising of their ideological level, by studying and assimilating more deeply the materials of our Party and the works of Comrade Enver.
During the discussion of the letter of the Central Committee by the basic organization of the embassy in Beijing, some communists raised the following issues for Beqir Balluku:
1 – The communist Jovan Andoni, in his discussion said that: in 1972, a military friendship delegation headed by Beqir Balluku came to China. The delegation came from Albania, with a special Chinese plane, while it returned to Albania with the plane of the French line. From our Ministry of Foreign Affairs, a message came for the plane to land directly in Tirana, to avoid going to Paris. But this instruction was not taken into account by Beqir Balluku, and he passed through Paris.
2 – Qazim Kapisyzi, during his discussion in the grassroots organization, said that Beqir Balluku had put the issue of eating among the main problems. He was able to talk for hours on end, as he frequented banquets, lunches, and dinners. Beqiri talked a lot about financial rules and the latter, with the lunches and dinners he ate in the Army units, violated these rules.
Although these were seen by the main cadres of the army, they even sometimes showed jokes about Beqiri’s appetite. Beqir Balluku rarely assisted in the combat preparation of troops, as well as in the technical-operational preparation of the headquarters. He, even his group of key Army cadres, did not personally lead but tasked Petrit Dumes. While he himself rarely came, or almost never came at all.
He did not see what was happening in the Army. During the 3 years that I have served as Corps Commander in Shkodra, I do not remember him coming at least once to see what is being done in this area. Beqiri, was locked in the office and was totally detached from the life of the Army. Beqir Balluku spoke about the need to develop the debate, and to beat the opinion, but at the meeting of the Collegium, he became more and more arrogant and arrogant.
When discussions sometimes did not match his thoughts and ideas he, he spoke nervously, slammed the table, and switched to personal accusations with epithets, questioning the abilities of one or the other. At a meeting of the Collegium of the Ministry, when the problem of harmony in the leadership of the Ministry was discussed, I pointed out this shortcoming to him. These are some of the issues that have arisen during the drafting of the letter of the Central Committee of the ALP.

On the basic organization of our representation in Buenos Aires.
From November 6 to 9, 1974, we served at our office in Buenos Aires. During this time, among others, we participated in the meeting of the basic organization for the drafting of the letter of comrade Enver Hoxha, regarding the betrayal of Beqir Balluku.
We informed our comrades about the content of Bulletin No. 3 of the Central Committee of the Albanian Labor Party, of October 1974, regarding the tasks set by the meeting with the secretaries of the basic organizations of the Party of overseas representations in June 1974, on the situation in our country. The basic organization of the Party consists of 4 people, of 6 employees that this representation has (the two drivers are not organized).
The meeting of the basic organization was held in accordance with the instructions of the Central Committee. All the friends read Comrade Enver’s letter, and prepared their thoughts and discussions in writing. Verbal discussions and exchange of views took place outside the field due to the poor conditions that the embassy has for this work (it is located on the 3rd floor of a 5-storey building where families live).
From the written discussions of the comrades, as well as from their opinions, it appears that they, without exception, hatefully condemn the hostile activity of Beqir Balluku. They fully sympathize with Comrade Enver’s letter and that they tried to analyze their work in the light of this letter and the conclusions that emerged from the meeting of the basic organizations of the Party of Overseas Representations in June 1974.
From the study of the protocols of this organization from June 1974 until now, and from the conversations with its Secretary Comrade Përparim Sinani (who is also the Second Secretary of the Embassy) we concluded that:
A – The meetings of the organization are not held properly and its activity is not reflected in the relevant documents. Thus, for example, the reports submitted to the organization so far, are more personal discussions of those who have held them, than a serious preparation that includes the opinions of others. The reports are very short about 3-5 pages, weak, and without detailed analysis of concrete problems and tasks.
B – In the protocols of the organization are not reflected the discussions of the comrades, so it is not known the opinion and position of each communist on the problems posed in the organization. There is no criticism, self-criticism, debates, and confrontations of opinions.
Comrade Përparim Sinani argued this situation with the justification that they had a lot of work because they are a relatively new embassy, and that the conditions do not allow its staff to hold meetings inside according to the rules.
We instructed Comrade Përparim Sinani that, despite the difficulties, the grassroots organization must function at the right height to lead all the work in the representation. On the other hand, we emphasized that the form of education in the Party should be organized according to the instructions of K.Q. of the ALP (in two groups) and not like so far you have been done all together. Friends raised the problem that you lack material base because they do not have the necessary literature in the Albanian language, etc.
Despite these problems, we noticed that in this basic organization there is a sound unity of thought and action, fair social relations, and a high spirit of mobilization to host the celebration of the 30th anniversary of the Liberation, with accomplished tasks. All friends are fluent in Spanish.

On some issues arising from the meeting of the basic organization of the embassy in Beijing regarding the work and discussion of Bulletin no. 3 of K.Q. of the ALP.
Comrade Enver’s speeches delivered at the Politburo and in front of some Army cadres, in the apparatus of K.Q. were worked in the basic organization of the embassy in Beijing, by comrade Behar Shtylla. From the study of the protocol of the basic organization and the information sent to the external sector by the secretary of this organization, the following main issues emerge:
All the communists of this organization severely condemned the treacherous, anti-party, conspiratorial and revisionist activity of Beqir Balluku, Petrit Dumes, and Hito Çako. They rightly appreciated the Marxist-Leninist stance and analysis of the Politburo and Comrade Enver who discovered and condemned their hostile activity.
All the communists, in full solidarity with the speeches of Comrade Enver, are committed to a more intensive work to carry out the tasks raised in these speeches. As never before at the meeting of the basic organization, all the communists spoke.
They demanded that the Party be ruthless towards the coup group and that they be punished as severely as possible by the laws of the state. In the organization good efforts were made by all the communists, that in the spirit of the speeches of Comrade Enver to analyze their work with a critical eye.
They demanded that in the core of the basic organization, the criticism and self-criticism be strengthened even more, especially the parallel criticism which is not at the right height. In this meeting, the communist Jovan Andoni raised the following issues in the address of Beqir Balluku:
During the war Beqir Balluku had micro-bourgeois performances. He liked to keep a joke to himself. Beqiri, took special care to bring from the city good clothes and any horse or mule for himself.
In 1972, when Beqir Balluku was in China, at the head of a military delegation, instead of returning by direct plane to Tirana, according to the instructions of the center, he did the opposite and went to Paris. Apparently he had planned this in time.
Beqir Balluku at the rally that was organized in Beijing was not serious, because during his speech he made some gestures and often interrupted him talking to the translator. While he was being read the text of a speech at the reception house, Beqiri and Hito were talking to add a part that hit those who held talks with the Americans.
The night before they left Beijing, a part of the members of the delegation had gathered in the reception hall of Beqiri, where there was a lot of talk about giving gifts from the Chinese side.
Hito Çako, has said loudly that since he left Albania, his mother-in-law, to bring him a carpet. Regarding the artistic and symbolic gifts given to them by their Chinese friends, they said, “What do we want; let the embassy keep them if it wants.”
When we gathered at the embassy to console Beqir for the death of his mother, Hito Çako praised Beqir, saying: “We have you as our father, we have you as a leader, your mother was like our mother, and of all the people. ”
After the meeting of the organization, comrade Jovan told comrade Behar Shtylla that, then during the visit to China, Beqiri’s wife asked for an advance from the embassy, for personal reasons. Beqir Balluku told his wife that if he received 50 yuan at the embassy, what they had to buy, they would buy in Paris with dollars. Where, and from where, had he found these dollars in Paris?!
In this meeting as well as in another meeting of the organization, some criticisms were made in the address of Comrade Qazim Kapisyzi, former military attaché in Beijing, and his wife, Agime Kapisyzi. These criticisms were made by the communists Fadil Haxhiraj, Jovan Andoni, as well as by some other friends. In the discussions, it was said that, before Qazimi came to the embassy, by order of Beqiri, instructions came for a special treatment of him, for example, to increase his salary, not to do the duty, etc.
Qazimi himself said that I have personal instructions from Beqiri, to tea ahead. When Beqiri was in China, he tried to raise the personality of Qazim, saying that we could have him at the ambassadorial level. In his discussion, the communist Fadil Haxhiraj emphasized that comrade Qazim Kapisyzi was arrogant and liked himself. We, he says, have worked to strengthen friendship with China.
But Qazim Kapisyzi has had cases that through a report, has informed the center that we (Albanians), are being put on a par with Romanians, Vietnamese, and Koreans, by the Chinese. When Fadil returned from Tirana to Beijing, Qazimi asked him some questions such as: “You found out something about me, you said something about me in Albania, but you heard something about Sadik Bekteshi”?! During the discussion, Fadil Haxhiraj proposes to look at some manuscripts left by Qazimi in Beijing.
The grassroots organization has decided to send these manuscripts to the center. In a meeting that was held with the students in Beijing, during the time when the comrades of the embassies had orders not to speak openly about Beqir Balluku, Qazim Kapisyzi spoke openly to them about the letter of K.Q. Qazimi’s wife, Agime Kapisyzi, has also been criticized for arrogance towards Fadil Haxhiraj’s wife, and some other friends. Comrade Qazim Kapisyzi was not present at this meeting of the grassroots organization after he was transferred to his homeland.
Another protocol of this organization also shows that Comrade Qazim Kapisyzi had shown of size and arrogance, but the comrades of the basic organization did not stop to analyze and criticize these performances. The grassroots organization criticized comrades Jovan Andoni and Fadil Haxhiraj who, although they knew his performances in time, did not have the courage to criticize them. Memorie.al
