Memorie.al publishes unknown stories of tracts with anti-communist content, which were thrown in the city of Korça in 1968, and slogans against the communist regime, which was written ten years later, in the village of Barbullush in Shkodra and Gjura-Rec in Dibra. This is stated, among other things, in one of the tracts thrown in the city of Korça on April 6, 1968, for which, the first secretary of the District Party Committee, Mihallaq Ziçishti, informs the Central Committee of the ALP with by means of a document bearing the “Top Secret” logo. The tracts in question (which we are publishing in full in this article with the relevant facsimiles), which were thrown in Korça in 1968, coincided with a very “embarrassing” situation for the official Tirana of Enver Hoxha, as only three or four months later, the “Prague Spring” took place (where Russian tanks suppressed Czech anti-communist revolts), which sparked an unprecedented alarm and fear in Enver Hoxha and the then-senior ALP leadership that preceded by an eventual attack by the Soviet Union, he made a “silent pact” with Marshall Tito’s Yugoslavia, which he had attacked and accused since 1949 as his greatest “enemy.”
The year 1968 would inevitably lead to Albania’s “de facto” withdrawal from the Warsaw Pact and from the entire Eastern Bloc, following the occupation of Czechoslovakia by the Soviet Union, events which alarmed official Tirana and forced it to take action. repressive measures, with arrests, imprisonment and internment.
Unlike the event in Korça, it would have happened a decade later, in 1978, on the eve of the breakdown of economic and political relations with Mao Zedong’s China, in Shkodra and Peshkopi, where in addition to the tracts against the dictatorial regime of Enver Hoxha. slogans would also be written on the walls of agricultural cooperative buildings and schools in some of the villages in these districts, such as Barbullush and Gjurë-Reç.
But even though those slogans were written only in pencil and not in conspicuous places, even on cow stables or village school doors, that “phenomenon” greatly disturbed the senior leadership of the ALP, which seems to be the case. also from the secret correspondence of the party secretaries for the cities of Shkodra, Korça and Peshkopi, regarding these events, the members of the Politburo such as Hekuran Isai and Hysni Kapos, the secretary of the Central Committee that covered the organs of the “Dictatorship of the Proletariat”. where, among other things, they demand that “draconian” immediate action be taken against the “irresponsible” perpetrators of these tracts and slogans – as labeled in these official documents.

On the morning of April 4, in the streets of the city of Korça, with the exception of neighborhoods 9 and 10, 70 pieces of leaflets with hostile content were found. Their finding was made by various persons, who handed them over partly to the Party Committee and partly to the Internal Affairs Branch.
From the study so far of this action and from the contents of the leaflets, it results that they have been written by several hands and distributed in the same way. From the first look at the paper and the writing, the authors should be 4-5 people; their preparation must have been done not immediately, but over a period of time, as their condition indicates that they were kept in pockets.
The content is almost the same and the authors must have a certain culture (middle minimum), from the dialect used, from some foreign words (French) that have been used and from the way of distribution; The authors must be from Korça, dissatisfied and revisionist people, apparently prompted by the situation created in some revisionist countries in Europe to call for “Albania to be a European country and to move according to its pace.”
Based on all the above, from the situation in the revisionist countries as well as from the work that is being done today for the school revolutionism, we come to the conclusion that the authors must be intellectuals.
Other facts:
During these days, many Korça teachers who serve in other districts have come to the city of Korça to spend their holidays.
In the city of Korça, we have many young people who have finished high school and are unemployed because they claim jobs after pleasure.
Measures we have taken to identify the perpetrators:
The Internal Affairs Branch has been set in motion according to a certain plan, relying not only on its own forces but also on groups of young workers to study the dubious social circles in the neighborhoods.
We are raising the issue of the party, of course tactfully, by getting caught up in the weaknesses we have noticed in terms of declining vigilance. From the controls we have done in the economic enterprises and in the village, we have found many shortcomings and carelessness in terms of readiness that show a significant decrease in the situation shown during the training. So we are sorting out this issue among the above problems, to attract the attention of the party.
We have also begun to take some measures to strengthen the border regime.
It is characteristic that all the leaflets were collected and delivered immediately.

In the village of Gjurë-Reç of the Reçi agricultural cooperative, a slogan with deeply hostile content was found written on the oven wall and the school door. It was written in lead pencil and small letters.
We were immediately notified and acted to find the perpetrator. From the data so far, it turns out that it may have been written by a boy about 16 years old.
In the 8-year school of the village, 5 boys, at the instigation of one of them who was older, have started mischievous behavior since last year. They initially joined together to encourage them to have lunch, stealing money from their homes, with which they had bought alcohol and food. They then stole a mule and set off to sell it in another area. Later, in the course of this activity, writing dirty words about classmates at school, on the walls, with pieces of paper, releasing them on the street.
Their bad behavior has been advised, criticized, and one has been downgraded. But it seems that both teachers and social organizations have not gone deep enough to get them off the wrong path.
The experiment of writing and comparing them with their writings, leads us to the opinion that the author is one of them.
In addition to the work being done by the party organization, we charged the Internal Affairs bodies, who built the work to discover the possible perpetrator and the hand that incites them.

Course: On writing some slogans with hostile content
On March 2, 1978, 12 slogans with hostile content were written in the agricultural cooperative of Barbullushi. The author of the slogans had written on the wall page of the grinding mill, which is attached to the offices of the agricultural cooperative, on the beams of the ox and sheep stable, as well as on the outer side of the wall of the house in which Teki previously lived. Alia, a resident of this cooperative.
Upon being alerted to the incident, the Branch sent the operative group to the scene, who, after looking at the places where the slogans with hostile content were written, noticed that seven of them had been destroyed by the citizens, who had found the first ones. while five others, one at the door of the mill and five at the cattle stable, which had not been noticed by the villagers but found by the operative group itself, were incurable. The slogans were written in carbon pencil and by a single hand. Their content was:
“Down with the main leader,” mentioning his name and surname. “Down with the Party.” “Down with communism”, “Freedom for fascism and glory for fascism”. Investigations revealed that the perpetrator was Ramadan Daut Smajli, who worked as a night watchman in the sheep and goat stable, where the slogans were found written.
Ramadani was born in the village of Barbullush in 1941 to a poor peasant family, is married with two children, has a 7-year education, is disorganized, unconvicted, has performed military service, with Albanian nationality and citizenship. His parents before the Liberation were indifferent.
Also after the Liberation, until his father was sentenced to two months in prison for defamation, no other activity is known. Ramadan Smajli’s brother is married to the daughter of a kulak from Berat, while Ramadani himself is characterized as a depraved man, a troublemaker, and a drunkard, and with bad manners in the village.
The defendant admitted to the investigator that he was the author of the writing of the hostile slogans and indicated that this hostile opinion was born three or four days ago. So far no one was able to send in the perfect solution, which is not strange. The investigation continues.

Commenting on the information “On some slogans with hostile content”, sent by the Shkodra District Party Committee, Comrade Hysni noted the following:
“Comrade Foto Çami should be told that Ramadan Ismaili, the author of these slogans, was discovered, as the information says, but it should not be forgotten that only he made these slogans, without pushing and without talking to others. Who are these others, the Party in the district and based on them must find out.
It is on the black page of the party organization that slogans are written under her nose, not one, but full 12 and in many places. The party and its levers in this cooperative are not to erase the slogans of the enemies, but must stand at the forefront of the class struggle and with their work make the enemies of the class, the wrongdoers, and the vagabonds tremble.
Where is the vigilance, that the guards in the stables of the cooperative leave a drunken man, debauched, confusing, with bad behavior, and who has a relationship with the kulaks of Berat ?! The Party Committee must draw lessons from this ugly event!
Deepen who the collaborators and instigators of this act are!
