Memorie.al/publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to the year 1982, where there is a file with relations, reports, instructions, information, letters, minutes of meetings of the Political Bureau, the Secretariat of the Central Committee, etc., regarding the “hostile activity” of the member of the Political Bureau and the Minister of People’s Defense, Kadri Hazbiu, as well as some of his closest collaborators, such as : Feçor Shehu, Mihallaq Ziçishti, Llambi Peçini, Zoi Themeli, etc., who were accused by Enver Hoxha, as “the main collaborators of the police agent Mehmet Shehu”. In the file in question, there is also a document with Kadri Hazbi’s self-criticism, dated September 27, 1982, sent to Enver Hoxha and the Political Bureau of the Central Committee of the PPSh, regarding “his poor work at the head of the Ministry of of Internal Affairs and the lack of vigilance, for not detecting hostile groups, all of which the party and Comrade Enver had discovered”. In this document, the former head of the Ministry of the Interior writes: “From the beginning of September, when I was getting my hair cut, a driver who works with the transport lines abroad came to me and told me that, returning from abroad, the drivers they had spoken badly about my fate. I didn’t ask him what he had been told, but I told him to go and report it where it should be. He added in more detail that he had spoken to the companion who stays with me, which I ordered him to report. He told me that he had done this. I don’t know whether I told him about this case or not, friend Hekuran. After a few days when I returned from a 3-4 day service, my family told me for the first time that they are taking us on the phone and so on, in meetings they ask about you, where are you and how are you, because we have heard things not good, as if we have escaped as a family abroad, as if I have been dismissed from my position as Minister of Defense, etc. I told you that anyone who asks about us, you say we are fine and don’t engage in further conversation. I emphasize that these things have spread so much that even one of the workers who serves in my family left without expecting that something is happening with me and my family. All these things, I told my friend Ramiz, together with my opinion that there is not enough fight against these harmful slogans and that they are spreading from Tirana in the first place”. Likewise, the document in question also contains the minutes of the meeting of the Political Bureau of the Central Committee of the PPSh, held on October 8, 1982, where the “hostile activity of Kadri Hazbi” from the period after the war when he was in the position of Chief of Army Security, which has brought fierce debates, they all discussed, starting from: Adil Çarçani, Hekuran Isai, Simon Stefani, Manush Muftiu, Rita Marko, Prokop Murra, Photo Çami, Lenka Çuko, Pali Miska, Besnik Bekteshi, Muho Asllani and Llambi Gegprifti. Even the debates and strong tones in that meeting were not absent between Enver Hoxha and Kadri Hazbiu, which continued throughout the meeting, for several sessions. The meeting was opened and led by the first secretary of the Central Committee of the PPS, Comrade Enver Hoxha.
Discussion on the serious crimes of comrade Kadri Hazbiu.
COMRADE HEKURAN ISAI: This is also written. Comrade Kadri, you advised us to be careful of suggestion. This remark is generally fair and principled. On the other hand, you have mentioned to us some cadres that we were careful about, because they were close to this one or close to that one, that they could be like this and they could be like that, in a word, we should not select the cadres of the Ministry of Internal Affairs according to you. On the other hand, he mentions and suggests to us some cadres, who may have flaws in their work, but who may not be connected to hostile activities.
Isn’t this a contradiction of the suggestion problem?! The help you gave me as a former Minister of Internal Affairs with a long experience, as a young man, is quite superficial. You did not come close at all to these big problems that the Political Bureau poses today and that come forward for solution. Maybe I didn’t know how to ask for this help either, but you didn’t give me anything about the agency issue, as it stands today. We have dealt with the agency problem with the Soviets, you should have told me as a new minister that I was, so let’s get into this important sector now.
I criticize myself for not having done this, and now we have to get to work to find out how many we have in the army, and in what places we have them, and what the Soviets have done with them, and we know nothing, except these that were told. No, this problem was not presented to me by you. I was told by you, to look into why Teme Sejko ran away, to be asked here at the investigator and to be asked there, so you talked to me about such things. In the self-criticism, you say that I worked day and night, investigating the activities of the coup plotters.
Then why is only Feçor Shehu accused of manipulation?! Here I think, there is not only a lack of vigilance in you. In the self-criticism, you also say that if Comrade Hysni were alive, many issues would have been clarified. I made it clear during my interventions that this effort that you are making is fundamentally wrong, it is distrust towards the Political Bureau and this is being done very mischievously on your part, while I think and am convinced that if it were Comrade Hysni, alive, would not change a single comma of what he wrote in that letter. Not only that, but I think that Kadriu should be careful in processing the opinion, if Hysni Kapo were alive, things would be different according to him. You are not a “victim” of what does not live, friend Hysni.
COMRADE ENVER HOXHA: That’s right, right Hekuran.
COMRADE KADRI HAZBIU: Yes, I didn’t say it like that.
COMRADE HEKURAN ISAI: What Comrade Manush said is right. Comrade Kadri does not analyze the problem in the complex but takes it individually. He does not take it as a complex of hostile activity as a whole and continuously, he does not take the question of the damage that the hostile activity has brought to the Ministry of Internal Affairs, and he asks the Political Bureau to let it judge his case. Yes, I am presenting here a report that this hostile activity in this ministry has brought these or those consequences.
Comrade Kadri does not do this analysis as Comrade Manush said. I think that the consequences of the hostile activity developed in the Ministry of Internal Affairs are among the most dangerous that the Party has ever seen. This ministry has been occupied by enemies. This word may be a little deep, but the reality is that it has always been manipulated by the enemies. As for the successes achieved in this department, these are the result of the work of the communists. That the Party worked there as well and many cadres did not allow the enemies to work openly against its line. Because even there, most of them, especially the middle and lower cadres, have been working religiously without knowing what the enemies at the head of the department were doing.
Now the matter firstly lies here that all these manipulations, all these reports which have been given to outsiders, have neither been given nor told about them to the Central Committee. I say with full conviction that in this ministry, the doors for our enemies have been opened by you, by Feçor Shehu, and other enemies. Regardless of who closed the doors, you, Feçor Shehu, Mihallaq Ziçishti, Zoi Themeli, Llambi Peçini, Halim Xhelo, Panajot Plaku, Çerçiz Xhelo, Elham Gjika, etc., it is a fact that for many issues from you there, the door has been closed The party.
The State Security Platform, I believe to this day that there are members of the Politburo who do not know it, while you, Kadri, sent it to the Security School in Moscow. This very important basic document of the Politburo, which includes the main principles of the Party’s orientations for our State Security bodies, you were entrusted to work on its basis, and not to take it to the KGB. It was a document of our Political Bureau.
COMRADE ENVER HOXHA: To me, Kadriu told me when I asked him; why not send it to the Soviets since they knew its content, that we did it with them. What if Lenin and Stalin had done it, the Political Bureau had ordered that it not be sent anywhere.
COMRADE HEKURAN ISAI: This is also not very true. We can verify that the Soviets participated or not in the drafting of the Politburo Platform for State Security.
COMRADE KADRI HAZBIU: We can prove this, but this must be seen from the beginning, Comrade Hekuran.
COMRADE ENVER HOXHA: No, no, it should not be seen at all from the beginning, they saw it or that they saw it, it was a document of our Political Bureau, and of our Party.
COMRADE HEKURAN ISAI: When I say that the Party’s doors were closed in the Ministry of Internal Affairs, I say this because the Party itself is aware of the importance of the work of the State Security, and its cadres are among the most important set some goals. But there, from you and your friends, the target for the enemies has disappeared. There are very few cadres who are familiar with the instruction on the operational evidence of the State Security, why was this important document sent to the Soviet Security then?!
There, on 28 pages, the types of files, evidence, records and statistics of the State Security bodies are given, as well as the personal files that open them for the agency, the personal files of the objects that are followed in the processing, there are the rules for opening the file, of taking into account the operational records of the persons who are implicated and of the agency’s records. Important reports have been sent to the Soviet KGB, such as the one on the hostile activity of Liri Gega, Dali Ndreu, and Petro Bullati, with No. 76 dated 12.3.1957.
This relation, as the comrades said, was sent to you in December 1959 to the Soviet Security. This material also talks about the connections of these enemy elements with the Yugoslavs. Specifically, they talk about their connections with anti-party elements such as: Pajo Islam, Muharrem Çoratin, Foni Qirko, and Kadri Hoxha. Why did the KGB need this relationship?! This indicates a form of connection of our Security outside the control of the Central Committee. Therefore, it can be said with full mouth that our Security, with this practice, had turned into a branch of the Soviet KGB.
In December 1959, why was a copy of the report on the Dhora Leka deposits sent to the Soviet Security?! With the letter bearing the number 140 dated 18.8.1957, they sent the Soviets 18 pages of material that talk about Dhora’s connections with the Yugoslavs, Seda Dagoçishti, Rexhep Xhija, about the tasks she received and about the information she gave you. Here are given her views and connections with the anti-party elements, given the denunciations of the hostile activity developed on the eve of the Tirana Conference, of over 50 cadres, some of whom are still cadres today.
In December 1959, 5 reports were sent to the Soviet security, which did not go to the Central Committee of the Party at all, in which it is said about the hostile comments, which were developed at this time against the Party line, by anti-Party elements who were in the camp of Zvrnec in free state, such as: Xhavit Qesja, Peço Fidhi, Pëllumb Dishnica, Gjovalin Luka, Kadri Hoxha, Sejfulla Malëshova, Naxhije Duma, etc., etc.
It is clear that these materials were not needed by the Soviet Security School, but by the KGB, to see how these elements behaved and if they could be relied on in case of need. When we asked why these materials were sent to Moscow, a vulgar answer was given by Kadri, saying that the Soviets could have taken them themselves, when they were here. But this does not cover the essence of the problem.
Second, the problem of entrapment and delivery of our agents, into the hands of the Soviet agency, has not been seriously analyzed by the Ministry of Internal Affairs. We have not found any serious documents about this problem. We have not even found lists after 1962. The Central Committee of the Party has not been informed about this big problem, since the Ministry of Internal Affairs has not taken this problem seriously. Counterintelligence branches have partially dealt with this problem, and after this issue came out, orders were also given. Only in 1975, a lame list was compiled, I could say that by guesswork, those who were residents were gathered, based on memory by asking one or the other.
Even in 1975, the Central Committee of the Party did not receive the complete list and report from the Ministry of Internal Affairs, but only Ismail Qineti’s list and report with some names of soldiers, as the comrades said. The concern here is that this dirty work cannot be overcome in months that you will grasp it now, it will take care and years, it will take vigilance and partisanship. This was not done without hostile intentions and you should say this here, Kadri.
The third, regarding the development of this hostile activity in the Ministry of Internal Affairs, during the time that the enemy Mehmet Shehu was in charge of it, is not even discussed, but this continued even longer when he was in charge of this department it was you friend Kadri, also Feçor Shehu, and with this a colossal damage has been brought to our Foreign Discovery. You yourself say that our Intelligence agency in the country has been threatened, but I think that the threat phase for this agency is over.
For the names of our agents have long since been given to our enemies, who have either liquidated them, as we liquidate their agents when we discover them, and of course we discover them with great difficulty under these conditions, or they have put them to play a double role. Therefore we are obliged to work with these people who play double roles; therefore we must be doubly guarded against their deceptions. The time of the demonstrations that took place in Kosovo showed the state of our agency in Yugoslavia.
Our party could not get any information before the outbreak of these demonstrations, although they were of a considerable size. During these demonstrations, these collaborators could not meet with anyone for such purposes, neither inside nor outside the country. But for what situations do we need Discovery?! To inform us about newspaper articles?! This is a very serious issue that will take years to overcome.
This hostile work is the opposite of what it would be like if we had our own man in the center of the UDB, who would have handed over the entire agency to the Yugoslavs in Albania, which would be a colossal victory for us. On the contrary, our enemies have temporarily achieved this victory over our external Revelation. This was done with hostile intentions, but you, Kadri, do not claim the guilt that belongs to you in this activity.
Fourth, the long-standing hostile activity that has taken place in the Ministry of Internal Affairs has been covered under the guise of secrecy. Even in the future, the secret must be kept by us, even fanatically, and we must not make any concessions in this direction. There, a closed circle was created that has often escaped the Party’s control. This situation has created that in this ministry, a sick familiarity has developed with cover-up purposes.
This familiarity has created for each other certain sentimentality towards flaws and proven mistakes. We deal with secret problems, we fight enemies, we have destroyed gangs, we know a lot about this or that cadre, but it must not be forgotten that we also have conditions on the basis of which crimes against people can be plotted in those cases, or with those people you lack partisanship, and we have found a lot of facts that have been concocted.
A capacity and selfishness has been created that can be seen up to the main positions of the ministry’s staff, compared to the main staff of other sectors of the economy, this is also seen up to the former staff of the Ministry of Internal Affairs, who are now retired in the report to pensioners of other sectors.
