Memorie.al/publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to the year 1982, where there is a file with relations, reports, instructions, information, letters, minutes of meetings of the Political Bureau, the Secretariat of the Central Committee, etc., regarding the “hostile activity” of the member of the Political Bureau and the Minister of People’s Defense, Kadri Hazbiu, as well as some of his closest collaborators, such as : Feçor Shehu, Mihallaq Ziçishti, Llambi Peçini, Zoi Themeli, etc., who were accused by Enver Hoxha, as “the main collaborators of the police agent Mehmet Shehu”. In the file in question, there is also a document with Kadri Hazbi’s self-criticism, dated September 27, 1982, sent to Enver Hoxha and the Political Bureau of the Central Committee of the PPSh, regarding “his poor work at the head of the Ministry of of Internal Affairs and the lack of vigilance, for not detecting hostile groups, all of which the party and Comrade Enver had discovered”. In this document, the former head of the Ministry of the Interior writes: “From the beginning of September, when I was getting my hair cut, a driver who works with the transport lines abroad came to me and told me that, returning from abroad, the drivers they had spoken badly about my fate. I didn’t ask him what he had been told, but I told him to go and report it where it should be. He added in more detail that he had spoken to the companion who stays with me, which I ordered him to report. He told me that he had done this. I don’t know whether I told him about this case or not, friend Hekuran. After a few days when I returned from a 3-4 day service, my family told me for the first time that they are taking us on the phone and so on, in meetings they ask about you, where are you and how are you, because we have heard things not good, as if we have escaped as a family abroad, as if I have been dismissed from my position as Minister of Defense, etc. I told you that anyone who asks about us, you say we are fine and don’t engage in further conversation. I emphasize that these things have spread so much that even one of the workers who serves in my family left without expecting that something is happening with me and my family. All these things, I told my friend Ramiz, together with my opinion that there is not enough fight against these harmful slogans and that they are spreading from Tirana in the first place”. Likewise, the document in question also contains the minutes of the meeting of the Political Bureau of the Central Committee of the PPSh, held on October 8, 1982, where the “hostile activity of Kadri Hazbi” from the period after the war when he was in the position of Chief of Army Security, which has brought fierce debates, they all discussed, starting from: Adil Çarçani, Hekuran Isai, Simon Stefani, Manush Muftiu, Rita Marko, Prokop Murra, Photo Çami, Lenka Çuko, Pali Miska, Besnik Bekteshi, Muho Asllani and Llambi Gegprifti. Even the debates and strong tones in that meeting were not absent between Enver Hoxha and Kadri Hazbiu, which continued throughout the meeting, for several sessions. DEVELOPMENT OF THE MEETING
The meeting was opened and led by the first secretary of the Central Committee of the PPS, Comrade Enver Hoxha.
Discussion on the serious crimes of comrade Kadri Hazbiu.
COMRADE ADIL ÇARÇANI: Comrade Kadri, as a member of the Political Bureau and as the Minister of Internal Affairs, why did you allow these dangers to grow? Why did you underestimate them at a time when the Central Committee of the Party and Comrade Enver personally, several times in a row, had signaled as dangerous tendencies and manifestations against which radical measures had to be taken to fight?! In this direction, not only was no measure taken on your part, but the facts showed that until the end, that is, until their conspiracy was discovered, familiarity and sentimentality continued, and their bearers, instead of being punished, were praised, have been given decorations, have been elevated to responsibilities, thus inciting and encouraging them to further intensify as well as mask their hostile activity.
Of course, the enemies would be encouraged when they saw that Comrade Kadri Hazbiu himself at the helm as a minister, as it seems in words he spoke against displays of familiarity and sentimentality, while in practice he allowed them. You yourself, Kadri, have proposed them to give you praise, to decorate them, and to hold these enemy elements accountable, such as the flagrant case of Feçor Shehu, whom you proposed as Minister of the Interior, as he emphasizes it himself in his self-criticism.
COMRADE RAMIZ ALIA: No, Kadriu does not say that in his self-criticism. He says that he only agreed and that it was someone else who proposed Feçor Shehu as minister, when in fact it is Kadriu himself who proposed him.
COMRADE KADRI HAZBIU: Yes, I was in agreement, and you know this very well, Comrade Ramiz.
COMRADE RAMIZ ALIA: Yes, you told me yourself that I made a big mistake by proposing it. That’s literally what you told me.
COMRADE KADRI HAZBIU: Yes, we talked about it, and when Comrade Enver asked me about Feçor’s candidacy, I told him that he could be accepted as a minister.
COMRADE RAMIZ ALIA: Comrade Enver asked you which of the candidates you think is the most suitable for minister, and you told him about Feçor.
COMRADE KADRI HAZBIU: What am I saying?! That’s exactly what I’m talking about.
COMRADE ADIL CHARCANI: This is clear to us.
COMRADE KADRI HAZBIU: Yes, friend Adil, you take my word for granted, as if I want to tarnish the name of friend Hysni. In perspective, when I talked with him about this matter, he asked me which could be the most suitable candidacies, I answered that my opinion is for this, or even for that.
COMRADE PALI MISKA: But when Feçor Shehu was made minister, it was not Comrade Hysni.
COMRADE KADRI HAZBIU: Well, I’ll say it in advance.
COMRADE RAMIZ ALIA: Look Kadri, how did you tell me about this issue?!
COMRADE KADRI HAZBIU: I told you, just as I told Comrade Enver.
COMRADE RAMIZ ALIA: How did you tell me?!
COMRADE KADRI HAZBIU: Comrade Enver, he told me.
COMRADE RAMIZ ALIA: Not really. I’m telling you like you told me.
COMRADE ADIL ÇARÇANI: When candidacies were proposed for the Plenum of the Central Committee, where Comrade Hysni also participated, Feçor Shehu was also proposed as a candidate at that congress. You stood up and asked for him to be a member, but friend Hysni opposed you.
COMRADE ENVER HOXHA: Yes, yes, I also objected to Feçor’s candidacy.
COMRADE SIMON STEFANI: Here, I want to add to this matter that even in the last congress, when we consulted about the candidacies, you had the opinion that Feçori should rise up even, become a candidate of the Political Bureau even, together with him Veli Llakaj also became a candidate.
COMRADE KADRI HAZBIU: Me?!
COMRADE SIMON STEFANI: Yes, yes, you proposed.
COMRADE ENVER HOXHA: Even Feçori was preparing the house.
COMRADE KADRI HAZBIU: I did not say this.
COMRADE ENVER HOXHA: Then you should know one more thing, that I never liked Feçor Shehu, because he gave me the impression of a boy, that’s why I called him to the office two or three times and this man, I wash his head harshly for the weaknesses of his work, for the lack in the field of information, etc. “As you order, as you order”, he answered me. “Come out, come out, because I have not yet finished what I was going to tell you”, I interrupted, “don’t tell me what you order”! And the proposal for him as minister came from you, from you or from Mehmet, since you were with him and knew him. And if I have asked you, you were Allah, O Jan Amin, you told me about his candidacy.
COMRADE KADRI HAZBIU: Yes.
COMRADE ENVER HOXHA: That is why I did not propose Feçor Shehu as Minister of Internal Affairs.
COMRADE KADRI HAZBIU: No, you asked me who can replace you Kadri as minister, and I answered that he can replace me.
COMRADE RITA MARKO: When I left Durrës, friend Enver asked me what do you think about this?!
COMRADE KADRI HAZBIU: Okay, okay, but why are we prolonging this matter now?!
COMRADE RAMIZ ALIA: We are extending it because you are contradicting what you have said, and what you continue to say. You see, how did you say to friend Adil that I don’t agree?!
COMRADE ADIL ÇARÇANI: I understood this matter correctly that day, and this is what was said by Kadriu.
COMRADE ENVER HOXHA: More Kadri, don’t play with words, say better that I had this opinion, since I was asked for my opinion, I proposed Feçor.
COMRADE KADRI HAZBIU: I, I also told Comrade Enver later, that either Feçor Shehu or Mihallaq Ziçishti should be appointed as minister. That was my opinion at the time.
COMRADE ENVER HOXHA: Ah, you thought about the two “good ones”.
COMRADE KADRI HAZBIU: I had this thought.
COMRADE ENVER HOXHA: You, keep that opinion, while me, you only proposed for Feçor Shehu. I had great doubts about Mihallaq Ziçishti, I even told you that this is a boy from Ziçishti, so it does not cross my mind that he left the State Security of his own accord. Although a simple employee, if you removed him from safety, he would cry because they didn’t want this.
COMRADE KADRI HAZBIU: Yes, I did not know anything about his departure.
COMRADE ENVER HOXHA: I didn’t know anything either, but he left.
COMRADE KADRI HAZBIU: Well, I didn’t know anything either, I only knew once in Durrës you…..
COMRADE ENVER HOXHA: I didn’t know either, what Mehmet Shehu was doing with this man.
COMRADE KADRI HAZBIU: When there was the trial of the putschists, thank you that it will be a good thing if he escaped from this group, you told me.
COMRADE ENVER HOXHA: Well, well, you know that. If I had known in time, what I know now, we would have arrested Mihallaq and his friends in time.
COMRADE PALI MISKA: With all that you know, if you had even a single signal in your mind, like what Comrade Enver told you, why would you propose Mihallaq for minister?!
COMRADE RITA MARKO: You knew very well that Mihallaqi is Maqo Chomo’s first cousin.
COMRADE ENVER HOXHA: Look, Adil, try to finish the discussion a bit, because it took too long.
COMRADE ADIL CHARCANI: Well, I’m almost done. In conclusion, I want to say that I condemn this group with the greatest danger with the greatest hatred. I wholeheartedly stand in solidarity with the Party’s line, with its great justice, with its very fair measures. All this work will now turn into a very large mobilization and force for the accomplishment of tasks, for increased vigilance, and readiness for the defense of the homeland, as Comrade Enver ordered. The entire Party is now engaged in a great political battle for the discovery and unmasking of the hostile activity of Mehmet Shehu and his group, as well as for taking all measures to eliminate the consequences of this hostile work.
The main “cancer” was liquidated, Comrade Enver said in the “Synoptic table on the hostile activity of Mehmet Shehu”. But we still have “little germs” here and there that need to be cleaned out. This requires us to, having deeply understood and assimilated what Comrade Enver laid down, to increase the intensity of political work in the first place, then to mobilize with all our forces to realize all other tasks. To increase vigilance, discipline at work, the demand for accountability, to fight liberalism, confronting everyone with the results of their work, working resolutely to implement the Party’s line and its laws.
These duties are necessary to be implemented at any time, but especially today when the external and internal enemies, due to the great defeat they suffered with the loss of their super-agent in Albania, Mehmet Shehu, have become like raging against the Party and our country. Therefore, today it becomes more necessary to strain the nerves much more, to increase vigilance much more, and to implement all economic and social plans. Everywhere we have many successes, but we also have defects and failures at work, especially in the bodies of power and the economy. And these are also an effect of the hostile activity of Mehmet Shehu, which we must eliminate with great determination as soon as possible, but we ourselves have many flaws in our work style.
Foreign agencies have continued to work for years against the Party and our people’s power. The discovery of the great conspiracy headed by Mehmet Shehu, showed once again how intensively our enemies have worked to undermine all our victories in achievements. Therefore, for all this, we must multiply our work and vigilance. I agree with my friends and my opinion is that the responsibility of friend Kadri is very big. What he has done are not simple mistakes, but grave faults of a special importance and political character, because they are in open opposition to the Party’s line and norms.
Even the dangerousness of these crimes that he has committed is great because this balances the interests of the Party, the People, and Socialism, on which the Party puts nothing, not withdrawing from any consideration. Kadri’s self-criticism is unacceptable due to the fact that together with his attitude here in the Political Bureau, which was completely negative and this very attitude, burdens comrade Kadri’s responsibility even more. For all this, I agree with the opinion of my friends and I propose that he should no longer be a member of the Political Bureau and the Central Committee of the Party, and it is implied that he should no longer be the Minister of People’s Defense.
COMRADE ENVER HOXHA: Okay then, let’s come at 4 in the afternoon.

COMRADE ENVER HOXHA: Who will take the floor?!
COMRADE MANUSH MYFTIU: Comrade Kadri’s self-criticism is superficial; he avoided analyzing the work at the Ministry of the Interior, finding out the mistakes that were made there, because on this basis, very heavy responsibilities would fall on him. Kadriu has called the issue easier more from the side of some personal flaws, but this not only does not fill our mind but also burdens his position even more. Comrade Kadri does not answer, among others, two important questions: First, how is it possible that the main cadres of the Ministry of Internal Affairs, Deputy Ministers, Directors, etc., had recruited agents from foreign powers and acted for such a long time, and so easily under his direction?!
Secondly, within these last 10 years, the Party has discovered large and very dangerous hostile groups such as those of Fadil Pacrami, Beqir Balluku, Abdyl Këllez, and now finally the group of the chief agent of the vicious enemy, the criminal Mehmet Shehu. From the investigations carried out and from some examples that were given to us here today, we noticed that the Ministry of Internal Affairs, and especially the State Security, did not give any signal to the Party. This speaks of a very poor work and a very bad direction of Comrade Kadri, as minister since 1954. How was it possible for this to happen?! Memorie.al
