Memorie.al/publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to the year 1982, where there is a file with relations, reports, instructions, information, letters, minutes of meetings of the Political Bureau, the Secretariat of the Central Committee, etc., regarding the “hostile activity” of the member of the Political Bureau and the Minister of People’s Defense, Kadri Hazbiu, as well as some of his closest collaborators, such as : Feçor Shehu, Mihallaq Ziçishti, Llambi Peçini, Zoi Themeli, etc., who were accused by Enver Hoxha, as “the main collaborators of the police agent Mehmet Shehu”. In the file in question, there is also a document with Kadri Hazbi’s self-criticism, dated September 27, 1982, sent to Enver Hoxha and the Political Bureau of the Central Committee of the PPSh, regarding “his poor work at the head of the Ministry of of Internal Affairs and the lack of vigilance, for not detecting hostile groups, all of which the party and Comrade Enver had discovered”. In this document, the former head of the Ministry of the Interior writes: “From the beginning of September, when I was getting my hair cut, a driver who works with the transport lines abroad came to me and told me that, returning from abroad, the drivers they had spoken badly about my fate. I didn’t ask him what he had been told, but I told him to go and report it where it should be. He added in more detail that he had spoken to the companion who stays with me, which I ordered him to report. He told me that he had done this. I don’t know whether I told him about this case or not, friend Hekuran. After a few days when I returned from a 3-4 day service, my family told me for the first time that they are taking us on the phone and so on, in meetings they ask about you, where are you and how are you, because we have heard things not good, as if we have escaped as a family abroad, as if I have been dismissed from my position as Minister of Defense, etc. I told you that anyone who asks about us, you say we are fine and don’t engage in further conversation. I emphasize that these things have spread so much that even one of the workers who serves in my family left without expecting that something is happening with me and my family. All these things, I told my friend Ramiz, together with my opinion that there is not enough fight against these harmful slogans and that they are spreading from Tirana in the first place”. Likewise, the document in question also contains the minutes of the meeting of the Political Bureau of the Central Committee of the PPSh, held on October 8, 1982, where the “hostile activity of Kadri Hazbi” from the period after the war when he was in the position of Chief of Army Security, which has brought fierce debates, they all discussed, starting from: Adil Çarçani, Hekuran Isai, Simon Stefani, Manush Muftiu, Rita Marko, Prokop Murra, Photo Çami, Lenka Çuko, Pali Miska, Besnik Bekteshi, Muho Asllani and Llambi Gegprifti. Even the debates and strong tones in that meeting were not absent between Enver Hoxha and Kadri Hazbiu, which continued throughout the meeting, for several sessions. DEVELOPMENT OF THE MEETING
The meeting was opened and led by the first secretary of the Central Committee of the PPS, Comrade Enver Hoxha.
Discussion on the serious crimes of comrade Kadri Hazbiu.
COMRADE PALI MISKA: The question is asked: Where did Kadri Hazbiu find such great courage to send abroad, without asking the First Secretary of the Central Committee, Comrade Enver, secret documents of great importance. These are unforgivable actions, which Kadriu passes over in his self-criticism without emphasizing them at all. What Kadri Hazbiu tries to “clarify”, that the absence of Comrade Hysni, makes it difficult to explain some actions, I think is not true at all. You, Kadri Hazbiu, cannot leave such dirty actions to Comrade Hysni Kapo, because Comrade Hysni, among others, has been very strict.
For every problem that was brought to his attention, his opinion, and the order he formulated, he always gave it in writing and very clearly, and always, I emphasize, within the Party’s norms and line. But I emphasize, and for this I am completely convinced, that on some issues, not only the opinion of Comrade Enver was not taken, but also the opinion of Comrade Hysni was not taken. The leadership of the Party must be ensured throughout the continuity of the work bodies of the State Security, therefore, the teachings and orientations of the Party and Comrade Enver for these bodies have been continuous, fair and clear.
By this I mean that Comrade Enver has always ordered that the faucet be turned off to the enemies. Even in that period, when we were in good relations with the Soviet Union, Comrade Enver never said to open the taps to the Soviet revisionists.
COMRADE ENVER HOXHA: According to Kadri, yes. According to him, I told him “turn off the faucet”, but before, you told him to open it! This is how far his provocation goes.
COMRADE PALI MISKA: Posi, that’s what I also call this friend Enver, an accusation by Kadri Hazbiu, an accusation made to the Central Committee. Yes, Comrade Enver, you have always given your enemies what they deserve; let me hear this, Comrade Kadri, even your friends, never and under no circumstances, Comrade Enver has made you the master of the house. So, what Kadri Hazbiu says, that Comrade Enver, who has been there since 1960, ordered him to turn off the taps to the Soviets, does not hold. It would have been better and better if Kadriu, when his friend Enver called him, in the mid-sixties, had told him then, that I, Kadriu, have opened the tap without your knowledge until the end, not to he hid from his friend Enver at that time what he had done, and measures were taken from that time, to rectify the situation, so that the work would not be damaged.
COMRADE ENVER HOXHA: Always that big tap, which he didn’t even show to Hysni, and then not to me.
COMRADE PALI MISKA: Yes, even now he should emphasize this in his self-criticism and not say that he received the order there in the middle of 1960. So, this action that has brought great damage to the Party, Kadriu has hidden it and continues to hide it, trying to justify himself in his self-criticism, but which has no basis. If you give up the assurance of leadership, the control of the Party, you will surely make serious mistakes, just as you Kadri Hazbiu did, and under your example, I emphasize, under your example, others have also made mistakes in the minister, or from the mistakes you have committed, the enemies, internal and external, have benefited, who have left nothing undone, for the liquidation of the Party and socialism in Albania.
Lastly, I have the issue that Kadri Habziu, given that he asked you to do the self-criticism in writing and this you should do, should also emphasize the negative sides of his character, as a cadre and leader, which are not unimportant and not even small ones. Kadri Hazbiu says that he has no careerist tendencies. This may be so, but some facts and performances on his part, show the opposite, that you have career inclinations. You yourself affirm this that you have created a cult around your person, around the tasks assigned to you by the Party.
But you don’t explain what this cult is and what its purpose is?! I say this, that in many cases, but especially in government meetings, even when the enemy Mehmet Shehu was in charge, you Kadri never interrupted the speech; you never interrupted the discussion, as he did too many others. Even now that you are leading the government, Comrade Adil, you have interfered with and continue to interfere with the members of the government, but as you sit, without considering them at all in the meeting, you have tried to give conclusions and make assessments that do not belong to you , but to the head of the government.
Even in the relations with your colleagues, with the ministers, outside the meetings, there are many cases where you have underestimated them, and not once, but many times. You have shown yourself to be arrogant and overbearing, even in government meetings, let alone in meetings with friends. There have been times when you have offended your friends, and these unfair actions have been pointed out to you, but you have ignored the criticisms that have been made to you, trying to label them with the epithets of haste. So was the last case, with what happened in Peza, that you said you were in a hurry, that you said “cucumber” to Comrade Prokop’s attitude there.
COMRADE KADRI HAZBIU: And when were these things pointed out to me? No, no, it’s not like that!
COMRADE PALI MISKA: Here, I will finish the discussion, without me saying this. Why are you in a hurry, I’ll ask the question now? Who pushes you to this? Here, the sick tree, it is careerism, arrogance, self-indulgence. You are doing yourself a lot of good, Kadri Hazbiu, when you say that those hundreds of employees who had come for the party in Peza had their eyes and minds on you, since Comrade Prokop did not even present you as Minister of Defense, as if the people know you, who is also the head of this ministry, because you say that there were reactions to this, etc. I assure you that the people did not even notice what you said, but it seems so to you, because you try to please yourself, that you have wrong concepts and thoughts, which the Party severely condemns.
As a conclusion, I would like to point out that Kadri Hazbiu bears a very great responsibility before the Party and the people, for not revealing all of this long, very vicious, hostile activity with consequences we can say catastrophic for the Party, for the people, for socialism in our country, therefore, for this, he must answer and be severely punished, with the measures proposed by Comrade Simon, with which I also agree.
COMRADE ENVER: Comrade Rita wants to speak.
COMRADE RITA MARKO: I also prepared the discussion first for Kadri Hazbina, being clear about the lack of vigilance on his part as Minister of Internal Affairs, for major violations of state secrets in the State Security bodies, for great weaknesses in the work of discovering the most dangerous enemies on the part of the Internal Affairs bodies and for his self-criticism that we read. From all the analyzes we have done so far in the Political Bureau in the Central Committee and in the last Plenum, where Comrade Enver presented us with the “Synoptic Table on the agent activity of Mehmet Shehu”, it appears that the hostile activity of this chief agent has been very old, dangerous, and intertwined with all the most dangerous agencies that exist in the revisionist capitalist world, it has been constantly and extremely active and at the forefront of every hostile activity that has been developed against the Party and our country.
This agency and this chief agent in the service of many patrons, in addition to the many criminal jobs it has done, has also put a part of the main cadres of the State Security at the service of the enemies. Thus, with their work in these bodies, great damage has been brought to the Party and the state, up to the attempt to liquidate all the victories of the revolution, led by the Party and Comrade Enver. But the enemies did not and will never achieve these goals, to liquidate the leader of the Party and our people, Comrade Enver, to put our country at the service of foreigners, even to turn it into a capitalist country, in a colony.
The enemies of the Party, what they aimed for during the National Liberation War and which they could not do, which they started in Berat and could not achieve their goals, could not achieve even with Khrushchev’s coming to power. They tried and openly pressured us to rehabilitate the hostile group of Koci Xoxes, an action that the Soviet leadership, together with Suslov and the Yugoslavs, asked us officially, to return us with a word to the Plenum of Berat, to accept the so-called mistakes of our leadership, in our relations with the Yugoslavs, or to do what they accomplished in other countries of People’s democracies, such as in Poland, Hungary, Romania and elsewhere.
On this issue, Comrade Enver says that Khrushchev’s coming to power and the 20th Congress brought the Soviet revisionists closer to the Titists, in order to change the situation in the international communist movement, especially in the countries of people’s democracy. These were, so to speak, on the closest road, while the agency with Koci Xoxen and his friends and with Mehmet Shehu and others who operated within our country with a big conspiracy and with a free hand from the State Security bodies that is on the back of the Party.
In his so-called self-criticism, Kadriu says that safety has not performed his duty properly, from betrayal to leadership. Now, this is what we want you to tell us, Kadri, how did this betrayal act in the direction of the State Security bodies, why, as I read in self-criticism, no analysis is done in this matter, there is no sincerity, but there is a large dose arrogance on your part.
You, as far as I know, have been criticized many times, both by yourself and by your subordinates for sick familiarity. You have been repeatedly asked to fight this as a great evil. Comrade Enver has asked you this many times and in every case when the activity of the State Security has been analyzed in the Political Bureau. Now tell us here, how much you took into account this criticism of the Party and how you worked and how you fought to put in place the orders that were given to you, starting from yourself, to the main cadres, to the base. This was an important request made to you by the Party, which I think you didn’t take into account, you didn’t consider, that’s why even now, you haven’t been asked to do the analysis.
You have been very familiar with these main enemy elements who have been implicated in this hostile activity, you have kept them close, you have protected them and, when they have been criticized, why they have made mistakes, you have tried to protect them. With your thoughts and proposals, they have become generally important people who did not deserve it, with all the serious mistakes and weaknesses they have had, but they have boasted and flattered you.
From the deep Marxist-Leninist analysis with high party spirit that Comrade Enver made of this activity, just like all other enemy groups before, this group has also been discovered by the Party. Now we want you to analyze us and give us explanations about what the State Security has done and you, who were the minister, since this hostile activity is also carried out by some of the main cadres of the Ministry of Internal Affairs, who have been in key places, deputy ministers and security chiefs, such as Feçor Shehu, Mihallaq Ziçishti, later the chief of Intelligence, such as Zoi Themeli, director of the Border, Panajot Plaku, Llambi Peçini and Gani Kodra in the Second Directorate who were appointed to provide leadership, and now who are giving an account before the Justice.
These were the cadres that you had collaborators with. If you were against it and had other opinions about these, you would have submitted reports to the Central Committee and projects. We want to know, who decided and didn’t give you these frames, contrary to what you thought? No. I have never heard you say that I disagree with them. There are also documents for these in the Central Committee, therefore you have no right in this regard, and yet you seek to hide your responsibility. You have had these close to you, you have respected them, you have had a bad relationship with Mihallaq Ziçishti, and you have had a great friendship with this enemy all the time, until he was dismissed from the position of secretary of the District Party Committee of Durrës.
Such relations with Feçor Shehu and Ganiu Kodra, that you assigned him to every delicate task, that is, you had a favorite person. In the self-criticism, you say that the materials provided by the Party helped you. However, we want to know and demand accountability, that you, Kadri, why you did not give any material, why you did not make any denunciation and you did not give any help to the Party, as the cadre with the main responsibility for this sector, to give us even greater opportunities to quickly discover these enemies, such as Mehmet Shehu, Fiqret Shehu, Feçor Shehu, Mihallaq Ziçishti, Llambi Ziçishti, Llambi Peçini, Gani Kodra, etc. Memorie.al
