Memorie.al/ publishes some archival documents extracted from the Central State Archive in Tirana, (the fund of the former Central Committee of the ALP) which belong to the year 1977, where there are relations, information reports, orders, notes, etc. ., between the Ministry of Foreign Affairs in Tirana, the Albanian diplomatic missions, accredited in various countries of the world and the Foreign Relations Sector, near the apparatus of the Central Committee of the PPSh, in which major problems and conflicts have been identified continuous, which existed almost all in the Albanian embassies, among the holders and employees of the Albanian Political Intelligence. In the file in question there is also an information report, dated 31.4.1977, entitled: “On some issues that have arisen in the Istanbul Consulate and the measures we think should be taken”, prepared by the Foreign Sector of the Central Committee of APS, on the basis of the report sent by our ambassador in Ankara, Ylvi Lulo, regarding the problems that existed in the Albanian Consulate in Istanbul. In addition to this document, in the said file there is also another document with the secret information report, prepared by the two instructors of the apparatus of the Central Committee of the ALP, Zija Koçiu and Haki Keta, (who covered the bodies of the Ministry of Internal Affairs and those of the Ministry of People’s Defense), sent to their superiors, in the Central Committee of the ALP- where it is about the problems and ongoing conflicts that existed between the holders and the staff of the Albanian Consulate in Istanbul.

On some issues that have come up in the Istanbul Consulate and the measures we think should be taken.
Comrade Ulvi Lulo, informs the Ministry of Foreign Affairs that in the annual analysis of our consulate in Istanbul, some disagreements emerged. Most of them, he emphasizes, are from the time of Ali Ymer. They are complicated up to the newly arrived driver, but the main drivers of this situation are Idajet Xhanaj and Jorgo Proko. Friends promised to correct it, but I doubt it. They hate each other.
The culprits are being stubborn and incorrigible. I propose that the basic organization meet and that Ulviu also participate in this meeting. After that, he concludes, some measure should be taken for them. On the last day, Rakip Hoxha and Idajet Xhani addressed a letter to their friend Jonuz Mersini. In his letter, Rakip Hoxha complains that the situation in the consulate is not good.
There is disagreement between Idajet Xhanaj and Jorgo Prokos. He says that Idajeti, not only does not respect Jorgo’s status as deputy consul, but also opposes me for some things. While Idajet Xhanaj in his letter to Jonuzi, among other things, complains that Jorgo Proko insults him, has attacked him, and does not look at him kindly.
He says that Jorgo accuses me, since I supported Ali Ymer. Jorgo’s wife is a troublemaker and both of them stand up against me because I have criticized them for their work. The coder of this consulate, Jazo Malaj, in a letter he sends to the Ministry of Foreign Affairs, among other things, says that there the collective is divided, there is familiarity, he emphasizes, as three women are from the district of Korça.
The cause of this rift is Jorgo Proko and his wife. Jazo complains to the driver but also to Rakip Hoxha. He says that Rakipi, being drunk, called him a counter-revolutionary. At the end of the letter, he begs to be transferred to the Motherland, to escape from this situation. From the study of the protocols that have arrived so far, it turns out that the following problems have been raised and discussed:
Some criticisms and remarks have been made about each other’s work. At the meeting of the Basic Organization dated 31.12.1976, where the fight against manifestations of bureaucratism was examined, some work criticisms were made. In this meeting, it was emphasized that at work, there is bureaucracy and formalism, there is no discipline and some state duties are not followed and fulfilled.
Some friends deal with small technical things. Jorgo Proko has been criticized for not preparing political information for the collective as well as reports for the basic organization in time. More in this meeting, Idajet Xhanaj was criticized. He deals with small things and goes and eats bread during working hours. Similarly, he did not prepare information for the collective in time, etc.
These criticisms were made more by Rakip Hoxha, but in the end he said that Jorgo Proko and Idajet Xhanaj work well. In this meeting, Idayeti accepted his criticisms, while Jorgo was noticed a certain reluctance to accept the criticisms. These are some of the issues arising from the grassroots meeting. Comrade Ulvi Lulo’s information, as well as the letters sent by some comrades from different departments, speaks of an unhealthy situation in the Istanbul consulate.
As it seems, these disagreements are more pronounced between Jorgo and Idajet. The latter is also the Secretary of the Basic Organization. Comrade Ulvi Lulo’s idea that the grassroots organization should meet and that he assist in the discussion of these disputes does not seem very reasonable to us. He participated in the annual analysis of the Consulate and as an ambassador on the state road; he should have seen and solved these problems himself.
He has not yet given detailed information to the Ministry of Foreign Affairs about these problems. The situation that has been created in Istanbul seems important and delicate to us. The issues that have arisen relate not only to the grassroots organization but also to Political Intelligence. Therefore, we propose to send two comrades from the apparatus of the Central Committee to study and solve the issues that have arisen there.
One from the Foreign Sector and the other from the group of instructors dealing with Intelligence work. The comrades who are to be sent may proceed as follows: first, talk individually with the comrades there, study the situation, and after careful work, the matters related to the Discovery, be raised in the residency meeting, while the others in the meeting of the basic organization. In these meetings, the conclusions that will come out should be laid out, and together with the friends there, measures should be taken for the causes of this situation.

On the situation and problems that were seen in our Consulate in Istanbul.
To verify and clarify the issues raised in the letters sent to the apparatus of the Central Committee and the Ministry of Foreign Affairs, by comrades Idajet Xhanaj, who is the Secretary of the Basic Party Organization, and the Deputy Consul, Jazo Manaj Shifrant, and Rakip Hoxha, Chief Consul in our Consulate in Istanbul, the following order of work was followed:
First, we talked with our ambassador in Ankara, Comrade Ulvi Lulo, we talked individually with the seven communists of the basic organization in Istanbul, the materials and documents of the basic organization and the representative office were studied, a meeting was held with the residency and the representative office, where they were informed on the activity and problems that currently preoccupy the direction of the work, as well as on the assessment made of the work of the relevant staff. Then there was a meeting of the basic organization of the Party.
From all this work, the following results: in the basic organization of the party in the representative office, an honorable situation has been created, unity has been broken, and the relations between the communists and the employees with each other, and between their wives, have been aggravated. This situation worsened from January 1977 onwards, but it started in 1975-1976. Idajet Xhanaj, Jazo Manaj, and Jorgo Proko emerge as the main protagonists, the latter being the Deputy Consul.
Some of the main causes that have caused this conflict are:
1 – The spirit of sick familiarity is gradually introduced and cultivated. On this basis, the organization is divided into two parts. On the one hand, the Secretary, Shifranti, and his wife, who is also the Deputy Secretary of the Basic Organization, and on the other hand, the Deputy Consul, his wife, and the driver. The two sides have been accusing each other of familiarity for a long time and on the other hand, they are defending, admitting this to themselves.
The secretary of the organization has recently emphasized that even Comrade Rakip Hoxha, since he has a Korça wife, has been put in the position of sick familiarity on the other side, where there are two other Korça women. In this way, the two groups have waged an unprincipled war against each other, inside and outside the meetings of the basic organization and the representative office.
This division has also been reflected at work and has hindered all the opportunities created in Turkey. At the root of this familiarity is the struggle for the protection of personal interests. Idajet Xhanaj is characterized as a talkative, conceited, careerist, ambitious man, who opposed Jorgo Prokos by relying on Jazo Manaj.
The purpose is to cover his incompetence and inability to perform functional tasks, under the pretext of lack of experience and help, as well as his contempt and underestimation, as he puts it from Jorgo, whose good results Idajeti looks at them with pride and jealousy. Where, not only is he incompetent but he is also a coward. He has been working at the consulate for a year and a half and has been slowly learning the language and getting to know the country.
Despite all this, he aimed for the elimination of Jorgo to enter the arena as the second in the consulate. Jazo Manaj is characterized as troublemaker, intriguing, and abducted. Extremist in judging the faults of those who have criticized him. And on the other hand opportunistic with his teammates.
He is drunk on liberalism; therefore, he violated the internal regulation, discipline and norms, as a communist and as a cadre in relation to his superiors and friends. He has manipulated and used the anger of others, the arguments they had to throw the hidden stone, as well as to avoid himself from responsibilities.
Jorgo Proko is characterized by arrogance and hot-temperedness, as well as shallow handling of events in relationships with others. He gives great importance to the remarks and criticisms made by Idajeti and Jazo, always describing them as tendentious, and it is very difficult to be criticized by the incumbent in their eyes.
He is grumpy and shows arrogance and overestimation of himself, which has been cultivated and due to the fact that he is the only one in the representation who knows the Turkish language, knows the country well, and follows the problems of operational value.
Also, the previous holder, but also the one who is now, had and need it very much. He listens to his wife a lot, and he does not take kindly to the criticism of his fellow communists, as a member of the party. Despite all this, he is a hard worker and has faced the biggest burden of legal and illegal representation work.
He is self-motivated and productive at work. Influenced by them and having gaps in their training, Zhaneta Proko, Jorgo’s wife, Kadrie Manaj, Jazo’s wife, and Anesti Ninka, the driver of the Consulate, all three communists, entered this path.
But their responsibility is of a small scale. We think that for the deepening of familiarity and division in the two wings of the organization and the collective, they and their comrades Ali Ymeri, for the time he was in Istanbul and now, Rakip Hoxha, have their responsibility. Friends have caught these events and made a problem. But more have tried to solve them internally.
They did not evaluate them properly and did not take them to the end, without notifying the Central Committee and the Ministry of Foreign Affairs in time. In addition, it seems that the demand for the account on the state road, due to the violations and omissions of these friends, was not at the appropriate level.
