Memorie.al publishes some archival documents labeled “Sekret” taken from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to 1972, where there is a file with reports, letters, information, instructions, relations, notes, etc., between the Directorate of Political Intelligence attached to the Ministry of Foreign Affairs and the apparatus of the Central Committee of the PPSh, regarding the disputes, contradictions and ongoing conflicts of some of the residents of the Intelligence Albanian politicians, who were camouflaged as diplomats near all the Albanian diplomatic missions, accredited in different countries of the world, with the ambassadors and the main holders of those missions. In the file in question, there is also an information report by the Director of Albanian Political Intelligence, Jonuz Mersini, dated 8.5.1972, addressed to the Central Committee of the PPSh, where he informs the senior leadership about the contradictions and conflicts of continuous that had happened in the Albanian embassies in Cairo, Budapest and Sofia, between the residents of the Political Intelligence and the holders of those diplomatic missions, which had become an obstacle in the realization of their agency work. ON SOME FINDINGS IN RELATIONS BETWEEN THE OFFICERS OF DIPLOMATIC REPRESENTATIONS AND RESIDENTS
In the meeting that was organized on 21 and 22 April 1972 with the residents, to examine the extraordinary event and the causes that led to the failure of the work of our two detectives in Cairo, among others in the general discussions as well as in the separate meetings with the residents, some issues arose in the relations between the holders and residents.
It emerged from the talks that the orientations given at the Durrës seminar in November 1971 were correctly understood both by the heads of our diplomatic missions, as well as by residents and revelations. The relations between them are based on sound and mutual understanding.
Holders generally appreciate the work of the discoverers and possibly help and control in this regard. Even on the part of the residents, there is a good predisposition for cooperation and understanding.
But, although isolated and of secondary importance, there are still cases of an unfair attitude, which have the cause in two-way ambiguity, and especially among the holders, who are young comrades and inexperienced in the work of Discovery.
These cases consist, rather, in the restrictions placed on the scouts on the move, in not creating the conditions for maintaining contacts with friends outside the embassy, in their restrictions to participate in meetings and receptions with foreign diplomats, etc.
In some countries, there are still cases that residents are not familiar with the information that is gathered in the representation from different sources or friends, and that this is done randomly. Sometimes obstacles are created for residents and scouts to use the agency’s vehicles for work.
The right of the holders should be exercised more, to demand an account, respecting also the responsibility they have in this sector. There are cases when intelligence work is discussed in the premises of the representation, without taking into account the maintenance and preservation of secrecy.
For this problem, we talked with the residents and we are convinced that they will solve these problems correctly, in cooperation with both the holders and those in charge of the basic organization of the party, always maintaining the secrecy of the work.
Problems that require intervention are the relations between friends Nexhmedin Luari and Ylber Laknori, in Budapest, as well as to some extent those between friends: Niko Dodbiba and Luan Gjonçaj in Sofia.
1 – For Comrade Nexhmedin Luari, Comrade Ylber Laknori raises these issues: Since they returned from the seminar a year ago and onward, Nexhmedin has put Ylber in a very limited regime.
Despite his requests to leave the embassy, he has not been out of Budapest for 6 months. Even the movements within Budapest, he has stipulated that they can only be carried out in the presence of comrade Dhimitër Stamo. While I shouldn’t go out too much with the commercial attache, because according to him, he is “not serious and acts like an immature”!
It has been almost 8 months, which has deprived him of the receptions that are held in other embassies with the representatives of the foreign diplomatic body. It does not help him to expand his friendship with other personalities and the most flagrant case is that of a Yugoslav journalist who, Ylberi himself had established a friendship with and kept in touch with Nexhmedin.
But now Nexhmedini meets the Yugoslav journalist himself, bypassing Ylberi, as well as taking his friend Dhimitër Stamo with him. He does not cooperate with Ylber and does not inform him about matters related to the personal protection of his comrades.
On the contrary, even when Ylberi informed him that the driver had started drinking and that his friend Ferik lost a bag with documents during a passage to Budapest, Nexhmedini, instead of taking measures, stands up and says that who informed Ylberi about these things, and that he was concerned as a communist and as an embassy official.
Using the position of the incumbent, Nexhmedini often puts himself in the role of the discoverer, and gets into some narrow issues of this sector. Searches and keeps even the pseudonyms of those who are in agency processing, gets into operational problems by not being their competent, etc.
Also, in Comrade Nexhmedin, there is a spirit of distrust towards Comrade Ylber, but also towards other friends of the embassy. It happens that in order to check the attitude of his friends, he organizes a chase on his own initiative, where, for example, to check the driver, he loaded the code.
All these cases themselves have led to friction and these comrades have been ordered to solve these problems themselves, through discussions in the basic organization of the Party.
2 – Such performances in more tame forms, there are also among friends, Niko Dodbiba and Luan Gjonçaj, in Sofia. Friend Niko, reports to Nest through a letter, where he says that he is forced to limit his movements outside of Sofia since he has no diet, as well as the limit for car fuel, which is limited, etc.
For his part, his friend Luan says that recently, they communicate better, but he emphasizes that his friend Niko wants to keep them under tutelage, that he does not inform Luan about the information that is provided in different operative ways. , or informs him like everyone else, without stopping at a deep analysis of this information.
Also, friend Luan emphasizes that: a bad atmosphere also exists through the collective, especially women, since Niko is also influenced by his wife, etc. Comrades Ylber Laknori and Luan Gjonçaj raised these problems at the Directorate of Political Intelligence where Comrade Qemal Myrseli also participated.
They were ordered to address these problems openly as communists in the meeting of the Party’s basic organizations in these respective representations.
We are of the opinion that these issues, since they are in their beginnings, should be dealt with by a friend from the apparatus of the K.Q. of ALP.
