Memoria.al publishes some archival documents labeled “secret”, extracted from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to the year 1972 and are part of a file where there is a long correspondence between the Ministry of Foreign Affairs in Tirana, the Albanian embassy in Beijing and the Foreign Relations sector at the apparatus of the Central Committee of the PPSh, (with letters, reports, instructions, information, announcements, relations, etc.), related to the work and problems that had arisen at the Albanian diplomatic mission in Beijing. The full report-information of the head of the Sector of Foreign Relations of the Central Committee of PPSh, Piro Bita and the Albanian ambassador in Beijing, Xorxhi Robo, regarding the conflict between two employees of that diplomatic representation, the economic advisor Kleo Bezhani and the secretary of to the basic organization of the party, Neço Konomi, where, among other things, it is said: “Kleo made remarks to Neço and told him to complete them. In the conversation held in Kleo’s office, Neçua objected to making these remarks and told him that these are bureaucratic and I should not make them. Here, the irritation begins. Cleo told him that you should do it. Kleo claims that he told him, that the way you made these materials, they are a mess, while Neço claims that he told him: haughty and conceited.

From the study of the five protocols of the organization, from the period of September 1971, March 1972, the clarifying information as well as the letter sent by comrade Djorxhi Robo, it results that in general, both the communists and the entire collective, have worked well and are struggling to implement Party directives and government orders. But we notice some flaws and weaknesses, which deserve a lot of attention:
- The ideological and professional education of employees is not always properly connected with the tasks and problems that preoccupy the representative office and every communist. As some communists of your organization point out, it is not enough to set a fair topic, such as what you determined for 1972.
It is crucial that the discussion of the topic in the form of education is closely related and concretized with the tasks and problems that preoccupy the organization and the collective.
A more serious work should also be done for the professional development of employees, based on the plan you have and the instructions of the relevant departments.
Emphasis should be placed on the collective discussion of topics with a political, ideological, economic character, of our country, etc. Pay special attention to learning foreign languages.
- The internal life of the basic organization should be strengthened when the problems that preoccupy the embassy, the communists and the collective are dealt with in a healthy spirit, accountability is given for the tasks, and there is principled criticism and self-criticism.
Therefore, there is no place for the concepts that there is specific work in the embassy, that the organization should deal only with the education of employees, while accounting for daily work cannot be given only in the organization, but in the department where the employee depends.
There are frictions and quarrels between some communists. An ugly gesture is the quarrel that took place recently between two Communists of your organization. These damage the unity of the basic organization and become an obstacle to the realization of assigned tasks.
- Therefore, lessons should be learned to strengthen the work of the basic organization, to better organize the ideological education of communists and your entire collective, as well as criticism and self-criticism.
The problem remains the struggle to carry out the decisions taken to the end. In this regard, the control of the basic organization should be greater and more systematic.
It is well done that in a meeting of the basic organization; you analyzed the work for the realization of the tasks of the Trade sector, putting more emphasis on your shortcomings and those of the relevant departments.
It would be very nice to send us separate, complete and summary information with the main problems that arise in this regard.
- The protocols of the organization are sent to us late; they are collected 6-7 and sent together at once. Such a practice does not seem fair to us. Arrangements should be made for the protocols to be sent to us every month. These are some observations we have from studying the protocols.
At the nearest meeting, these will be made known to all communists of the organization, in order to raise the level of its work and the successful realism of the tasks of the basic organization and representative office.

On the review of the dispute between comrades Neço Konomi and Kleo Bezhani from the Basic Organization of our embassy in Beijing.
From the study of the protocol of the meeting developed by the Basic Organization of the Party for this problem, it results that the fight between comrades Neço Konomi and Kleo Bezhani, developed as we informed you in the first information, without any changes.
In the beginning, this problem was raised at the meeting of the bureau of the basic organization, where comrades Xhoxhi, Kleo, Spiro, and Reiz also participated.
In the bureau, you had a long analysis of this issue for almost 6 hours, where, in addition to the above friends, the friends of the bureau also discussed. As it appears from the protocol, the bureau has severely criticized Comrade Neço for the expressions he used against Comrade Kleo, as well as for the violation of state discipline.
Comrade Neço, accepted the mistake but did not make a full self-criticism. Therefore, the bureau was not completely satisfied with this self-criticism and after severely criticizing it, ordered it to reflect better in the meeting of the organization. Neço promised the bureau, which did not come up with any measures.
In the meeting of the basic organization, in addition to comrades Neço and Kleo, 12 other communists also discussed some of them twice. All comrades, according to the protocol, react correctly and condemn the quarrel and the attitude of comrade Neço, who broke the discipline at work, who showed hot temper and used insulting words.
Friends Xhoxhi, Spiro, Avni, Jovan, and some others, say that this quarrel is not accidental and they ask that Neço, to delve into his self-criticism, to reflect properly, to dwell on the causes that led him to his attitude graceful, etc. Taking the floor, many communists were not satisfied with Neço’s self-criticism.
Comrade Spiro Rusha, discussing Neço’s position, proposes the dismissal of the secretary of the party organization. Neço Konomi, discusses several times, admits that he made a mistake, that he did not restrain himself, and that he used offensive words. He agrees with the criticisms of his friends, and emphasizes that the fight was an accidental occurrence.
It also says that in the future, it will review the reflected weaknesses, and work and time will prove the correction. Therefore, Neço does not even in the organization, a deep analysis of his negative performances. Kleo Bezhani, in his discussion, does not accept that he called Neço arrogant and arrogant, but when he was told insulting words, he asked Neço to leave the office.
Cleo says that there were no other cases of quarrel with Neço. According to him, Neço has quarreled with S. Rushë, J. Andon, and G. Lika, (Neço does not accept these). Cleo explains Neço’s attitude with the fact that he harbored hatred for her and finally exploded. According to him, Neço is glad that he did not come out to meet him at the airport when the latter came to Beijing.
At the end, after the discussions were closed, the proposal of comrade Spiro Rusha is put to the vote. Of the 21 communists who participated in the meeting, with 17 votes in favor, 3 against, and 1 abstention, it was decided that Comrade Neço Konomi should be dismissed as secretary and member of the bureau.
Comrade Hysni ordered to accept the proposal of the basic organization of the party, about which we notified the communists, to transfer Neço Konomi and to review the issue of the existing framework for replacement.
We talked with our colleagues and in this direction the following measures have been taken: The Ministry of Trade has been instructed to make as soon as possible the proposal for the replacement of Neço Konomi, also later, to think about replacing Comrade Spiro Rusha.
The Secretariat of the Central Committee of the Party, on 17.6.1972, decided to return comrades Kleo Bezhani, Dilaver Shkurti, and Reiz Xhelili. All these were replaced. Memorie.al
