It was the end of October 1948, when Vaskë Koleci was dismissed as director of the State Security and handed over the office and tools to Kadri Hazbiu, another character who became equally well-known as the head of the Secret Service (State Security).
In the minutes of Hazbiu, as it appears in the facsimile we are publishing, in addition to the secret files, where they differ from the directives of the Yugoslavs for the organization of the Secret Police, there is also a long list with a multitude of valuable items that were found in his safe head of insurance.
Most of them belong to political prisoners, who apparently ended up in the office of the head of the Secret Service after the looting that his subordinates did to them before the execution. In their inventory, the large amount of gold coins and watches, other expensive items, even gold teeth etc. is noticeable.
List
The content of the inventory of the minutes signed by Hazbiu and Koleci on 30.10.1948 is really surprising.
It is enough to take a look at the list of coins and items that were found in the safe of the director of the State Security. It is written in black and white:
An envelope with 1,286 US dollars, 20 gold sterling, 16 Turkish lira, 610 gold napoleons, 34 Turkish florins, cash balance 1,755,823, 41 pocket watches, a box of 12 silver glasses, a bag of Turkish mejites, a package of old jewelers, 10 pieces of jewelry, two other watches, 5 pieces of gold rings, a quantity of Albanian money, a silver snuffbox, an envelope with three watches for 1980 ALL, an envelope of Eugenio Scaturos with a gold ring, an envelope of Aleks Vasili with money, Rizio Konfredo’s envelope with some money and an old fountain pen, Hans Vala’s envelope with old money, the envelope of …. old money and a pocket watch, envelope of Mario Guarnieri and a watch, envelope of Mihal … and a fountain pen and old money, envelope of Kujtim Beqir, a gold ring and pocket watch, envelope of Pandeli Zografi, an old watch of old, envelope of Zyraka Manos, old money and a women’s watch, Turkish lira, one sterling, 3 gold napoleons and a gold chain, envelope of Abdyl Sharra, an old watch, an envelope of old money and a pair glasses, wrist watch of Selim Kirluk, two gold teeth, two German watches, a valuable bracelet of Hysen Shehu, a woman’s hat of 48 pieces of gold with two pieces of Indian hoops, 160 pounds of paper, a box with a fountain pen of gold Tarascon, a box of old decorations, a jewelry box, a watch and a gold necklace, a ring with green gold stones, a gold chain, 4 gold buttons, 1 thousand Egyptian francs, Namik Xhelil’s envelope, some old money , a watch and a pair of earrings and 1 thousand new ALL, Emin Bakalli’s envelope with 69 0 ALL, a fountain pen and a watch, an envelope from Mirush Përmet, a pair of gold earrings in a box, a chest with a free piece of gold, a watch and 3 bracelets, a receipt for 183,429 ALL, two checks for 500.00 ALL, six tied dengs with 100 pieces of 500-leka, ten thousand dengs, ten teng with 1000 pieces of 50-lek, 70 pieces of thousand, 6 pieces of 500-lek, 2 pieces of 100 pieces, 59 pieces of 100-lek, one deng with 100 pieces of 50- ALL, 188 pieces of 50 ALL, etc.
The fact that among many precious items, in the safe of the head of the State Security, there were also two gold teeth, which must have been found by some death row convict, or some dead person in the Investigator, is worth noting.
The looted
There are three groups of looters, whose belongings were recorded in the minutes of Kadri Hazbiu and Vaskë Koleci, from 1948.
First, the “anti-party” group of Kadri Hoxha and Ludovik Nikaj.
The first, a well-known figure of the War, military representative in Bari, Italy, deputy of the People’s Assembly, whose mandate was interrupted after the arrest.
The second, Ludovik Nikaj, the character of the feature film “Decision”, with a completely fictional subject, to whom “treason” is attributed for the story of the communist bases during 1942. He was interned in Italy and after the end of the war he asked to returns, after marrying his brother. In the movie “Vendimi” it appears as if a unit arrested him in Bari. When Ludovic arrived in Albania, he asked for a meeting with Koçi Xoxen or Enver, but he ended up in the Investigator and later before the shooting.
The second group is that of Deputies, where Arif Gjyli and Islam Radovicka are mentioned. The rest of the looted belongs to the engineers of the “Keneta e Maliqi” process. Abdyl Sharra, Kujtim Beqiri, Zyraka Mano and the two Italians are among those sentenced to death, which appeared in public hangings or shootings that took place at that time. In the inventory list of the minutes above, there are also other names, anathema in the first years after the end of the War, as “reactionaries and sworn enemies of the People’s Power”.
Skender Kosovo
The chief police officer of Tirana in the first years after the end of the war had become the terror of the city, especially of the families of political convicts. Security documents contain dozens of denunciations by the women of the arrested about his brutal behavior. “The local security authority, like Skënder Kosova”, – it is written in an article dated January 13, 1947, “has gone too far with its stance against women and family members of convicted enemies”.
Such excesses, such as house raids and looting of personal belongings, where not even the body parts were spared, in Tirana of those years were compared to those of the conqueror. However, Skender Kosova was not an isolated case, but part of the brutal profile of the State Security.
The only official figure, referring to Security documents, is that of 1948, published in 1984, in the magazine “In the service of the people”. According to her, from the war until that period, 43,816,682 gold coins and jewelry were seized. Is it complete? No doubt not. Memorie.al
