Memorie.al/ publishes an archival document extracted from the Archives of the Ministry of Internal Affairs, which belongs to the year 1975, where there is a report with the signature “Secret” drawn up by the Director of the Directorate of Internal Affairs of Tirana, Nustret Dautaj, The Director of Investigation at the Ministry of Internal Affairs, Muço Saliu and the head of the Investigation Branch, Ali Korbi, regarding the circumstances of the death of Ndue Marashi, who at that time held the position of Chairman of the Executive Committee, Tirana district, member of the Plenum and the Office of the Party Committee of the district of Tirana and also a deputy of the People’s Assembly of the People’s Republic of Albania, where according to the official version, they were told that he had committed suicide. The full report of the three highest officials of the Directorate of Internal Affairs of Tirana and the General Investigation of the Republic, regarding the event that occurred on December 16, 1975, where according to the official announcement of the Ministry of Internal Affairs of that time , which is published for the first time by Memorie.al, describes in detail the circumstances of Ndue Marashi’s death, reconstructing the event in question, which took place in his house, on “Haxhi Sina” street No. 4., right next to the “Red School”. What is said in the relation in question regarding the testimonies given by some of the people closest to him, starting from the employee (maid), who worked in his villa, Hajrie L., his personal driver, Klajdi Ç., as and his family members, his 15-year-old son, Vlash Marashi, and his mother, Drane Marashi. Why in the official document drawn up by the three senior officials of the Directorate of Internal Affairs of Tirana, about the circumstances of the death of the chairman of the Executive Committee of Tirana, as various accusations and versions are thrown, making him a collaborator with “groups hostile” of Beqir Balluk, Abdyl Këllez and Koço Theodhos, as well as “The hostile saboteur group of Baldushku’s cows”, etc.?! Why is the document in question missing the data of the forensic report and the names and signatures of the relevant doctors, which adds more to the doubts and the version of his family members, such as of his eldest son, Gjovalin Marashi, (resident in France since 1990), who in a statement for Memorie.al, declares that: it was a murder carried out by the State Security and its segments. What is said in the official document of the State Control Commission, addressed to the family of Ndue Marashi, in response to the request of Ndue Marashi’s wife, Franceska Marashi, to Manush Mufti, the Chairman of the Internment-Deportation Commission, to remove the measure of exile and allow her and her two children, as well as other family members of the Marashi family, to return to Tirana?!

Report
ON THE SUICIDE OF NDUE KOL MARASHI
On 16.12.1975 at 12.15, the citizen Nesim Bega (doctor at the Special Polyclinic), informed by phone the Internal Affairs Bodies in Tirana, that he found the death by gunshot of the citizen Ndue Marashi, Chairman of the Executive Committee of the People’s Council of Tirana district. The body is located in his house, on the street “Haxhi Sina” No. 4.
Upon receiving this notification, the Director of the Directorate of Internal Affairs immediately went to the scene of the incident, where, after ascertaining the fact, he ordered the initiation of the criminal case, appointing the operational-investigative group consisting of: the Head of the Investigation Branch, two investigators, two criminal experts, and two forensic experts.
The investigative team, upon arriving at the scene at 12:35, began the criminal case, performing the relevant actions, conducting the scene, examining the corpse, questioning witnesses, collecting, fixing, and analyzing traces and material evidence, and actions of others.
From the investigations so far it follows:
- The event happened on 16.12.1975, around 11.00
This is proven by the following evidence:
Witness Hajrie L. (service worker), explains that: “Around 10.10, Ndueja went down to the kitchen, where, apart from other conversations, he asked me for some cloths, because he was going to clean the revolvers. After that, he went up to the room and I didn’t see him again. Around 11:00, I heard a rifle crack, not very strong. I was surprised, but since I didn’t hear any crack or other noise, I didn’t pay attention to it and after a while I went out to the market to buy bread as usual”.
Vlash Marashi (Ndue’s 15-year-old son) explains: “Today, when I returned home from school, around 11.45, I found that no one was there. I went upstairs and saw the bedroom door slightly open. of my parents. I stretched my head and on the bed, I saw my father lying with a wound on his forehead. Shocked, I ran to my uncle’s house and informed about this, my grandmother, and then my older brother at school.”
Drane Marashi (Ndue’s mother), explains: “When I entered the bedroom, I saw Ndue lying on the bed. He was dead but still warm. I straightened his body, took the revolver from the mattress and placed it on the dresser. After that, I started crying and asking for help.” Neighbors, who heard Drane’s cries, entered the house and after ascertaining the fact, notified the doctors of the Special Clinic.
- The incident happened in the bedroom, exactly where the corpse was.
This is proven by these facts:
The corpse was found lying on its back on the bed, naked (shirt and pants) and with a jacket over its arms. There was a gunshot wound on his forehead, from which blood was still flowing. The blood, which had partially stained the face and the pillow, had pooled, although not completely coagulated, to the left of the corpse’s head. On the bedside table near the bed were found:
A T.T. pistol, with the play cradle in the rearward position, without cartridges, the barrel of which, on sniffing, had traces of blood and brain matter. Here, a T.T. pistol was also found, with a comb and no cartridges, a “Mauser” 7.65 mm pistol. with 7 cartridges in the comb, and a “Nagant” revolver, without cartridges, all three in normal position.
On the floor, around the bed, was found a shell and a cartridge case, a standard cartridge for a 7.65 mm pistol. On the wall above the head of the bed, 160 cm. on the floor, there was a deep one (with mortar fall in irregular shape, 3 cm. long and 1 cm. deep) around which were attached, spatters of blood, brain matter, and strands of hair.
- Death is the result of a suicide by gunshot.
This is proven by the following evidence and facts:
The legal doctors who performed the examination and autopsy of the corpse, in the act of medical-legal expertise, No. 174, dated 16.12.1975, scientifically prove that: the death of Ndue Marashi came as a result of severe brain damage, caused by the penetration of a projectile fired with a firearm into the head.
In this act, as well as in act No. 225, dated 16.12.1975 of the Central Criminal Laboratory, it is also scientifically proven that: the wound found on the head of the examined body was caused by a gunshot, the barrel of which was kissed with the forehead (they look clear, characteristic star-shaped skin and bone tears, the burn mark, and gunpowder and soot debris inside the wound, as well as blood spatter and brain matter on the gun barrel).
The ballistics examination proved that the projectile and shell that were found at the scene constitute a cartridge and were fired from pistol TT No. A-91723 that was found at the scene, and that according to the register of weapons permits, by the Directorate of Internal Affairs of Tirana, belongs to Ndue Marashi.
- The suicide was committed with full conscience.
This is argued with these facts:
The wound on the forehead, the traces of blood on the back of the right hand, as well as the bruises on the index finger of this hand, the direction of entry and exit of the projectile, as well as the line of its flight, connected with the deep mark on the wall above the head of the bed, caused by the shell, and the place where the shell was found, prove that at the time of the suicide, Ndue Marashi was sitting on the bed, with his head bent forward, and with his forehead resting (kissed) completely on the barrel of the pistol, indicators that exclude any possibility of accidental suicide.
The testimony of the driver Klyd Ç., to whom Ndue Marashi asked for the oleator (small oil pump) 5-6 days ago, saying that he needed it to clean the weapons, taking the rags from the maid under this pretext, as well as placing from the one on the dresser of the three pistols painted only on the outside with oil, because even the rags did not have the trace of passing through the barrel, the absence of the birch used for cleaning, etc., are actions done by Ndue Marashi, with the aim of staged accidental suicide.

From the side investigations into the causes of Ndue Marashi’s suicide, based on the conversations with the comrades who are aware of the problems that have been addressed in the Party forums in the district of Tirana, including comrade Nusret Dautaj (member of the Party Committee and Bureau of the district), results: In the Plenums of the Party Committee of Tirana, when the materials of the 5th and 7th Plenums of the K.Q. of the P.P.SH., Ndue Marashi, were asked whether he had relations with Beqir Balluk, Abdyl Këllez, Koço Theodhos, close friendly relations, and going for lunch and dinner in the villages of Tirana. He has not accepted such a thing, although these facts are already known…!
In the Office of the Tirana Party Committee, when the state of damages in the Shëngjergji Agricultural Cooperative was analyzed (July 1975), Ndue Marashi and Fadil Lami were criticized for hiding the serious damages done to this cooperative. They took 2,400 square meters from the state reserves without the approval of the Government. bread grains, which they gave to the Agricultural Cooperative of Shëngjergji and some other cooperatives, they gave unrealistic figures for livestock problems, they did not denounce for criminal prosecution 11 cases of damage and misuse of socialist property discovered by the control bodies -revision, etc. They did not accept these criticisms.
The investigative process that is being developed against some defendants, former managers and employees of the Shengjergji Cooperative, proves that these actions were carried out by Ndue Marashi and Fadil Lami. In the Office of the Tirana Party Committee, when the report that was to be presented to the Plenum on the work of the Party’s basic organizations was reviewed, in the dicastery (October 1975), as well as in the Plenum meeting that analyzed this same problem (November 1975) , Ndue Marashi took a negative attitude towards the criticisms they gave you, trying to justify them with a shallow self-criticism.
He did not welcome Fadil Lam’s dismissal from the position of First Secretary of the Party Committee of Region No. 4 and especially the proposal that was made in the Plenum for his removal from the position of Chairman of the Executive Committee of K.P. of the district of Tirana and at the same time the exclusion from the Bureau and the Plenum.
In other meetings of the Bureau of the Tirana Party Committee, held in December, Ndue Marashi again tried to justify himself for the criticisms that have been made regarding the non-implementation of the bread grain plan in the district of Tirana, the planting with fodder of lands under water planned for corn, etc.
Regarding his tendencies to maintain close social relations with people given to personal interest, lunches and dinners, such as Haxhi Mukë (former Chairman of the United Cooperative of Shëngjergji, currently arrested for sabotage and theft in large proportions of the socialist wealth), which, outside the rules of the Party, he has proposed for “Hero of Socialist Work”, and when the problem of removing his immunity was raised, he expressed with obvious regret that : “we are also putting this one in jail”, etc.
From the investigation that is taking place against a group of saboteurs and thieves of the Shëngjergji Cooperative until now, it has been proven that Ndue Marashi is heavily implicated in this process. The defendant, Haxhi Muka, deposes that he made false reports on the yields of livestock grains, and other illegal actions, with the knowledge and approval of Ndue Marashi.
From the depositions of some of the defendants and from other sources, it appears that Ndue Marashi has taken butter, cheese, fruit, etc., free of charge from the warehouse and dairy of the Shëngjergji cooperative. In addition, it turns out that before their arrest, these defendants were instructed by Haxhi Muka not to admit anything to the investigator, as Ndue Marashi would intervene to save them.
In this regard, it attracts the attention and the same attitude that the arrestees are holding for the Baldushku incident, who, according to our operational sources, state that they have been ordered not to tell about their activity, for the reason that they have the support of a person in a position which will help them not to be punished.
It is possible that this “person in position” is Ndue Marashi or some of his connections. The investigations so far prove that recently Ndue Marashi has shown symptoms of anxiety, fear, worry, and nervousness, both in the family, as well as at work and in society.
Based on the analysis of all these data and evidence, they consider the investigation into the fact of intentional suicide of Ndue Marashi to be closed. The investigations will continue to determine more deeply the causes of this act, although in advance we come to the conclusion that: Ndue Marashi has made serious mistakes and faults, which contradict the Party’s line and the laws of the State.
And not having the courage to accept and tell the Party, to escape responsibility he committed suicide, thus committing an even deeper act of hostility. Ndue Marashi must have been implicated in the hostile activity of the conspirators, Beqir Balluku, Abdyl Këllezi, etc.
