Memorie.al publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former Central Committee of PPSh), which belong to the years 1945-1949, where there are some reports, information, relations, announcements, decisions , etc., of the District Party Committee of Tirana, signed by the first secretary, Fiqret Shehu, sent to the Central Committee of the PPSh, regarding the proposals made in the meetings of the basic party organization of the Directorate of State Security, where, after analyzing the “Trotskyist and hostile activity” of the highest leaders of the Ministry of Internal Affairs, such as: Koci Xoxe, Nesti Kerenxhi, Vaskë Koleci, Vango Mitrojorgji, Mihallaq Ziçishti and Myftar Tare, the relevant motivations for the measures taken were given and the punishments against them.

The minutes of the meetings of the Directorate of State Security, where most of the management staff who took the floor there, discussed and analyzed the activity of their work for the period 1945-1949, evidencing terror, persecutions, internments, arrests, imprisonments , torture, shootings, crimes, extrajudicial and extrajudicial killings, disappearance of persons, etc., etc. that had undertaken the highest cadres of the Ministry of Internal Affairs, starting with Koci Xoxe, Nesti Kerenxhi, Vango Mitrojorgji, Vaskë Koleci, Myftar Tare, Mihallaq Ziçishti, etc., who, among others, were accused of, in cooperation with the Yugoslav advisers of the UDB who were included in the Ministry of Internal Affairs, such as the infamous Colonel Safet Filipovic, Major Mirko, etc., had put the State Security bodies over the Party, going so far as to control the mail of to the ‘Commander’ (Enver Hoxha), as well as to supervise the main leaders of the Party and the government, such as: Mehmet Shehu, Spiro Kolekën, Bedri Spahiun, Nako Spiron, Njazi Islami, Spiro Gusho, etc.

Attached we send you the proposals of the basic organization of the Directorate of Insurance, No. 1, regarding the measures to be taken for the comrades: Vaskë Koleci, Vangjo Mitrojorgji, Myftar Tare and Nesti Kerenxhi.
After considering them, the Party Committee, for the reasons stated in the attached motivations, approves that: Vaskë Koleci, be expelled from the party, Vangjo Mitrojorgji and Myftar Tare, a serious remark be removed.
As for Nesti Kerenxhi, since he has not been part of our organization, the Central Committee decides, but nevertheless, the Committee is of the opinion that the proposal of the basic organization is appropriate.
For Comrade Mihallaq Ziçishti, it was proposed in the organization to give him a light remark in front of the organization, but from the delegate of the Committee, who was at this meeting, we were informed that the opinion of the organization was that he should be advised about with some of his mistakes, but it was poorly expressed, in motivation.
The city committee is of the opinion that: no other measures should be taken against Comrade Mihallaq Ziçishti, except for the criticism that was made to him in the organization in that special meeting, given that Comrade Mihallaq has been in Security for a while, and that he did not make any particular mistake, from the mistakes made by all the friends who worked in the Security sector, before.

THE MOTIVATION OF THE PUNISHMENT OF SOME FRIENDS
- VASKË KOLECI, was taken to the bodies of the Ministry of Internal Affairs in Berat, by Koci Xoxes, as an element that would verbally implement his orders.
As such, he has always been in primary responsibility in Insurance, as Secretary General of Insurance. The head of the II Section, and upon his arrival from Moscow, after the VIII Plenum, assumes the position of Deputy Minister for Security.
He referred that: in the basic organization of the Security, any of the comrades of the highest forums of the Party could participate, but, comrades appointed by him, this act, which puts the Security, above the Party.
His work in Insurance is a prototype of Trotskyist work. Vaska is the main responsible for all the dirty work done by the State Security bodies.
With his order and signature, circulars were issued for the control of party members, i.e., he drew the line in the Security bodies, for putting the Party under the police control of the Security.
It is one of the elements that weigh on him, the serious mistake for the establishment of the Security organs, on Trotskyist basis, brought by the Major of the Yugoslav OZNA, with whom he cooperated closely.
He directed large-scale operations, giving him “white cards”, from Koci Xoxe, as in Shkodër in January 1945, – September 1946, Gjirokastër, (minorities), etc., where by his order, shot and tortured, innocent people, which, as a result, has brought the people’s enmity with the government, i.e., has severely broken the Party line.
It is responsible for unjust arrests-convictions, as well as tortures, on a large scale, both for the people and for innocent Party members. By blindly following the orders of Koci Xoxes, he created illegal trials for the mysterious disappearance of Party members.
He ordered the Command of the People’s Protection Division, etc., for executions without trial, cases of which have been numerous.
By order of Vaskë Koleci, leaders of the Party and the State, such as: comrades Mehmet Shehu, Bedri Spahiu, Spiro Koleka, etc., have been put under the control of the State Security. , Comrade Nako Spiro, checked the post of Comrade Commander.
He is responsible for the vile policy of the cadre, which has been carried out in Sigurim, a policy characterized by an excessive sectarianism, which has caused the departure of many good friends from Sigurim, without any just reason. With this, it has caused the Security cadre to be repressed and always under the fear of surveillance.
During the time he was with the main responsibility in the Security, he cooperated very closely with the agents of the Yugoslav espionage (UDB), such as the infamous Colonel Safet Filipovic, Major Mirko, etc., who had become the leaders of the Security in our country.
He did not hide anything from them, he handed over important documents, i.e., he handed over important state secrets to the Trotskyists.
These, by his order, by means of reports translated into Yugoslav, were given all the problems in pursuit of the Security, and in this way, in addition to being left free to build their own information bases, they are also help with this way of working.
Apart from not following the problems that were raised by the Security bodies, regarding the open sabotages of the Yugoslav Trotskyists, in our work centers, he handed these over to them.
In his four-year job at Sigurim, Vaskë Koleci, especially recently, is characterized by a pronounced anti-Soviet spirit. His stay in Moscow, sent there to benefit from the very valuable Soviet experience, against the instructors, belittling them, belittling them, accusing them of theft, etc., the stay which ended, in the infamous report “Impressions from Moscow”, of made by him there, show this.
In addition, his orders for the police control of Soviet filmmakers led by Kopalin, for the surveillance of other Soviet personnel in our country, reinforce this spirit that existed in Vaska.
The activity of his anti-Soviet work also includes the fact that he did not put into practice at all what he learned from his friends who were in Moscow, and when someone suggested this, he ordered the continuation of the work in the first breath, i.e. that is, in the Trotskyist spirit, brought by the Security bodies, from Yugoslavia.
Vaskë Koleci, for all this activity, Trotskyist end and end, has been completely conscious, which is clearly shown by his attitude against these serious mistakes.
He did not understand, or rather, did not want to understand, the letters of the Bolshevik Party, and the Resolution of the Inform-Bureau, and this is shown by the fact that he continued to follow this spirit even after these.
The self-criticism of Vaska Koleci, which he has been doing in the basic organization for many hours in a row, has been nothing but a sick phraseology to justify himself, blaming all this Trotskyist activity on others, i.e., Koci Xoxes, who ordered them, for these actions, leaving aside his heavy responsibility, for the implementation of this line.
For all this, the basic organization, with unanimity, proposed his expulsion from the party.
Vangjo Mitrojorgji, was taken to the Security bodies, as a person predisposed to serve the Trotskyist line of Koci Xoxes and based on personal knowledge. Consciously implemented Koci’s orders.
From the Security section of Tirana, as the chief that he was, he supervised and gave written reports for party members.
He took part in unjust arrests and as he himself says, “It was a competition to see who would torture more”.
It has arrested Galip Hatib by order, and is aware of his disappearance, through a special trial.
During his time in the Directorate, he did not cooperate with the Prosecutor’s Office, and violated the laws of power. On the one hand, he had meetings with the OZNA agent, Safet Filipovic, and gave him all the secrets of our state that he had, on the other hand, he gave orders in Kučovo to keep the secrets from the Soviets.
Here comes his attitude, anti-Soviet. This is also strengthened by the fact that during the time he was in the Soviet Union, he despised the Soviet people, and when he returned here, together with Vaskë Koleci, he gave Koci Xoxes an anti-Soviet report of 30 pages.
In the sector of Vangjo, many files of Party comrades have been opened. When several agents were arrested in the process, Comrade Spiro Koleka, of Nako Spiro, intended to be implicated. Even with these, he worked after the Resolution of the Informburo until the 11th Plenum. After coming from Moscow, he did not put into practice the Soviet instructions.
He compiled the circular, for the control of Party members, which was issued by Sigurimi. He made intrigues so that Comrade Beqir Ndou, from the Directorate, would come out as a man of compromise. He was of the opinion that only certain people should come to check the Security cell.
He made intrigues for his friends Spiro Gusho and Njazi Islami.
Comrade Vangjo Mitrojorgji’s self-criticism has not been at the right level, but since there is hope for improvement, and since his responsibility in the Directorate is not the most important, the basic organization of the Directorate of State Security proposes to a severe remark is removed.
