Memorie.al publishes some documents marked “secret” from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to the months of June 1975, where the Albanian ambassador in Beijing, Behar Shtylla, by means of an information report sent to the Foreign sector at the apparatus of the Central Committee of the PPS in Tirana, informs “about the work developed with the people who are in the People’s Republic of China in the framework of the campaign for accountability and the elections in party”, where he highlights the behavior of the Albanian specialists who were there at that time for specialization. The complete report-information of the Albanian ambassador from Beijing, regarding the “improper behavior” of specialists and communists: Vaso Dhono, Muharrem Shehu, Avdurrahim Ekmekçiu, Çlirim Mançe, etc., as well as the meetings of the basic organizations of the party, where “we they unanimously chose as secretary, Comrade Engjëll Leka and as deputy secretary, Comrade Kristaq Teneqexhiu”.

On the work developed with people located in R.P. of China in the framework of the party accountability campaign.
Based on the instructions we received from the Foreign Sector of K.Q. of the ALP, and in implementation of the tasks issued by the basic organization of the Party in the representation, with all the basic organizations of the Party, the basic organizations of the Youth Union, groups of interns and specialists, students, etc., despite the fact that the meetings for giving account in the election would develop only two basic party organizations, that of specialists in Beijing, and groups of apprentices who learn in metallurgical plants no. 1 and 5 of Shanghai city.
We took measures to include all our people who were in R.P. in this campaign, as a political and ideological action of China. According to the instructions we gave the basic organizations of the Party and those of the Youth Union, they organized the editorial work in the newspaper “Voice of the People”, for this campaign with all the people.
Then from our side, based on the cities, we held meetings with all the people in: Beijing, Shanghai, Guangzhou, Tianjin, etc. The analysis of the work was carried out with partiality, with a critical and self-critical spirit; these were addressed by names, for concrete and argued problems.
So, for example, Comrade Qemal Cani, who is also the deputy secretary of the grassroots organization, was criticized more severely than others, who, in one case for a very simple matter, had led some people to a dead end. Likewise, the communists Avdurrahim Ekmekçiu and Çlirim Mançe were criticized, who did not actively participate in discussions and did not develop criticism and self-criticism.
Out of 14 communists in total, 10 discussed, while the other 4 who were prepared, withdrew because problems emerged. It turned out that the communists have always come to the meeting prepared, and have been active in discussing problems. Thus they have given their contribution to the smooth running of the work in the basic organizations of the party.
This basic organization in this meeting addresses the problem: “To raise the level of the organization’s work to a higher level, for the further improvement of the moral image of communists and practitioners”. In this regard, she stopped mainly in two main directions, related to tastes and behaviors. The problem was generally treated in an ideological prism, and for this reason, they had made good use of the materials of the Party and Comrade Enver.
In some cases, the report referred directly to Comrade Enver. As it turned out from the report and from the discussion about the tastes, the overwhelming majority of the people decently represent our new man, educated by the Party and Comrade Enver. However, it was emphasized that the ‘fire’ in this direction must be kept constantly lit, as cases have been observed in some young people, when they wear their hair and favors long, more than necessary.
For this matter, the opinion of some young people was criticized that, since we are far from the homeland, we can feel ourselves “a little freer”, so we can wear our hair and favorites as we like. In this direction, the emphasis was placed on the continuous work that the basic organization of the Party, and that of the Youth Union, should develop with such people in order to create sound concepts in them.
There was also criticism of the work with hoops and in some cases the displays of indifference. As for the behavior, it turned out that the Chinese friends not only gave us a very good and warm welcome and that all the right conditions have been created for them.
When some trainees of the furnace group, who had come a long time ago, in the first meetings they said to you: “what did it take you to come here, because you will get bored quickly because time does not pass”, and other words like these, which for a moment, in some of the trainees of the new groups, created a certain annoyance.
We emphasize that the group of furnaces consists of 40 people and only 1 communist was among them. We informed you about this group last year, when we were at the seminar. Likewise, we raised a problem with the Secretary of the Metallurgical Combine Party, during the visit we made to that facility.
Of course, we had to do a special job for the whole time with that group because, in its composition, there were people like Ruzhdi Biza, an electrical engineer, without a party, who developed a work that caused the division of people in groups.
In the report and in the discussions, examples were brought that, although rare, have influenced manifestations of improper behavior with each other. Thus, for example, the trainees Vaso Dhono and Muharrem Shehu, fight with each other, the member of the Union of Youth, Edmond Abazi, during a sports match, shoots the communist Ramazan Çamani without any reason.
For both cases, the Party’s basic organization gathered and called all three of them, and severely criticized them. For the Youth Union member, the matter was raised with the grassroots organization and it was decided that all three would be warned.
Since that time, the situation appears good, while with the Chinese friends, they have very good relations. In the end, the basic organization, by unanimous decision, elected comrade Haki Pupuleku as Secretary and Deputy Secretary, comrade Qemal Cani.
In the same way, in the basic organization of the party of specialists in the city of Beijing, but anonymously, he chose comrade Engjëll Leka as Secretary and comrade Kristaq Teneqexhiu as Deputy Secretary. The basic organization finally defined the tasks for the further improvement of the work in the future.
