MEETING
OF THE SECRETARIAT OF THE CENTRAL COMMITTEE OF THE ALP DATE SEPTEMBER 20, 1982
This meeting was convened by Comrade Enver, where comrades Adil Çarçani and Hekuran Isai were also invited to analyze the serious mistakes of the member of the Politburo, Kadri Hazbiu, committed during his time in the Ministry of Internal Affairs, as Deputy Minister of then minister.
COMRADE ENVER HOXHA: I called this meeting of the Secretariat of the Central Committee, to examine a problem that is as delicate and important, as well as dangerous for the fate of the homeland. I do not want to dwell on the issue of which we are now aware, that the enemy and traitor Mehmet Shehu, for 40 years has worked in our country, organizing plots to overthrow popular power and liquidate the
Party. We know these plots, because we discovered them ourselves. Today I want to emphasize the issue that all the plots have been revealed by the Politburo and not the State Security.
The State Security, or rather the Ministry of Internal Affairs, after the discovery of each plot, as much as it could or as much as it was allowed to enter the problem, continued the process, but not until the end. However, the main ones of these plots, starting from Koçi Xoxja, Tuk Jakova, Bedri Spahiu, as well as a number of other, not small enemies, we have unmasked, judged and condemned. Koçi Xoxe, we shot the main one, we gave escalated sentences to others, to some who were less guilty, we gave administrative measures, in other words, we interned them. But it is a fact that the hostile work was continued by those who could be called “tails”, but who were not really like that, but were “trunks”. And these “trunks” released “shoots” again.
Hostile work, disguised as “friendly”, first by the Yugoslavs, then by the Soviets, under this mask had spread its roots, almost throughout the country, especially in the Ministry of Internal Affairs and the Ministry of National Defense, two the most delicate points of our dictatorship of the proletariat.
We also discovered a few years ago the plot of Beqir Balluku and the group of officers, which was also very dangerous and on this occasion, we took a series of measures, took to court, tried and then shot the main culprits, the leaders, except one, more the main one of all, Mehmet Shehu, whom we could not find.
As you know, we also took measures on this occasion for a number of other military cadres we imagined, but for whom we had no evidence, that they were in the waters of this coup, and we released them, as were a number of senior officers. I am personally convinced that the release of this number of senior officers, some of whom we may have taken into exile, were linked to the Soviet agency in the first place. But we had no facts and as we all know, without facts the Party has never acted. And not only did he not act, but he also tried to correct people, he worked to rehabilitate the wrongdoers.
After the coup in the army, we discovered the traitorous group in economics of Abdyl Këllez, Koço Theodhosi and Kiço Ngjela with friends. We also discovered this group here; it was not discovered by the State Security. The State Security then acted to conduct the investigation, so that it could bring something to light.
The same can be said about the discovery of the group of Fadil Paçrami, Todi Lubonja and a number of other people connected behind them, such as Ismail Kadareja with friends who came around this group. This work was again done by the Central Committee, not by the State Security.
All of these constitute a major minus for State Security.
We finally discovered the enemy Mehmet Shehu with his main accomplices, who are now in prison and are depositing.
But, it is a fact that Mehmet Shehu was the chief agent, the one who set in motion all these hostile groups. Mehmet Shehu was the main resident of the American CIA, he was also the agent of the British (Intelligence Service), the agent of the Gestapo, the agent of the Italian SIM, the agent of the Yugoslav Titoists, the Russians, maybe even the Chinese. For the agent of the Chinese, I said maybe, that so far we have no facts about this that we have for others. All these connections of his that I mentioned are proven.
We analyzed the hostile and agency activity of Mehmet Shehu, but this is still superficial. It is our duty to delve deeper into this issue, because this is not only the job of a top agent like him, but also of the agency network that this enemy has prepared in time.
As it turns out, the preparation of the foreign agency in Albania was not done by Mehmet Shehu, personally. He got in touch with the agents of Yugoslavia, of the Russians, of Italy, of the Germans (because for himself it belonged to the Americans). Of course, it was the Anglo-Americans who gave him all these agents. Mehmet Shehu himself was not a simple recruiter of agents; he was the head of an extensive agency within our state, with internal enemies, who have been recruited by various agencies.
And Mehmet Shehu had put all of them into action. His aim was to overthrow the popular power, to seize power by force, either through a military coup or through a coup of the Ministry of Internal Affairs, accompanied by a military coup, to liquidate the key comrades of the leadership and to implement the draft program that we found in his safe, after suicide.
It’s a very serious job for us to delve deeper into this issue. This is required by the great interest of the homeland, of socialism in Albania and of the Party, against which all these enemies have attacked, who have been everywhere, but those who acted in the most dangerous way, it turns out that they were gathered in the Ministry of Of Internal Affairs and in the Ministry of National Defense.
You, Kadri, have also worked in the Ministry of Internal Affairs for 30 years. You also worked in the Security, against the detection of the army. When I say this, I do not mean to say that you were a collaborator of Mehmet Shehu. No, but the fact is that for a long time, you were in charge of this department as deputy minister, later also minister of internal affairs, where you headed the State Security bodies. So you were surrounded there, by a strong and very dangerous agency working under the leadership of Mehmet Shehu.
Also, when you were in the State Security, Koçi Xoxi’s agency operated. At that time, being a loyal friend of the Party, there were around you agents of Koçi Xoxa, who acted according to the directives given by Belgrade. We have somehow gotten into the old files of that time. I say somewhat, why very little, or how to say, how much we have inserted the tip of the finger into them.
By this I mean that you have a great responsibility for what happened there, despite the fact that you were not aware, despite the mistakes that were made there, that you took them lightly. The fact is that, with all the staff who has worked in the Ministry of Internal Affairs and the State Security, you have had an excessive formality, which I have tried to point out and fight constantly, all my life.
But, with all the advice I have given, unfortunately, I find that there has not been a sound party spirit, in the interior department. Instead of this spirit, which was to rule there, there was sick familiarity. This, in
My opinion has helped Mehmet Shehu’s agents to act under your nose, without noticing almost any negative elements, let alone for you to notice.
We have rightly considered and always consider the Ministry of Internal Affairs as a sharp weapon in the hands of the Party; we knew that we had in the State Security and in all subordinate bodies of the Ministry of Internal Affairs, cadres from the most the good of the Party, cold-blooded, vigilant and loyal people.
This has always been our orientation on this issue. But, in these big issues, I find that the sound spirit, or the sound orientation that the Party has given in these sectors, has been in two parts. There were cadres of this sector who understood this situation, but there were also those who did not understand and did the opposite, which has created in the public, a dangerous situation for the Party, as if to think as if there is inviolability for State Security employees.
There was a well-deserved respect for them, but also a well-deserved respect. In a word, a cult has been created for State Security employees. And the cult is created both by familiarity and by fear, why should we not forget that the State Security and our army, two repressive weapons directed against the enemy element, internal and external.
In the Ministry of Internal Affairs, it depends a lot on how this or that functionary understands a Party directive. If he understands it well, then the people will love and respect him too. If you do not understand and do not implement it well, of course there will be fear in the masses.
After this preamble, I would like to emphasize that, with the friends of the Secretariat and the Political Bureau of the Central Committee, including of course Kadri, we have talked about these issues, but I have also talked especially with Kadri, Hekuran and Ramiz about these problems. We worked continuously after the death of Mehmet Shehu, in order to fix the situation a little, to put this on the road, so we had frequent meetings with each other, we exchanged more opinions and information, after which we made decisions. , as you know, we have arrested a number of key collaborators of Mehmet Shehu, however the essence of the problem has not been introduced yet.
Now here are two things to get where we need to be. The point is that through investigation, it is imperative that we extract the activity of all enemy elements, very dangerous, but the outcome will depend both on their disposal, will also depend on the skill of our investigators. So the issue, for us is not complete. So far we are facing the discovery of a hostile activity, very dangerous against the Party and the government, but this limited in time and people. What we have achieved, we should not consider as the only means of discovering this activity.
It is then the next major issue that we need to clarify, to know well where these enemies have acted, how they have organized, how they have communicated with each other, what they have exploited, legally and illegally, openly and in a secretly, what agency they used, how true the agency information was, the forms and methods of discovering these truths, and all these must accompany that personal investigator, who is and will be made to the detainees.
Among others, I talked to Comrade Kadri several times, I told him and he himself also told me that he made mistakes when he worked in the Ministry of Internal Affairs. You made mistakes, I told him, but these were not done on purpose by him. I made mistakes out of lack of vigilance, out of familiarity, or out of kindness, he explained to me.
COMRADE KADRI HAZBIU: Yes, Comrade Enver, that is how we talked.
COMRADE ENVER HOXHA: Thus, he kindly believed, received information or committed an act, relying on the trust he had in him that he presented and passed without deepening, without thinking about the danger her. I have always accompanied Kadriu with the advice to be free, because he is an old communist and a member of the Politburo and he knows well how to fight the enemy, how the Party fights, etc.
I also asked Kadriu to help Comrade Hekuran, after he went to head the Ministry of Internal Affairs, because he does not have Kadriu’s experience and needs help, especially in these complicated and dangerous situations, that were created for us by enemies. Now I do not know how much Kadriu helped Comrade Hekuran and what Comrade Hekuran asked of him, they can talk about it themselves. But I also had a purpose, to order Kadri to help Hekuran and not only with assumptions, but especially by informing him about the main actions that were carried out in the Ministry of Internal Affairs, which I did not know.
It is impossible to have worked for 40 years in a department, such as the Ministry of Internal Affairs, not to have acts there and not to have made good decisions, but also wrong, bad ones, especially now we are discovering that, there acted a strong group of enemies. Kadriu understood this or not, I do not know, but I think he should have understood and introduced a little to the in-depth analysis of the work he has done in the Ministry of Internal Affairs.
It seems to me that he somehow understood this, why one day he came to me and said: “Comrade Enver, I have prepared a self-criticism”.
To be honest, I immediately replied that there was no need for this self-criticism that we know, you have worked there for a long time and you may have made mistakes.
Yes, I made small mistakes, he told me. Please, he asked me then, let me sing the self-criticism and listen to it.
As he insisted, I replied: Well, then, I hear you. And I heard his self-criticism. Then, when he told me to submit his written self-criticism, I refused. I do not hold this self-criticism, I told him.
But why did not I keep Kadriu’s self-criticism, until I have a duty to accept such a thing, which comes to me from a friend, especially when it comes from a member of the Politburo? To be honest, I did not express this to Kadri in that meeting, because I did not want to disturb him, since we had a lot of work ahead of us in the Army Sector, so I just informed him that I would not keep it, there is not even a need for it holds on, I told him.
However, I must tell you, friends, that the self-criticism written by Kadri was very general, its content did not have anything important, he there, if I am not mistaken, only stated that: “in the Ministry of Internal Affairs, mistakes have been made, therefore you have no way of escaping from them, because he himself has flaws, etc.
In self-criticism, Kadriu also hit Mehmet Shehu and all the other agents in a row, but, to be honest, specifically this self-criticism did not warm me up much. This was my general opinion, and I said this to myself, that Comrade Kadri did not go deep enough in the analysis of his work, in the Ministry of Internal Affairs, contrived and complicated even with the hostile activity of Mehmet Shehu and of the agents he had put around him.
