What is said in the secret documents (reports, photographs, cards, forms, report-information, notes, minutes, surveillance reports, plan-measures, statements, denunciation letters, etc.) belonging to the period 1955-1959, when he was under constant surveillance and surveillance by the State Security bodies, who were the officers of the bodies of the Ministry of Internal Affairs, who were in charge of his surveillance, and the names and nicknames of the Security collaborators, who kept him under strict control. ?!

Question: In the process of January 6, 1958, you said that you would give explanations about your discussion in the plenum of April 1955. Then you talk about it?
Answer: I made my discussion in the April plenum in order to take into account some distortions that seemed to me, which needed to be corrected, when preparing the text of the ‘Party History’. This is the first period of the formation of the Party.
I had heard from my wife Mita, who attended the Party School, that some lecturers when explaining this phase of the Party, said that; Comrade Enver was elected Secretary General of the Group Conference, also on the occasion of the 10th anniversary, when the conference took place, in the opening speech by Mehmet Shehu, that; on the initiative and under the leadership of Comrade Enver, the Party was formed.
When I heard it, I thought that; Mehmeti does not know this issue well, but when I saw in Comrade Enver’s brochure, held on the occasion of the 10th anniversary, when the conference was held, in the opening speech by Mehmet Shehu, that with the initiative and under the leadership of Comrade Enver the Party was formed. In the April plenum, I did not intend to discuss, that ideological issues would be raised and since I was dealing with economic issues, but since I was impressed by the issue of a girl, I told Comrade Enver during the development of the plenum and how said to raise it in the plenum, I thought that only for this issue it is not worth the rent burden to discuss and on this occasion I said that, to raise these issues that I had to consider the commission that would be appointed for compiling the text of our ‘Party History’.
Taking the floor in plenum, unprepared I made the following mistakes:
- Since I was raising a very sensitive issue, I had to discuss these views with the leadership, regardless of the right I had to raise the issues in the forum I belonged to. I have felt this mistake and I feel it deeply, but I did not have a bad intention.
- My vague expression regarding the rise of the role of Miladin Popovic rightly left a bad impression on all the comrades who were part of the plenum. The comrades were right to think that I was raising the role of Miladin beyond measure and in a non-Marxist way, by denying the objective factors and lowering the role of the First Secretary, Comrade Enver.
Explicitly on this issue, I have said this: The main role in the formation of the Party was played by Miladin Popovic and not by Comrade Enver. I raised this issue from the person’s side subjectively and this is definitely wrong. I could not think that our Party was formed by Miladin Popovic and at the same time deny the objective factors.
The very fact that during the fifteen years with Comrade Enver we have not had any friction and have passed into good social relations, explains that I had no intention against Comrade Enver.
I see that the issue remains unclear again, but so it has been.
The next issue I discussed in the plenum has been in connection with the Museum of the National Liberation War. I have posed this question as follows: In the Museum I had ascertained some shortcomings as they seemed to me that where the first phase begins in the house of the formation of the Party where Comrade Enver was usually placed, this last time they had placed Comrade Gogo, in different sectors had placed pictures of comrades of the Politburo, and in a place where the picture of comrade Spiro Koleka was placed, it is said that; Comrade Spiro Koleka, one of the leaders of the National Liberation War.
I thought that in the Museum at the place where the Party House is, a picture of Comrade Enver should be placed, the Political Bureau, in my opinion, should be placed together in the main entrance of the Museum and inside the Museum should be placed the pictures of the delegates who participated at the First Conference and at the Labinot Conference and at the leadership forum during the War, with the exception of those who had betrayed the party. In this way, I raised these issues in the Plenum.
In the Plenum I said this about Comrade Spiro Koleka: With all the respect I have for him, he was not the leader of the National Liberation War. I take the issue as a figure at that moment, but if we take Comrade Spiro, as a member of the General Staff, the issue stands as it is put, here lies my mistake.
I also made the remarks I made in the Plenum to the director of the Museum and told him to tell the Directorate of Ajit-Prop, to take them into account. In this plenum, I also discussed about the first groups forming the Party. Since the groups are the basis on which the party was formed, without removing the shortcomings of a principled character, to add as many positive factors of these groups as possible, so that the work and activity of these groups does not look as black as I thought me, because for the History of the Party, in my opinion, these groups, with all these shortcomings, when united, managed to build a line as straight as the Party line, which with its fairness and accuracy , mobilized the people and led us to victory.
In the Plenum, I also raised the issue of a girl, when I was an MP and had a meeting with the voters; she complained to me that she was not given a job, as other people complained to me. As an MP, I became interested in all of them through the Executive Committee and I found you a job and put them to work.
After some time, she was fired, even though she was in very difficult economic conditions, on the pretext that her biography did not show that she was the granddaughter of Father Anton Aarapi. This girl out of desperation was sick, had gone to the hospital and from there was thrown from the pantry, ending her life tragically.
This event had made a bad impression on Shkodra, especially in the Catholic environment, as my brother Franua informed me, who had happened there in those days. Franua had previously told this issue to the party secretary in Shkodra, where the measures were immediately taken, putting her father to work. I told this story to Comrade Enver and he indignantly told me: freeze in the Plenum. I raised it in the Plenum, as a sectarian spirit and those things harm the politics of the Party.

Answer: I did not have any inspiration, I said in the previous process, but I raised these issues because, in my opinion, they seemed distortions and needed to be corrected.
Question: “Why did you express these views?”
Answer: I had no intention of raising these views, and I did not intend to put them before the Bureau or at a closer meeting, because I did not appreciate the importance and here lays my mistake.
Question: Who did you discuss these views with before submitting them to the Plenum?
Answer: I discussed these views separately with Bedri Spahina, while the assistance given to our Party by Miladin Popoivi,, I discussed with General Hito Çako, when we were in a delegation together in Hungary, in April 1955. I do not know how was the case, but the conversation started about the formation of our Party and telling Hito about the help that Miladin gave us, he also expressed regret that such a valuable friend was killed, I tell him, that I will come a time to erect a monument to Miladin, that was my opinion.
Hito did not say anything, but he also expressed regret for the loss of Miladin. Hito told me that when he had been with the Division in Yugoslavia, he had received him well and that he loved his Albanian comrades. When I made remarks in the Museum, Abdyl Këllezi also happened to be there, but Abdyl did not say anything, or make any remarks. I also talked to my wife, Mite Jakova, telling her that Enver has not been elected Secretary General since the beginning of the formation of the Party, so these are distortions.
Question: Specifically, how did you talk to Bedri about the issue you raised in the Plenum?
Answer: I told Bedri that; Mita told me that a professor at the Party School, explaining our ‘Party History’, told you that; Enver was elected General Secretary from the very beginning, this I said to Bedri, it is not true, I have heard such a thing once again, that Enver Hoxha is the founder of our Party. I tell Bedri that I will tell these issues to Enver as well.
Bedri did not say anything about these and agreed to tell Enver. Once again I told Bedri about the issue of groups that it seems to me that we need to make some correction, the issue of groups, adding some more positive sides, as this way this phase turns out to be very dark. I told him I would ask my friend Enver about this. Bedriu supported my opinion and agreed to present these to Enver.
