Memorie.al publishes some unknown documents extracted from the Archive of the Ministry of Foreign Affairs in Tirana, where there are some reports and information with the logo ‘Top secret’ of the Albanian Political Intelligence in the years 1945-1979, regarding the activity of the Albanian anti-communist emigration in different countries of the West, which included well-known names such as: Hasan Dosti, Abaz Kupi, Ali Këlcyra, Vasil Andoni, Said Kryeziu, Reshat Agaj, Zef Pali, Selim Damani, Gaqo Gogo, Eqrem Telhaj, etc. All the details of where most of the Albanian anti-communist diaspora was located, who its main leaders were, how many parties they were grouped in, what newspapers and magazines they published and all their political activity to overthrow the communist regime of Enver Hoxha.
All the political activity carried out by the Albanian anti-communist diaspora in different countries of the world, against the communist regime of Enver Hoxha, from the beginning of 1945 until the end of the ’80s, seems to have been under the strict surveillance and surveillance of continuously of Albanian Political Intelligence agents (State Security operating outside Albania), who were camouflaged under the guise of a diplomat in our embassies and representations abroad. This is clearly seen and confirmed by other archival documents where there is a voluminous file with the correspondence of the highest officials of the Ministry of Foreign Affairs in Tirana, with its diplomats of all ranks in our representations accredited in different countries of the world.
These documents, which for several decades have been classified under the logo “Top Secret”, and now for years declassified, are made public and shed light on one of the darkest periods of the communist regime of Enver Hoxha, who had dedicated the importance of first-hand surveillance of his political opponents in all the states of the world where they lived and acted. But where were the leaders of the Albanian political diaspora initially settled, what were the camps offered to them by the Anglo-Americans, how were they organized into different groups and parties and what was their political activity against the communist regime of Enver Hoxha?
“The press of Albanian criminals”
As can be seen from the archival documents where the full correspondence of the Foreign Ministry in Tirana with the Albanian legation of Rome is located, one of the main tasks of that embassy was the careful observation of the entire press of the Albanian political diaspora that appeared in different places. of Western Europe. This is clearly seen in one of the secret relations of one of the diplomats of that legacy for the Ministry of Foreign Affairs in Tirana, where among other things he writes:
“Report on the press of criminals in capitalist countries”
During these last months in the press of Albanian criminals who fled to Italy and other countries, there is nothing very special to emphasize. They have continued as before to write defamatory articles and news and distribute these wherever there are Albanians (launching them by air mail outside Italy), and to all reactionary press agencies.
As it is known, what comes out of all the newspapers is “Albania”, and then “L’Albanie libre”. “Albania” turns out to be more prepared and aesthetically more beautiful. The others are not in order, “Flamuri” has now appeared in 6 issues at once. “Zëri i Ballit Kombëtar” has published number 6 (we have not received this yet), the news bulletin issued by the “Free Albania” committee, although it turns out good, has now reduced its publication.
From the slanders that they have plotted and from what has been written, we note more:
a) They have organized a press conference here in Rome, which we have talked about before. In this conference, Hasan Dosti and Reshat Agaj spoke about the alleged regime of prison prisons that allegedly existed in Albania. For these they have dedicated an entire issue of their newsletter and have written almost all of them.
The yellow press, as we have written, has taken advantage of these to write about our country. The campaign against our country to prepare slander on the situation in Albania, always continues by these and always continue to supply the reactionary press with this news.
b) On the occasion of the holiday of November 28, they have issued very prepared numbers and have tried to show that the only ones who celebrate November 28 are these.
c) In continuation of their work to poison Albanians wherever they are and in order to weaken our work, they have written several comments on the Albanians of America and have hit the newspapers “Liria” and “Dielli”, which do the work of our government. They have also written articles on Zef Palit’s visit to Turkey and on the Albanians there.
ç) The contradictions that they have always appeared in their publications, especially these have appeared in “Zëri i Ballit Kombëtar” and “L’Albanie libre”, although to a lesser extent than in previous months. These are some of the important issues that have been raised recently. We are not listing here any longer other things that will emerge from the reading of the press sent to the ministry.
Since many of these issues can be hit by our newspaper “Shqipëria e Re”, it would be good to arrange the delivery, by mail, of a copy for each newspaper as soon as we receive it. “If this is considered reasonable, we can start sending them through Budapest, as we do with press copies.”

“Ali Këlcyra’s demands to the Anglo-Americans”
After the description that the diplomat of the Albanian legation of Rome makes of the constant contradictions that existed at that time between different groups of Albanian political emigration in the western countries, he continues his report for the Ministry of Foreign Affairs in Tirana, writing:
“The groups that today stand out of their will, of course, outside the Committee, are always the same: ‘Independent Bloc’, ‘Balli Kombëtar’ by Ali Këlcyra and ‘The Second League of Prizren’. The leaders of these three groups are the same ones we announced earlier. These groups have neither a political nor an organizational platform. The ‘bloc’ has long been known to be a mere spy organization of Italian neo-fascists against our Republic. As such it tries to gather from the ranks of treacherous emigration as many people and groups as possible to support the hostile policy of reaction and Italian capitalist circles against our country.
In this regard, he has managed to separate Ali Këlcyra and those of his few successors, relying on the fact that Këlcyra is one of the main enemies of the agrarian leaders, who have ousted him from their ranks. Today, Këlcyra is the main protagonist of the demands of the American-British to expand the Committee, with the participation of all traitorous groups. In this way he inspires to become a key element in the ranks of the Committee.
Both this and the ‘Bloc’ have so far had no success and no serious support from the Americans and the British, who are put on guard by the “agrarians” especially, as these maneuvers inspired by the Italians to strengthen the position of their in the ranks of treacherous emigration. The activity of these two groups is common. Ali Këlcyra, who once or twice a year publishes a newspaper of his group called “Voice of the National Front”, exercises his propaganda in this direction through the body of the ‘Bloc’ “L’Albanie libre” e which has recently started to appear regularly once every fifteen days.
The policy between the Committee, in the first place the “Agrarians” and the “Bloc” and the “Ball” of Këlcyra in the issue of unification of all groups, has been constantly irritated. This has gone so far as to accuse each other of collaborating responsibilities, one with the Italian fascists and the other with the German occupiers, thus masking the activity of these groups and leaders not only during the occupation in Albania, but also for activity abroad.
Ali Këlcyra’s activity, in addition to the hostile one against our Republic, also consists of attempts to increase his ranks, in order to thus impose his participation and that of his friends in the Committee. For this reason, he occasionally went to Greece and Egypt. In Greece, where there are a number of traitors, he went a couple of months ago and visited the camps, propagandizing for his party and against the “agrarians”, whom he exposes as traitors and collaborators with foreigners. He does not seem to have succeeded, as he has come out in front of other traitors, as well as many other leaders, his old or new friends.
In this case he was also in Egypt, perhaps to meet with Zog, from whom he should be indirectly financed as an opponent of the “agrarians”, to whom Zogolli sees the main obstacle to his Monarchist dreams in Albania. in a future he can hope for.
Such close cooperation between the Bloc and Ali Këlcyra and of these two with the “League of Prizren” on a closer scale, has made Ali Këlcyra once again appear, openly and officially, a consistent servant of the interests of neo -Italian fascists against Albania”.
“The activity of the anti-communist diaspora in Yugoslavia”
After that part of the report which deals with the political activity of Ali Këlcyra, one of the main leaders of Albanian anti-communist emigration to the West, who represented one of the groups of the National Front, the diplomat S.K. informs his bosses in Tirana about the connections of the anti-communist groups of the West with the Albanian emigrants who were in Yugoslavia.
Regarding this report, which he titled: “The struggle of various groups here to infiltrate their influence on the traitors in Yugoslavia”, he writes, among other things: “The most prominent in the race in this direction are he of ‘Block’ and that of ‘Agrarian’. Both have different attitudes towards the so-called ‘Apostle Tenefit Committee’ created by the Titoites. As members of the Anglo-American Imperialism ‘Committee’ struck with their propaganda against the Yugoslav Tito fascists, both sides held a stance that left the impression of a desire for rapprochement.
The ‘Independent Bloc’ tries to use the ostensibly influential name of Gjon Markajoni, against those criminals and patriots from the northern areas of Albania who have come to Yugoslavia. The ‘agrarians’, for their part, are trying to bring in some of their sympathetic elements there to weaken the work of the ‘blockers’. “As you should note in the recent newspapers of these two groups, the controversy in this regard has taken a path which will lead to more divisions.”
“Freedom International”
“Recently, this kind of organization of imperialist agencies has started to appear more and more on the stage, which has the task of gathering around itself as many intellectuals, traitors of the countries of People’s Democracy, and in the first-place journalists.
It is a branch of the Yellow International and has its headquarters here in Rome. Its president is the Albanian criminal Eqrem Telhaj. It aims to lie to the public about the situation in our countries, and for this reason occasionally organizes press interviews and extensive meetings, where traitors and criminals of our countries speak in turn.
Within these last two months, two such large gatherings have taken place, inviting their friends from the fascists of the country, where they have spoken slanderously against our countries: first Eqrem Telhaj, then Czech criminals, Romanians, Bulgarians, Hungarians, Lithuanians, Poles, etc.
Traitor immigrant camps in Italy:
Their condition is the same as we announced some time ago. There is no change, except that the Banjol camp has been closed, whose inhabitants have been dispersed to other camps. The activity they carry out there can be summed up in two words: some smuggle in order to earn some money and improve their living conditions, especially food, which is misery, and others warm themselves in the sun by reading the press. criminals.

The secret report of the Albanian diplomat in the embassy of Rome: “Here are the most active elements against our government”!
One of the numerous reports and relations of our diplomats who were in charge of the surveillance and strict observation of the Albanian political emigration in different countries of the world, is also that of the diplomat S.K., accredited in the Albanian legation of Rome, which is entitled:
“Report on the situation of traitorous Albanian emigration in Italy”
In that report, dated May 20, 1953, it is written, among other things:
“The situation in our treacherous emigration to Italy in the recent period is characterized, as always, by the activities of various groups and leaders against our Republic, and at the same time by constant quarrels between different groups. It is also characterized by attempts by groups operating in Italy to recruit elements or groups of fugitives who have fled to Yugoslavia.
On the other hand, the situation is also characterized by the usual efforts of some groups outside the so-called “Liberation Committee”, to get them into it. In the composition of this so-called committee, so far there is no change. It continues to include only three of the groups of patriots who are, as you know: “Balli Kombëtar” turned into the Agrarian Party, “Legality Movement” and “Katundare Party”.
Even in the ranks of the leading criminals of these groups there has been no change, continue to be the same as we have informed you before, most of whom stay and continue their criminal activity against our Republic here in Italy, doing occasionally any movement through other places where they have their followers, e.g. in Egypt, Greece, France, Turkey, as well as in Germany.
Of these elements, the most active are: Hasan Dosti, Vasil Andoni, Zef Pali and Abaz Ermenji for the ‘Agrarian Party’; Abaz Kupi, Selim Damani and Gaqo Gogo for ‘Legality’; Seid Kryeziu for the ‘Katundare Party’. A press subcommittee has been set up in Rome for some time, within the framework of the so-called “Committee of Free Albania”, at the head of which the criminal Gaqo Gogo has been appointed.
This subcommittee deals with the publication of the “body” of the “Albania” committee, which is now being drafted and printed here in Rome and no longer in the United States of America. This newspaper has started to appear quite regularly once every two weeks. They also issue a weekly newsletter. As you should have noticed, in the newspaper “Albania”, they deal with publications of fabricated news against our country, but also with some propaganda against those groups that are outside the Committee.
From the two-member groups of the “Committee”, it has recently been seen that only that of the ‘agrarians’ publishes a press organ of his called “Flag”, while ‘Legality’, which until some time ago published such a newspaper with the name “Homeland”, I do not publish it anymore “.
Secret information of the Albanian ‘diplomat’ in Rome: “Here are the conflicts within the anti-communist diaspora”
After a brief summary on the situation of the Albanian political diaspora in different countries of the world, in his report to the Ministry of Foreign Affairs in Tirana, entitled: “Relations between the member groups of the ‘Committee”, diplomat S.K. stops at the aggravated reports that exist in the ranks of that diaspora. Regarding this, among other things he writes:
“These relations, although the leaders of these groups try to present them as good, are not like that. The contradictions have deepened and have managed to appear not only in the ranks of the leaders, but also in those of their successors wherever they are. Most significant are the contradictions between ‘agrarians’ and ‘legalists. They consist of:
a) In the race to impose their political views on each other, in order to gain sympathy in the ranks of traitorous immigrants.
b) They are in great propaganda competition to present each other’s strength and to lower the prestige of other groups.
c) Contradictory views have also emerged to some extent regarding the composition of the Committee, with in some cases ‘Legality’ appearing ready to open the door to the fascists of the “Independent Bloc”, which the agrarian group strongly opposes. These facts have caused the quarrels to go down to the bottom and from time to time to the point of stabbing, stabbing, stabbing with bottles and wood, as well as gunshot wounds.
Such cases have occurred in Greece, Italy and Australia. Despite this, so far, their coalition in the Committee has stood still, but this should be attributed more to their American-British masters than to their desire for cooperation.
As for the attitude of the ‘Villagers’, except that this is a small and significant group, it does not have a definite orientation and sometimes it is thrown with one group and sometimes with the other group.
