Memorie.al/ publishes two rare photos of the IV Congress of the ALP, which took place from 13 to 20 February 1961. This would be the last congress in which delegations would also participate. From the countries of Central and Eastern Europe otherwise known as the “People’s Democracies”. In the proceedings of this congress, the communist regime of Tirana would formalize the final breakdown of political and economic relations with Moscow. Even, according to the memoirs of Enver Hoxha himself, as well as the documentaries and film chronicles of the time, at that congress, the discussions between the delegates of the ALP, and those invited from the eastern countries led by the Soviet Union, would degenerate into personal accusations and counter-accusations.
In these two official photos which were taken after the completion of the works of this congress, the presence of almost all senior military (generals and colonels) of the Ministry of Internal Affairs and the Ministry of People’s Defense is clearly seen. The large numerical participation of the senior military in the congresses of the ALP, clearly showed the great importance that the communist regime of Tirana gave to the military presence in the political life of the country. After 1961, these images would not be made known to the public, as they featured a large part of the senior military, who from 1966 and mainly in 1974, when the crackdown on the so-called “coup group of Beqir Balluku “, would suffer blows (arrests, internments, and executions) in their careers.
