Memorie.al publishes for the first time the sensational archival documents with the “black file” of the Albanian-Chinese relations of the early 60’s, where the Albanian ambassador Reiz Malile has regularly informed the Central Committee of the ALP and personally Enver Hoxha , Hysni Kapon, etc., regarding the immoral and animalistic behavior of dozens of Albanian soldiers, trainees and specialists who were in different cities and provinces of China, who committed acts of prostitution by forcibly capturing and raping Chinese girls, wherever they were , in fields, factories, construction sites, buses, dance evenings, etc., etc. And when the Albanian side wanted to prosecute them, the Chinese side did not agree and demanded that they “make deep self-criticism and be educated through work”. “?!
After the breakdown of Tirana’s official relations with the Kremlin in late 1961 and the beginning of ’62, when Moscow and Khrushchev withdrew all the staff of its embassy from the Albanian capital, Enver Hoxha and the communist regime of Tirana were released “into the lap By Mao Zedong, forming a strong alliance with the great Asian communist country with which they had been “flirting” since the early 1950s when President Mao consolidated his power. So from the early ’60s until the mid-’70s when Enver Hoxha would start cooling off with the “Chinese brothers” after Richard Nixon’s visit to China, for more than two decades , Official Beijing would be one of the main supporters of communist Albania, not only in the political aspect, but also in the economic and military one, granting to the small and poor Balkan country, several tens of millions of dollars of aid and loans, where most of their were free or long term repayment….!
Thus in those two decades, the Albanian government based all its five-year plans only on its own aid and loans provided by the Chinese government (where the military ones were all free) and in this context, in addition to the military industry such as: Artillery Plant in Tirana, the Armament Factory in Poliçan of Skrapart, the military airports of Gjadri and Kuçova, the naval military bases of Porto-Palermo, Shengjin, etc., etc., in those years were built and put into use almost all industrial works in Albania, such as: Oil and Gas Plant in Ballsh, Vau i Dejës, Fierza and Koman Hydropower Plants, Laçi Chemical Metallurgical Plant, Albanian Radio-Television, Paper Factory in Lezha, Tel Factory in Shkodra, etc. etc. small all over Albania, in which Chinese specialists and engineers worked with the greatest dedication and correctness. Likewise, for the commissioning of these large industrial works where the entire performance of the Albanian economy was based, the People’s Republic of China undertook the education and specialization of hundreds of hundreds of Albanian, civilian and military cadres in the People’s Republic of China. All these are already known by the generation that lived at that time and they are also reflected in the media and propaganda, such as newspapers, magazines, albums, Albanian Radio-Television, Kinostudio “Shqipëria e Re”, etc., etc. Which culminate with the visits of the Chinese Prime Minister Chu En Lai to Albania (where all the people are poured into the streets with slogans and flowers in their hands), as well as with a series of visits and meetings of the highest leaders of the Albanian communist leadership in China, starting from Enver Hoxha, Mehmet Shehu, Beqir Balluku, Avdyl Këllezi, Ramiz Alia, Haxhi Lleshi, etc., etc., to the lowest ranks of the official administration. But all that “unbreakable” and close friendship between the two “sister parties”, which had its epilogue in July 1978, had its darkest side, which not only was kept secret and did not it was never made public in those years, but even today when almost 30 years have passed since the fall of the communist regime, that thing still remains a secret ?! It is about the immoral behavior and attitude of the Albanian military, trainees and specialists, engineering and technical staff who at that time (for two decades in a row), were in the People’s Republic of China, where dozens of them were brought in the most ugly way, raping Chinese girls and women, wherever they were “in the fields, on the construction site, where ‘work’ was boiling everywhere,” or in the work and production center, on the bus, in the cow stables, in the evenings, in the dance halls, etc., etc. there, according to the reports of “Chinese comrades” had become “the horror of the regions…”?!. All these are reflected in detail in dozens of reports and information that the Albanian embassy in Beijing has sent to the Central Committee of the ALP, through Ambassador Reiz Malile and they are seen and signed with the relevant notes by Enver Hoxha himself, Hysni Kapo etc. by the senior leadership of the ALP. In this “black file” of Albanian-Chinese relations, which has the initials “Top Secret” and contains a long correspondence with reports-information signed by the Albanian Ambassador to Beijing, Reiz Malile, military attaché Elami Hado, director of the Directorate of Foreign Relations in the Central Committee of the ALP, Pirro Bita, etc., etc., are reflected in detail and details many events where the Albanian military, trainees and specialists are “released like a wolf in the ear” on Chinese girls and women, vent their animal lusts with ugly acts of rape….?! According to the reports in question, “Chinese girls when raped, did not shout, because they did not want the Albanian-Chinese friendship to be broken” and when the Albanian side insisted that those who had committed these ugly acts be prosecuted and brought to justice, “Chinese comrades” did not agree with this severe measure, but insisted that they “make a deep self-criticism and be educated through work”… ?! Regarding this and others from this “black file”, we know the secret archival documents that we are publishing starting from this article, which is not intended at all to show or denigrate the “Albanian forest pigs”, but how a proof of the history of Albanian-Chinese relations, where these events have been and will remain as a black mark in their historical aspect…

EXCERPT FROM PROCESS-MINUTE HOLD IN CHINA BY ALBANIAN EMBASSY AND CHINESE AUTHORITIES RELATED TO RAPE…
These were caused here in Cun-Cin and for this we the Foreign Branch clerks and the factory directorate bear full responsibility.
We have highlighted these cases in the weekly meetings which we have made regular as in plant no. 2 where the comrades of the directorate also cooperate with comrade Dautaj on every issue.
Special issues were also discussed with those in charge, both with Thomaj and Comrade Sherko and others. Dautaj criticized them but also Comrade Sherko did some work in this direction.
When Comrade Hado came to Cun Cin, relations with women had not deteriorated so much and they were not told about them. When Comrade Puli came, we thought that the leaders of the groups knew him and would have reported to him. For example, Comrade Sherko knows all these cases and once I ask for amqin to follow some interns and catch them in town.
When the issue of B… happened, Comrade Dautaj and Comrade Sherko said at the lunch that this action is to the detriment of the Chinese people and the Albanian people. We, according to the teachings of Comrade Mao Zedong, shared the issues well. We said in the words of Comrade Mao Zedong that evil comes from good, so we did but had no results back. At the luncheon, the leaders of the groups said that they would identify these cases and promised that they would not happen again, which would ruin our friendship.
Unfortunately, these mistakes were repeated even later. I think that the ambassador and comrade Atashe and the leaders of the groups will understand us correctly. We have a common idea. We are deeply touched by every mistake of our Albanian friends. The above actions are not worthy, some are even to be presented to the court. Thus, our friendship will be further strengthened.
I am convinced that the Albanian comrades who deal directly with the training of interns will put even more effort to perform even more with honor. The plant management and the engineering-technical staff will put all their efforts for the best possible training of the interns.

Comrade Nela: I express my deepest gratitude for the work done by the Chinese comrades with our trainees, as well as my deep regret for the concerns brought. He said that the acts of some trainees do not agree with the character of our people, nor with the education of our Party. There are mistakes again like those of vagabonding, violations of discipline and factory rules and any wrong political expression, incompatible with the education our Party gives us.
There are small things too, however Comrade Lin did not regret saying it. It would have been better for the mistakes made to have been signaled in time. In order to see the situation on the ground, the military attaché and the first secretary of the embassy came here. That day they were with the Chinese comrades and of course they were willing to listen to their remarks as real brothers. The leaders of the groups, in case they knew all this, made a mistake that they did not tell us. Comrade Reiz points out that he is surprised by the fact that such serious things have not come out in other centers where we have students and military trainees.
Regarding friendship, he said that our friendship has been seasoned against the common enemy, in the war against imperialism and revisionism, and not a fly, but nothing will harm it in the slightest. There may be mistakes, shortcomings, micro-bourgeois waste in individuals, but nothing touches our sincere friendship. The Labor Party of Albania and our people preserve the friendship with the Chinese people led by Comrade Mao Zedong as the most precious thing and will always strengthen it.
This is how we educate our people, and this is how we will always educate them. We will study the materials presented by comrade lin and at the next meeting we will give our opinion.

I have read the materials of both directorates and the Foreign Branch; I think this material has not been well studied. There are unsuitable materials. But all the material is gathered from well-informed sources. We will collect other materials. Hiqmet L. put the fly in the dish and told the chefs that you do not work clean, some saw it and this is a bad gesture. Comrade Lin and that the actions have damaged the authority of the ALP and the Albanian people, I say that we should think a little about this, I think that some who have seen things may think so, but not all workers. It is worth noting the invaluable help of Chinese comrades who have spared nothing to prepare our comrades to a higher level.
We apologize for some cases of dissatisfaction that were expressed by the practitioners and that had no basis.
These cases we have hit and we have given clarifications.
This is our view in terms of work and living.
In Comrade Li’s speech, several issues were rightly raised regarding the behavior of practitioners in relations with the people and especially with women.
We agree that some practitioners in this regard have shown poor behavior, but we think that these are just a minority. As mentioned above the source of these is the poor educational work, which has not been enough on our part and the lack of close cooperation on this issue from the Chinese comrades.
From what Comrade Lin said last night about these issues, it turns out that some of them that happened, we do not know and only last night we heard them for the first time, although these happened more or less a long time ago. There is no doubt that our practitioners have committed serious crimes such as actions performed by Pandeli M., Abedin. M., Kozma Sh. etc., etc. They are exactly as stated in Comrade Li’s report. We have cracked down on their actions, taking party measures and severely criticizing them in front of the collective and other administrative punishments according to our competencies.
