With great regret, we inform you that recently, after the Meeting of Representatives of Communist and Workers’ Parties in Bucharest, we note a radical change in the attitude of some people who are officials of the Soviet Embassy in Tirana, a position which can not bring only harm to the friendly relations between the two countries and our two parties, because it has to do with the open interference of these persons in the internal affairs of the Party and our state, contrary to the Marxist-Leninist attitude that has always been held by the people. Our generals gave him the right answer right away and came to the Central Committee of the Party with tears in his eyes, revolted by such a tendentious question from Comrade Ivanov and asking the logical question: “why does he ask such a question? “Why should he question the loyalty of our army to the Party, the homeland, the people, and the socialist camp?”
This attitude of the Ambassador of the Soviet Union, Comrade Ivanov, is completely inadmissible for all of us. These facts (and there are many others like these) have disappointed us immensely.
To this day we have turned a deaf ear and turned a blind eye to the actions of these officials of the Soviet embassy, and we have done so only for the sake of the great importance that exists between our two countries.
But now that the actions of some Soviet embassy officials against the overall line and unity of our Party are taking on unbearable proportions, we feel it is our duty to inform you socially in the hope that you will take appropriate action.
These actions of some officials of the Soviet embassy do not help strengthen the friendship that exists between our two countries, they damage the internationalist relations that exist between our two parties.
We feel it is our duty to inform you of these things, to speak to you openly and fairly, as we have always done, as the great Lenin Party itself teaches us. We do not understand why such a change occurs in the attitude of these officials of the Soviet embassy.
They speak openly with our cadres against the stance taken by our Party at the Meeting of Communist and Workers’ Parties in Bucharest and strive intensively to disrupt the unity of our Party and its leadership.
Our Party’s position at the Bucharest Meeting is as clear as sunlight. At that meeting, our party openly and clearly expressed its views and no one is allowed to distort the reality of our Party’s positions.
Just as we spoke openly at the Bucharest Meeting about the issues raised at that meeting, so we will speak openly and clearly at the next meeting in Moscow, as decided by all the parties that attended. Bucharest Gathering.
No one is allowed, for any reason, to interfere in our internal affairs in order to change the right Marxist-Leninist attitude of our Party, as some officials of the Soviet Embassy in Tirana are trying to do.
Our party, like all other Marxist-Leninist parties, has the right to have its own point of view and to express its views freely, as the great Lenin teaches us.
This right, to express its views freely, has been given to our Party by Marxism-Leninism, and it is utterly impermissible to make attempts to present our Party as if it had recently entered a crooked path, as they endeavor. To “prove” some officials of the Soviet embassy in Tirana.
Anyone who tries to distort the reality of our Party’s position is seriously mistaken. The Albanian Labor Party has been, is, and will be the whole faithful life of Marxism-Leninism, as evidenced by the whole glorious path that our Party has traversed since its establishment until today.

The Central Committee of our Party considers that the change in the position held by the Communist Party of the Soviet Union and by the Albanian Labor Party at the Bucharest Meeting should not be a cause for interference in each other’s internal affairs by any person, because this would not help the issue and would harm the common interests between our two parties.
We are convinced that you will take the necessary measures not to repeat such cases in the activity of the officials of the Soviet Embassy in Tirana.
