Memorie.al / The event of May 22, 1984, otherwise known as the “Qafë Bari Revolt”, which happened exactly 40 years ago, contains a voluminous file that is located in the Archive of the Ministry of the Interior, from where they have been made public from time to time in media a number of documents that shed light on that revolt, which at that time shocked the communist regime of Tirana quite a bit, among other things it is also shown by the fact that, as a sign of revenge and terror, a few days later, the communist regime re-sentenced them with long prison terms , a total of 24 convicts from that camp, accused as protagonists of that revolt and shot the convicts, Tom Ndoja and Sokol Sokoli, while Sandër Sokoli was dead from torture and Kostandin Gjordeni was wounded by a bullet.
Only five days after that revolt, of the political convicts who were suffering severe punishments in that forced labor camp under the most difficult conditions, on May 27, 1984, the command of Department 311 of Qafë Bari, held a meeting to analyze it events, listing chronologically everything that had happened there, (with the names of the convicts and the police officers and the management staff of that camp), as well as the reasons that led to that event, as well as the measures taken with the relevant tasks, which would be implemented from the effectives and command of that ward, in the future.
In the second part of this article that we are publishing today, we are continuing with the publication of the analysis document made by the Command of Department 312 of Qafë Bari, which was signed by the commander Riza Musollari and the head of the Department of Internal Affairs of the district of Pukës, Edmon Çifligu, where it is shown how the dynamics of the event of 22.V.1984 continued, after the arrival in that prison camp of the Deputy Minister of Internal Affairs and the Director of the Criminal Offenses Enforcement Directorate.
Further in the document in question, the “causes and deficiencies that led to that event and the concrete tasks and measures to improve the situation in the future” are given in detail, giving the specific names, as from the side of the soldier-police officer. officer, “who in unequal numerical conditions, showed courage and bravery during the fight with the convicts”, as well as some names of political prisoners, such as; “Dalip Zhaboli and Hajredin Fratari, who with their actions incited and encouraged the convicts in that revolt”.

On the event that happened on 22.5.1984 in the convict regime of Ward 311, in Qafë Bari.
When the Deputy Minister of Internal Affairs came, he called on the convicts who participated in this revolt to gather in the designated place within five minutes, all those who would hear the name, according to the list that was read, which which was implemented immediately without any hesitation and according to the rules, the convicts were bound and escorted to the Internal Affairs Branch in Puka, 24 convicts, against whom the investigation and prosecution bodies took the necessary measures.
For this serious event that happened in our guild, which does not even surprise us, because enemies always remain enemies and, wherever and whenever, they try to hinder us on our way, nor do they scare us, because we are strong and invincible with the Party and Comrade Enver at the head, we must find out and determine the causes of this event, the shortcomings and weaknesses of our work and the tasks that arise for us to further strengthen the vigilance and readiness for the full security of the convicts.
First: The discovery and attack by the Party and Comrade Enver to the polyagent Mehmet Shehu and his gang: Kadri Hazbiu, Feçor Shehu, etc., has cut off the hopes of internal and external enemies. to take the fortress from the inside, and therefore the hostile activity also in the re-education wards. especially those for crimes against the state, has intensified in various forms:
The alleged bad treatment, the objections to the implementation of the rules, the many complaints that were not met with the convicts who opposed the police, but encouraged them with their attitude, and this happened in the Council of Reeducation and in internal organizations, sworn enemies, who can never return from their hostile path, such as Dalip Zhabolli and Hajredin Fratari, son of a criminal and saboteur, for whom we bear responsibility, why have we not looked at them with class eyes, but we started only from their abilities, to perform this task.
The event of 22.5.1984, in our ward, is an event that once again showed that; the enemy never becomes a friend and he is, as the Party and Comrade Enver said, always tried and will try to prevent the construction of socialism in our country, but on the other hand, this event once again showed the willingness, vigilance and class hatred of the effective ours, to the class enemy.
We draw this conclusion because during the fight that took place inside the regime of the convicts, the department’s staff, staff and police, although in unequal proportions, showed courage and bravery towards them and did not consider any consequences that could come for their lives, but by order and with difficulty, they withdrew outside the siege.
In this match, all the friends who participated stood out, but especially; officer Mersin Haska, policeman Simon Deda, Fiqëri Çakalli, Beqir Vrenezi and Pëllumb Burnazi, as well as all the soldiers, who had made the siege of the department impassable and for several days, with extremely reinforced service, did not appear and did not no signs of tiredness or decreased vigilance appear.
This shows that our effective, guided by the teachings of the Party and Comrade Enver, is ready to give his life for the defense of our socialist homeland.
But nevertheless, from the overall analysis of this event, we highlight some flaws and shortcomings that favor the enemy element, to oppose the requirements of the internal regime and the rules, established in the strictest form.
Despite all the measures taken, the strong rule they established in the ward when those convicted of crimes against the state arrived, they were not kept and followed with the necessary vigilance, by the force in general, and especially by the police force, in the regime of convicts.
Thus, for example, the entry-exit controls in the regime were not carried out with high vigilance, according to the requirements of the regulation, but unfair concepts were created towards some convicts, especially those convicted of internal organs. , considering them reeducated and harmless.
The periodic checks made by us, although they were done in order from a numerical point of view, they did not serve their purpose as much and as they should, due to the fact that the group of convicts who acted against the officers had hidden many items and means of forbidden, like; knives, levers, baromines, etc., which were undetected by us.
In the same way, the convicts assigned to the internal organs, in their offices and premises, were found brandy, pliers, scissors, beakers, etc. For example, the chairman of the Council of Reeducation, Dalip Zhabolli, said that the family brought the brandy to the meeting and put it in the ward, since the non-commissioned officer of the guard did not control the food, according to the rules.
These prove that the police officer did not perform his duty properly and that we, as a command, did not exercise control properly.
We as the unit command, the police platoon commander, Comrade Edmond Caja, the head of training and services, Comrade Avdulla Dervishi, who has little to do with the problems of strengthening the internal regime, are responsible for these shortcomings.
Weaknesses and flaws are also evident in the work of the operational worker, Miti Kurici, who, if he has informed and helped us well, about the trends and dangerousness of prisoners in custody, which, as we said above, we knew, has not followed and known more closely and more deeply, some problems and weaknesses that we mentioned in the internal regime.
For example, for better recognition of the persons who worked in the Council of Reeducation and the internal organs, which, as proved by the event, were people not suitable for these tasks. For these flaws and shortcomings, we are aware and promise the Party and the leadership of the Ministry, that in the future, we will no longer allow weaknesses of this nature.
In the future, apart from the concrete measures that were taken by the leadership of the Ministry, for the complete stabilization of the situation in the ward, we also have the following tasks:
To strengthen the work for the political and ideological education of the effective, to create sound beliefs about the dangerousness of the prisoners in custody, connecting this with the event of 22.5.1984, to strengthen vigilance and combat readiness, to understand and implement practically the class struggle in the relationship with the convicts and their families
To increase the professional skills mainly in the recognition and implementation of the requirements of the regulations, a special program should be made and work with the police forces and cadres.
