Pobrat, and in this article, we have selected for publication the letter of the former senior officer of the State Security, lieutenant colonel Mark Dodani, (also known as the screenwriter of several films of Kinostudio “New Albania” and author of several books), which is from a voluminous file found in the archive fund of the Authority for the Information of Former State Security Files, where he informs the main leader of the Ministry of the Interior, with details and details, about some of the most recent events. the main thing is that he only had the opportunity to be present because of his duty, or the doubts that arose about those events and persons.
For example. the escape and the tragic murder in the cave with artillery, of Colonel Haxhi Hajdar, (former deputy of the People’s Assembly), on April 8, 1963, the mysterious death of Colonel Myslym Keta, on February 26, 1966 (where Mark Dodani, writes that he was charged by the ministers Beqir Balluku and Kadri Hazbiu, to eliminate him physically, as he had committed treason and wanted to escape), the escape to Greece and the mystery of the murders of Izet Osmani, the true Admiral of the Naval Forces, Major General, Teme Seikos. , some of the combinations that Kadri Hazbiu had made with the Greek agency in the South of the country, where Kadri Hazbiu’s secretary, Xelal Shaqiri, who was imprisoned and then released by Feçor Shehu, was also implicated. etc. For more about them, we are familiar with the said letter by Mark Dodan, which is published for the first time, and in several issues, by Memorie.al

Ministry of Internal Affairs
Comrade Hekuran Isai
Tirana
Dear friend Hekuran
About “Dragobina”, former prosecutor in Pristina, S.D., say the immigrant who came from Yugoslavia (I think from 1954), it is a problem that Kadri Hazbiu knows. in Vlora. “Dragobia” was dismantled as we concluded completely. It gave the way the UDB had recruited him, how they had equipped him with means to keep him in touch. They had put two cotton cloths between the shoulders of his jacket, one would one solution was for writing, the other for deciphering.
We thought of making combinations in the direction of the Yugoslav embassy. From the ministry (from above), we were not allowed, because we could fall into provocations. Meanwhile, “Dragobia” was personally acquainted with Kadri Hazbiu. This one, in front of me, was rated as good. From the political composition, family is valued as good. Reported valuable material, in the direction of several objects. He has a file, he lives in Berat, he seems retired to me. He told me that, in this situation, he wants to meet me, maybe he has something for Kadri Hazbiu, since he was known to many Kosovars, and with “Dragobina”, as I remember from him, he met and had conversations in some cases.
Following this, he took the opportunity to point out that at the time of Khrushchev’s arrival in Belgrade, the Kosovar emigrants were enraged. They talked openly about betrayal on the part of the Soviets, until Khrushchev went to Belgrade. In this situation, the Kosovars were taken and badly beaten by some Montenegrins and Serbs, living in Llakatund. Rxhep Kolli called me, ordered me to be careful, that the Yugoslav legate had created the opinion that I; I encouraged Kosovars to beat Serbs and Montenegrins. We laughed with Rexhep Koll, because it was known that neither I nor my friends did such a thing
As we reported from Vlora, that the Kosovars wanted to kill the embassy staff and burn their car, if they were going to meet the immigrants in Llakatund and Vlora, Kadri Hazbiu ordered me to go out in front of the embassy car. to make a meeting with the representatives and approach them with help for their physical security. In the meantime, we would bluntly tell them that; the Kosovars thought to kill them. Lack of insurance could lead to something unexpected.
Together with the Operative Worker, Tajar Muharremi (now a pensioner in Fier), we went in front of the Yugoslav car and talked to two of them, who were in the car, I remember that one was called Vojo, he had a mustache and was known, the other one, I have forgotten name, but I remember well that they were very scared. Along the way, we really assured them.
Meanwhile, from the ministry, exactly in these situations, we were given an order at the time, to stop all measures against objects in the direction of the Yugoslav Discovery, especially for emigration. The emigrants who wanted to escape to Yugoslavia could go, it depended on the decision that each one would make individually. Strictly speaking, we would not send them, although there were several cases (I don’t remember the names) that, by order of Kedri Hazbi, we escorted them across the border. Those who have been forcibly sent can be easily found, because there are enough immigrants settled here who remember their names well.
For one N. or T., as he was called in the conversations, I remember (I think from the years 1958-1960), that he escaped. The issue arose that the former Director of the Directorate of Internal Affairs, Tirana, Feçor Shehu, had allowed the mentioned to go out (in Algeria, I think, or in Helsinki). Rexhep Kolli called me, as far as I remember, according to the order of Kadri Hazbiu. From the analysis in the Directorate of Tirana, it turned out that Feçor Shehu had a hand in taking her out.
I handed N. a T.’s file, whose last name I don’t remember now, to Zbulimi, after Rexhep Kolli took notes to relate above, perhaps to Kadri Hazbiu, or Mihallaq Ziçishti. In the conversation with Rexhep Kollin, it was pointed out that Feçori sent him out, N. Even I thought it might be some combination of the Discovery, but I didn’t think about it for long.
In the file, I have written the information with a professional emphasis, but there it appears how she escaped, how she met her “——-” in Patra, Greece, etc. I know that N., he had a friend, a student, whose name is K.P. She was known in a friendly relationship with Feçor Shehu. K.P. is a doctor and now works in neighborhood No. 4.
At the time of the actions of the Special Group, I remember a case, which I say is worth noting, in the address of Idriz Seiti.
It was 1949, it seems to me from the summer months (I’m sorry, I can’t specify the date, but these can also be found because there are documents in the archive. There is a red pad, written by me, typed, with 150 or more pages).
Idriz Seiti, being in charge of our special group, which we just started to connect with the gangs, in this case in the Gramshit area, forced me to burn the notes I was keeping, because supposedly the secret will come out. At that time, I also called it appropriate, after I opposed it, but without success. Meanwhile, from link to link, through the bases and some fugitives in the Gramsh-Dushar area, we managed to trace Hami Matjani and others.
We asked Hamit for a meeting on the days we expected to meet and that according to our plan, we would either capture him alive or kill him, a telegram came (through our broadcasting radio) that Idrizi would urgently leave for Tirana, leaving an assignment as valuable as the connections we were creating with dangerous gangs like that of Hami Matjani, Terik Koka, Demo Tatani, and others. Hakuran Pobrati and I remained at the head of the group. Hamiti, for the absence of Idriz Seiti, would think according to our legend.
Idrizi was known as a “professor” and that’s how he got his nickname. Having in the group also the legend of the presence of the son of Gjon Marka Gjon (leader of the Mirditor band), the indirect meeting with Hamit Matjan was realized through a Musa Kullolli and Nuhamet Guri. Packs of cigarettes were exchanged, Hemiti sent a “Papastratos” the group responded with a “Chesterfield” which were kept as a fund of combinations by the group.
At a moment like this, Idriz Seiti agreed to leave quickly, just now that he was just beginning to feel the taste of realizing these combinations in practice. It occurs to me to say that someone (Mehmet Shehu and Kadri Hazbiu) made a personal policy with Idrizi. Otherwise, how could he be removed from such a special service, such as the work in the special group and at a moment like that, when interesting connections were being created, such as the connection with Hamit Matjani, and others like him?!
On the issue of Leka Berisha and something similar, I know that Leka was killed, as a result of the actions of Koçi in 1948. This has been said by me and another friend since that time. Among others (I know only myself), who has spoken openly A.P., Veliko Xhaferri (retired officer in Tirana). Velikua at that time was in Puka.
Regarding Lekë Berisha, I have had the opportunity to inform the Party since that time. Recently, in my personal memoirs for Comrade Hysni, I have sent impressions to the Central Committee. In those memories (sent on October 10, 1979), I elaborated on the case of Lekë Berisha, whom Puka declared a martyr.
In this memo addressed to the Central Committee, I have given the details I knew, without mentioning the names of the comrades who worked in Security, in Puka of that period, who were involved in the combination of Leka’s murder. No one has asked me about these names, because they are known (just as H. A. is known, for the murder of a Dibra officer at that time, which had something to do with Comrade Haxhi Lleshin.
I have never talked with those who killed Lekë Berisha, because it was not my business, but the matter has been made clear, as far as I know. If need be, I am ready for the details I know.
Regarding Kadri Hazbiu, in a special way, I have heard that he too had mistaken in the period of the Koçists, what mistakes I do not know, but it has been heard that Kadriu has also been spoken badly about in party organizations. As a detail, I am now impressed that Mehmet Shehu immediately took Kadriu to the Ministry as his deputy, instead of Sadik Bektesh, who was transferred to the Army. I also remember, from the years 1946-47, when I was in Pukë, head of the Internal Affairs section of the district, that Kadri Hazbiu, after doing an interesting action.
He sent the former officer Ndue Ukaj (Engjin), from the village of Qelez. Ndou had been an officer of our army in Ohrid in 1945. Kadriu and his friends sent him as “fugitives” to the Puka gangs. How the work of this Ndout was done, it can speak for itself. For this, I know that he lives in Shkodër, the former A.P.P.SH, now expelled, he has a brother (Nikolla) A.P.P.SH, as well as his Yugoslav wife, from Ohrid, with several children.
Regarding the defense of my topic, on banditry, I cannot forget the moment when, in 1976, I presented to the Scientific Council of the Ministry, the thesis for dissertation. At the head of the Council, the former deputy minister, now the criminal traitor, Feçor Shehu, headed the Minister’s office. Many friends, gave their reviews in writing, which spoke quite well and encouraged me for the future, as friends; Neshat Tozaj, Gani Goxhi, Themi Bare, Rakip Beqaj, Skënder Aliko, and others. Only one friend made correctable criticisms, which I took note of to rework. I was surprised and disappointed by Feçor Shehu, who arbitrarily closed the meeting without allowing voting. This was in violation of the regulation, which I did not know at the time.
I thought that Feçori had the powers to allow or not allow voting. Even the other friends present did not speak further on the issue of my defense. Later, this issue was explained to me by my friend Themi Bare, but I (after many days passed) did not see it reasonable to start another debate.
I thought that Kadri Hazbiu would find out and I hoped that he would tell me something about this fact, since he was removed as if he supported the creators. In fact, no one was interested in the fate of this work, except that I stuck to it myself, reworking the study I mentioned, which I archived in the Ministry’s school.
Feçori, in fact, someone who wanted to, sent him to the attestation commission and gave him the scientific degree, despite the fact that I do not know how to say competently, it was right or not, because the relevant instances have judged on the matter.
As such, I learned about that of the former secretary (assistant) of the minister, Farudin Ponçari. I did not appear again at the Scientific Council, although I have tried to retrain again, on the topic of banditry, which is stored in the Higher School of the Ministry and which they have given a lecture and seminar, since 1974, since Gani Goxhi was commander, and then Muço Saliu, until now.
I even told my friend Hasan Leka (school commissioner) that they have me at their disposal again, no matter how many times I beg. According to the rules on dissertations, I have left my file in the hands of the head of the Security department at the school, while the reworked versions of the topic, I have deposited in the school archive, with the designated friend, Pandora…!
