This is stated, among other things, in an information report dated 26.11.1982, where the military aviation engineer, Perikli Teta, in his writing, made a detailed and detailed resume of his travels in several countries Europe, where he, together with some of his colleagues, was sent on duty for work problems, by his superiors of the Ministry of Defense, such as Minister Kadri Hazbiu, Deputy Minister Nazar Berberi, or even the Prime Minister of that time, Mehmet Shehu.
Although the services performed by the military engineer, Perikli Teta, belonged to the first months of 1981, and earlier, the report-information in question was made in November 1982, just a short time after the arrest of the Minister of People’s Defense, Kadri Hazbiu, the Minister of Internal Affairs, Feçor Shehu, the Minister of Health, Llambi Zicishti, the Minister of Foreign Affairs, Nesti Nase, etc., (who were accused as: “close collaborators of the police agent Mehmet Shehu”), where by order from the APS Central Committee and personally from Enver Hoxha, all cadres, members of the party, etc., were asked to provide written information about everything they knew about the “hostile group of Mehmet Shehu and Kadri Hazbiu” .
In this context, at that time, in the direction of the Central Committee of the APS, even personally addressed to the General Secretary Enver Hoxha, as well as the Ministry of Internal Affairs, the Directorate of State Security, etc., a large number of letters, with testimonies, reports, information and denunciations, from individuals of various professions, mainly former soldiers of the Ministry of Internal Affairs, (State Security) and that of the People’s Defense, where most of them had working relationship with the members of the “Hostile Group of Mehmet Shehu and Kadri Hazbiu”.
Most of the authors of these letters did that on a voluntary basis, thinking that: “they were serving the Party and Comrade Enver”, while another part were forced to write these letters, after they were called by the competent bodies of the State Security, to give their testimonies, while the party members had the duty to raise those problems in the meetings of the basic organizations.
In this context, there is also the letter of the former military engineer, Perikli Teta, (after the 90s he became involved in politics, even holding for several years the post of Minister of Defense, in the Government of Stability with Prime Minister Bashkim Finon) , who had a working relationship, both with the minister Kadri Hazbiu, as well as with the prime minister, Mehmet Shehu, even receiving from him various orders of a private nature, such as for Fiqret Shehu where she was in Vienna, or for their son, Skender, who at that time was studying in Sweden. I was on duty in Sweden three times, for aviation problems (in February 1980, March 1981, and May 1981). The connection with the FFV Company of the Swedish Aviation was made for the first time by a group of the Directorate of Armaments and Ammunition headed by Gaqo Pojani, in December 1979. At this time, Gaqo told me that; by order of Mehmet Shehu, you will give me the requirements, I will meet with the firm, I will present them to you, and then you will go there yourself.
In January 1980, we were told that the FFV firm is ready to host us in February. On February 17, we visited the firm accompanied by the commercial attache of the embassy, Myfit Hazbiu. At the embassy, I also met Skënder Shehu, who told me that, in December 1979, he had also been with the PPV firm. After that, the Swedes have come to Albania several times for talks.
From the Ministry of Foreign Trade, the problem was handled by Jetnor Ramaj, from Makina-Importi, Marsel Skëndo. From the Aviation, in addition to the working group, I and the Aviation commander, Bardhyl Taçi, were taken. After a year, we went again for talks in Sweden (March 1981). They asked for a commercial representative from Makina-Importi as the talks would be commercial-technical, but at the insistence of Jetnor Rama, it was not accepted.
He told us that he has notified Myfit Hazbiu in Stockholm and he will be our companion. Before departure, we were welcomed by Kadri Hazbiu, Nazar Berberi and Jetnor Ramaj, as well as on the way back. The orders were general, eg, asking for a price reduction, giving to understand that, we would buy a lot of things, etc.
When we returned, we reported back to Kadri Hazbi at the office. He told us to make detailed information about Mehmet Shehu, and in this information, the opinions of Jetnor Rama should be included, who should sign the information. Then we told him that by September 1981, some samples should be sent from our side to Sweden. Kadri Hazbiu agreed (it was April 17, 1981).
Before leaving at Rinas airport, a person met us and told us to take 9 packages to our embassy in Sweden, giving us an invoice confirming the payment for the transport of the goods (about 60 kg). I asked him who he was and he told me his name was Jonuz and he worked in the Reception Department. The packages had the inscription: “Embassy of RPSSH, Stockholm Sweden”.
On the way through airports and customs, I became interested in this package. In addition to these, they had a bottle of brandy from Nazar Berberi and a letter, likewise from Duro Shehu, to Skënder Shehu. In Berlin, customs wanted to open them, but I insisted; they are official packages and then the police decided to pass them through the Roentgenoscope. They put two of them in the camera, and called us to watch them on the screen.
Roasted poultry and various drinks were seen there, which the policeman pushed away in disgust, cursing. At the train station, in Stockholm, Gani Kodra, Skënder Shehu, and Myfit Hazbiu welcomed us. After Ganiu loaded 9 packages into the car, Skenderi invited us for dinner at his house and left. We went to Skender Shehu for dinner, me and my three friends.

Around 20.4.1981, he called me and the Aviation commander, Nazar Berberi, to the office. Jetnor Rama e Bardha Shehu was also there. Nazari said that we should prepare the urgent samples for Sweden, and I should take them to the firm to make the relevant technical clarifications.
We told you that; sending the samples is not urgent, but they must be sent first, a signed telex, so that they can come urgently to Tirana and conclude about the contracts, since they have validity and prices, until 31. V. 1983. Jentor Ramaj intervened and said that: “We have studied the problem and in fact, we have to give them the samples that, so we put them in front of the responsibility and this is for the good of the work”. We prepared the samples and had them ready in the warehouse.
After two or three days, Nazar Berberi called me and gave me an open letter to send to the Minister of Foreign Trade, which said: “For our needs, appoint the driver Piro Dena to transport some goods to Sweden, – and I add, – this person has dealt with this problem before.”
On 4. V. 1981, after the day, we were informed to leave for Shkodër and the next day to cross the border via Hani i Hoti. I met Spiro Dena, who had completed all the formalities, the relevant visas, the service order, had also withdrawn the currency (the latter, we both went to the bank).
At 19.00, I went to Nazar Berberi and asked him if he had any instructions to give me, he told me that there was nothing. I went to Jetnor Ramaj and asked him too, he told me that I ordered Piro Dena.
I went to the former secretary of the Committee of the Aviation Party, Duro Shehu, he did not tell me anything about the service, but he gave me a package for his daughter, who was being treated in Vienna, and a package for the ambassador, that: “this belongs to Fiqrete and care must be taken not to lose us”, he kept the envelope in his suitcase. I think there was a check in the envelope, although he didn’t tell me that.
On the evening of May 6, 1981, around 9:00 p.m., we arrived at our embassy in Vienna. There was no one there, except the desperation. Piro called Kujtim Brat, who came and took the package for Duro’s daughter.
I asked Kujtim what connected him with the Shehu family, who kept Duro’s daughter at home?! He told me something, about a family connection with Duro’s wife. The next day, we met Ambassador Musin Kroi, we talked about trivial things.
Around 10.00, we went to an apartment near the embassy, entered the anteroom where 2-3 companions of Fiqrete welcomed us. Spiro entered the room and met him. From the hall, I heard that she asked him; why did you come so late Spiro told him that; they delayed our Yugoslav visas, they gave them to us for a month.
When Spirua came out, she told me that we should take the packages with us to Sweden, because she and the accompanying group would come by plane. The reason that we would take the luggage (packages) with us was to make it easier for them and not have to pay for the plane. After that, we left for Czechoslovakia, spent the night there, and the next day, traveled to the German Democratic Republic, from where we went to Sweden.
We arrived in Sweden on 10.5.1981, at dinner. Gani Kodra came and met me there, who took the package. After that, Skënder Shehu called us at the hotel (talked to Spiro). When Spiro hung up, he told me that; let’s go meet Skenderi because he asked us.
I refused to go, I am older than him and it was up to him to come and meet me, since I came from Albania, so Spirua, he went alone. When he came back he said: “I made a big mistake that I didn’t come, because he had a lot of fun left.”
The next morning (May), Spirua told me that; it was decided from Tirana that I would return to Albania, while he would stay with Fiqrete’s group. I was very surprised, why these duties were not clarified in Tirana, the service order was common, and only for 15 days!
Later, Gani Kodra came, who told me that; on this issue, he had talked with Jetnor Rama and they had agreed that; I would return alone, by plane, while Spirua would stay and from today (May 11, 1981), the payments would be made by the Fiqrete group.
Concerned by this decision, which was not explained before, I asked to see the ambassador. He came with Fiqret and Skender. I asked the ambassador, Dhimitër Lamani, that; from who is this order and what should we do? In his place, Skender Shehu answered and told me not to worry, because he had also talked with Nesti Nasen.
Under these circumstances, I asked the ambassador for permission to arrange for me to sleep at the embassy, because Spirua left, even to sleep, so I didn’t want to stay alone in the hotel.
They arranged me in an armchair until the day of departure (Tuesday). Together with two friends from the Ministry of Internal Affairs, who were there on duty?
These are my findings regarding the Shehu family. We see that there was something not normal; I thought it was a matter that is done by women as a result of weakness for the boy. I wasn’t thinking about hostile problems. Now that the Party made it clear, everything looks and must be seen differently. For the above, I have also informed the basic organization of the Party in writing.
